खनिज संशोधन विधेयक वापस ले केन्द्र सरकार – संजय सिंह

गिरिडीह : खनिज वहन भूमि उपकर (JMBL Cess) एवं प्रस्तावित MMDR संशोधन विधेयक-2026 के विरोध में झामुमो ने रविवार को नया परिसदन भवन में आयोजित प्रेस कॉन्फ्रेंस में जिलाध्यक्ष संजय सिंह कहा कि जमीन झारखंड का, कोयला झारखंड का, पानी झारखंड का, बिजली झारखंड का, प्रदूषण झारखंड के लोग झेलेंगे, विस्थापन झारखंडियों का होगा और मालिक केन्द्र सरकार बनेगा ? ये झारखंड के लोग बर्दाश्त नहीं करेंगे। इसलिए केन्द्र सरकार को खनिज संशोधन विधेयक वापस लेना होगा, वरना इस विधेयक के खिलाफ जोरदार और आर पार लड़ाई की जाएगी.

संजय सिंह ने कहा कि प्रस्तावित संशोधन से राज्यों के खनिजयुक्त भूमि पर कर एवं उपकर लगाने के अधिकार को सीमित करने का प्रयास किया जा रहा है। उन्होंने इसे झारखंड के वित्तीय एवं विधायी अधिकारों पर असर डालने वाला कदम बताया। उन्होंने कहा कि इस विधेयक से मंईयां सम्मान योजना, सर्वजन पेंशन योजना, अबुआ आवास योजना, शिक्षा, स्वास्थ्य सहित कई योजनाओं पर असर पड़ेगा।

विदित हो कि सुप्रीम कोर्ट ने राज्य सरकार को खनिजों पर सेस लगाने को लेकर एक अहम फैसला दिया था। जिसमें झारखंड की जनता की आजीविका, प्रदूषण-  विस्थापन आदि मसले का ख्याल रखा गया था।

केन्द्र सरकार अब झारखंड की जनता का ख्याल नहीं रखकर अपने मित्रों का ख्याल रखना चाहती है और उसको लाभ पहुंचाना चाहती है। हाल ही में छत्तीसगढ़, ओडिसा, बिहार में पूंजीपति मित्रों को वहां की जमीन सौंप दी. एक पेड़ माँ के नाम का नारा देकर लाखों पेड़ पूंजीपतियों द्वारा कटवाया जा रहा है। वहाँ के स्थानीय लोग इसको लेकर अभी आन्दोलन करने को बाध्य हैं।

झामुमो नेताओं ने कहा कि खनन से प्रभावित क्षेत्रों के विकास और जनकल्याण के लिए खनिज राजस्व का उपयोग जरूरी है। पार्टी ने दावा किया कि JMBL Cess से राज्य को वर्ष 2026-27 में करीब ₹13,215 करोड़ संभावित राजस्व मिल सकता है।

झामुमो ने केंद्र सरकार से प्रस्तावित संशोधन विधेयक वापस लेने तथा राज्यों से पर्याप्त परामर्श के बाद ही कोई निर्णय लेने की मांग की। जिलाध्यक्ष ने कहा कि इस मुद्दे को लेकर पार्टी जनता के बीच जाएगी और जरूरत पड़ने पर चरणबद्ध आन्दोलन किया जाएगा। पीसी में मेयर प्रमिला मेहरा, उपमेयर सुमित कुमार, जिला उपाध्यक्ष अजीत कुमार पप्पू, शाहनवाज अंसारी, जिला प्रवक्ता कृष्ण मुरारी शर्मा, नगर अध्यक्ष राकेश कुमार राकी, जिला सह सचिव दिलीप रजक समेत पार्टी के अन्य पदाधिकारी मौजूद थे।
