निर्धारित दर से अधिक बस किराया वसूलने पर होगी सख्त कार्रवाई, किराया सूची का अनिवार्य प्रदर्शन सुनिश्चित करें : अनुमंडल पदाधिकारी

गुमला : – गुमल उपायुक्त, के निर्देशानुसार शुक्रवार को अनुमंडल पदाधिकारी, गुमला अखिलेश कुमार (झा.प्र.से.) की अध्यक्षता में बस एसोसिएशन के अध्यक्ष, सचिव, बस मालिकों एवं संबंधित पदाधिकारियों के साथ बैठक आयोजित की गई। बैठक में अनुमंडल पुलिस पदाधिकारी, कार्यपालक पदाधिकारी नगर परिषद, थाना प्रभारी गुमला सहित बस एसोसिएशन के प्रतिनिधि एवं बस संचालक उपस्थित रहे।

बैठक में यात्रियों से निर्धारित दर से अधिक किराया वसूले जाने, मनमाने ढंग से बस भाड़ा बढ़ाने तथा शहर में विभिन्न स्थानों पर बसों के अनियमित ठहराव के कारण उत्पन्न हो रही जाम की समस्या पर विस्तार से विचार-विमर्श किया गया।

अनुमंडल पदाधिकारी ने बताया कि गुमला अनुमंडल क्षेत्र से लगातार ऐसी शिकायतें प्राप्त हो रही थीं कि विभिन्न मार्गों पर निर्धारित दर से अधिक किराया लिया जा रहा है। विशेष रूप से गुमला-रांची मार्ग पर पूर्व में ₹140-150 के स्थान पर ₹200 से ₹230 तक किराया वसूले जाने की शिकायतें गंभीर चिंता का विषय हैं।

बैठक के दौरान बस एसोसिएशन द्वारा ईंधन, यूरिया, टोल टैक्स एवं अन्य परिचालन व्यय में वृद्धि का हवाला देते हुए किराया संशोधन की जानकारी दी गई। इस पर विस्तृत विचार-विमर्श के बाद सर्वसम्मति से विभिन्न प्रमुख मार्गों के लिए अधिकतम किराया निर्धारित किया गया। इसके अनुसार गुमला से रांची ₹180, सिमडेगा ₹140, लोहरदगा ₹90, डुमरी ₹120 तथा जशपुर ₹120 तक किराया लिया जाएगा। अन्य मार्गों के लिए बस एसोसिएशन द्वारा प्रस्तुत संशोधित किराया सूची (रेट चार्ट) को भी सर्वसम्मति से स्वीकार किया गया।

बैठक में स्पष्ट निर्देश दिया गया कि निर्धारित दर से अधिक किराया वसूलने अथवा शिकायत प्राप्त होने की स्थिति में संबंधित बस मालिक, बस संचालक एवं एजेंटों के विरुद्ध नियमानुसार विधिसम्मत कार्रवाई की जाएगी। साथ ही इन आदेशों के अनुपालन की जवाबदेही बस एसोसिएशन के अध्यक्ष, सचिव एवं उनके प्रतिनिधियों की होगी।

अनुमंडल पदाधिकारी ने निर्देश दिया कि प्रत्येक बस डिपो एवं टिकट काउंटर पर स्वीकृत किराया सूची (रेट चार्ट) स्पष्ट एवं प्रमुख स्थान पर प्रदर्शित की जाए, ताकि यात्रियों को निर्धारित किराए की जानकारी आसानी से उपलब्ध हो सके। नगर परिषद, गुमला को भी सभी संबंधित स्थलों पर रेट चार्ट प्रदर्शित कराना सुनिश्चित करने का निर्देश दिया गया।

बैठक में शहर को जाम से मुक्त रखने के उद्देश्य से पूर्व निर्धारित बस ठहराव स्थलों का ही उपयोग करने का निर्णय लिया गया। इसके अंतर्गत सिसई रोड स्थित भट्टी तालाब के पास, पालकोट रोड स्थित एसबीआई बैंक के पास, लोहरदगा रोड स्थित कुम्हार ढलान के पास तथा जशपुर रोड स्थित बिरसा मुंडा एग्रो पार्क के पास बसों का ठहराव सुनिश्चित किया जाएगा। इन निर्धारित स्थलों के अतिरिक्त शहर में कहीं भी बस रोककर यात्रियों को चढ़ाने-उतारने पर संबंधित बस संचालकों के साथ-साथ बस एसोसिएशन की भी जवाबदेही तय की जाएगी।

बैठक में यह भी निर्णय लिया गया कि यदि कोई बस अपने निर्धारित बस स्टॉपेज प्वाइंट के बजाय शहर के विभिन्न स्थानों पर रुक-रुक कर सवारी उठाती है तो इसके लिए बस एसोसिएशन के अध्यक्ष एवं सचिव उत्तरदायी होंगे।

अनुमंडल पदाधिकारी ने बस एसोसिएशन से शहर को जाममुक्त बनाने के लिए प्रशासन का पूर्ण सहयोग करने की अपील करते हुए कहा कि यात्रियों की सुविधा, पारदर्शी किराया व्यवस्था एवं सुचारु यातायात सुनिश्चित करना सभी संबंधित पक्षों की सामूहिक जिम्मेदारी है।

बैठक में लिए गए सभी निर्णयों का प्रभावी अनुपालन सुनिश्चित कराने का दायित्व जिला परिवहन पदाधिकारी, गुमला को सौंपा गया।
