Jharkhand Cabinet Decision: 12 से कम पंचायत वाले 107 प्रखंडों में लागू होगी नई व्यवस्था, जानिए क्या बदलेगा और जनता पर इसका क्या होगा असर

रांची: झारखंड सरकार ने प्रशासनिक व्यवस्था में बड़ा बदलाव करते हुए छोटे प्रखंडों और अंचलों के लिए नई कार्यप्रणाली लागू करने का निर्णय लिया है। मुख्यमंत्री Hemant Soren की अध्यक्षता में हुई कैबिनेट बैठक में तय किया गया कि 12 से कम पंचायतों वाले प्रखंडों और अंचलों में अब अलग-अलग प्रखंड विकास पदाधिकारी (BDO) और अंचल अधिकारी (CO) की नियुक्ति नहीं होगी। इन क्षेत्रों में एक ही अधिकारी दोनों पदों का कार्यभार संभालेंगे।

सरकार के अनुसार, इस निर्णय का उद्देश्य उपलब्ध प्रशासनिक संसाधनों का बेहतर उपयोग करना, अधिकारियों की कमी को दूर करना तथा छोटे प्रशासनिक क्षेत्रों में कार्यप्रणाली को अधिक प्रभावी बनाना है।

107 छोटे प्रखंडों में लागू होगी नई व्यवस्था

नई व्यवस्था के तहत राज्य के 107 छोटे प्रखंडों एवं अंचलों में केवल एक अधिकारी की तैनाती होगी, जो BDO और CO दोनों की जिम्मेदारियां निभाएंगे।

• 53 अंचलों में CO को BDO का अतिरिक्त प्रभार दिया जाएगा।
• 54 प्रखंडों में BDO को CO का अतिरिक्त कार्यभार सौंपा जाएगा।

164 बड़े प्रखंडों में नहीं होगा कोई बदलाव

राज्य के 12 या उससे अधिक पंचायतों वाले 164 प्रखंडों में वर्तमान व्यवस्था जारी रहेगी। यहां BDO और CO दोनों पद पहले की तरह बने रहेंगे ताकि विकास कार्यों और राजस्व प्रशासन पर कोई प्रतिकूल प्रभाव न पड़े।

क्यों लिया गया यह फैसला?

राज्य सरकार का कहना है कि कई छोटे प्रखंडों में दोनों पदों पर अलग-अलग अधिकारियों की आवश्यकता अपेक्षाकृत कम है। ऐसे में एक अधिकारी द्वारा दोनों विभागों का कार्य देखने से प्रशासनिक संसाधनों का बेहतर उपयोग होगा और रिक्त पदों की समस्या से भी राहत मिलेगी।

जनता पर क्या पड़ेगा असर?

सरकार का दावा है कि नई व्यवस्था से प्रशासनिक कार्यों में समन्वय बढ़ेगा और निर्णय लेने की प्रक्रिया तेज होगी। हालांकि विपक्ष और विभिन्न कर्मचारी संगठनों का मानना है कि एक अधिकारी पर दोहरी जिम्मेदारी बढ़ने से कार्यभार बढ़ सकता है, जिसका असर विकास योजनाओं, राजस्व मामलों और आम नागरिकों को मिलने वाली सेवाओं पर पड़ सकता है। नई व्यवस्था के प्रभाव का आकलन इसके लागू होने के बाद ही स्पष्ट हो सकेगा
