धनबाद में BCCL CMD और PA पर शिकायतकर्ता ने जातिसूचक टिप्पणी व धमकी देने का आरोप लगाया, कोर्ट के आदेश पर FIR

धनबाद में BCCL CMD मनोज कुमार अग्रवाल और उनके निजी सहायक पर जातिसूचक टिप्पणी, गाली-गलौज और धमकी देने का आरोप लगा है। कोर्ट के आदेश पर सरायढेला थाना में SC/ST एक्ट के तहत FIR दर्ज हुई है। पुलिस मामले की जांच कर रही है।

बीसीसीएल में अनुकंपा के आधार पर नौकरी की मांग को लेकर कोयला भवन पहुंचे बोकारो के एक युवक ने बीसीसीएल के सीएमडी मनोज कुमार अग्रवाल और उनके मुख्य निजी सहायक पर गंभीर आरोप लगाए हैं। युवक का आरोप है कि नियोजन से संबंधित आवेदन देने के दौरान उसके साथ कथित तौर पर जातिसूचक टिप्पणी, गाली-गलौज और दुर्व्यवहार किया गया। साथ ही दोबारा कार्यालय आने पर जान का खतरा होने की कथित धमकी भी दी गई।

क्या है मामला?

2010 में पिता की मौत के बाद से अनुकंपा के आधार पर शिकायतकर्ता सचिन हेम्ब्रम नौकरी की मांग कर रहा है. वे बोकारो के दुग्धा थाना क्षेत्र के बुढ़ीडीह के रहने वाले हैं। शिकायतवाद के अनुसार, उनके पिता स्व. दशरथ मांझी बीसीसीएल के मधुबन वाशरी ब्लॉक-दो में ऑपरेटर के पद पर कार्यरत थे। वर्ष 2010 में उनकी मृत्यु हो गई थी।

पिता की मृत्यु के बाद सचिन ने बीसीसीएल में अनुकंपा के आधार पर नियुक्ति के लिए आवेदन किया। उनका कहना है कि आवेदन बीसीसीएल प्रबंधन के माध्यम से कोयला भवन स्थित सीएमडी कार्यालय तक पहुंचा। इसके बाद वह लंबे समय से नियोजन की प्रक्रिया को लेकर कोयला भवन का चक्कर लगाते रहे।

17 जून की घटना का भी शिकायत में उल्लेख

सचिन के अनुसार, वह 17 जून 2026 को नियोजन से संबंधित आवेदन लेकर कोयला भवन स्थित सीएमडी कार्यालय पहुंचे थे। आरोप है कि आवेदन लेने के बाद उन्हें कथित तौर पर अपमानित कर कार्यालय से बाहर कर दिया गया। शिकायतकर्ता ने दावा किया है कि इस दौरान वहां कई महिला-पुरुष मौजूद थे, जिन्होंने कथित घटना को देखा और सुना। उनके साथ गए गवाहों का भी शिकायत में उल्लेख किया गया है।

सीएमडी के मुख्य निजी सहायक पर गाली-गलौज का लगा आरोप

शिकायत के अनुसार, 18 जून 2026 को सचिन एक बार फिर नियोजन के सिलसिले में सीएमडी कार्यालय पहुंचे। उनका आरोप है कि नौकरी के संबंध में बातचीत के दौरान सीएमडी कथित रूप से नाराज हो गए और उनके साथ जातिसूचक शब्दों का इस्तेमाल करते हुए गाली-गलौज की गई।

सचिन का आरोप है कि इसके बाद सीएमडी के मुख्य निजी सहायक ने उन्हें कथित तौर पर अपमानित करते हुए कार्यालय से बाहर निकाल दिया। शिकायत में यह भी आरोप लगाया गया है कि दोबारा कार्यालय आने पर जान को खतरा होने की धमकी दी गई। हालांकि, ये सभी आरोप शिकायतकर्ता की ओर से लगाए गए हैं। पुलिस जांच के बाद ही आरोपों की वास्तविकता स्पष्ट होगी।

पुलिस से लेकर आयोग और मंत्री तक शिकायत का दावा

सचिन हेम्ब्रम के अनुसार, उन्होंने कथित घटना की जानकारी स्थानीय पुलिस को दी थी। इसके बाद उन्होंने धनबाद के उपायुक्त, राष्ट्रीय अनुसूचित जनजाति आयोग, नई दिल्ली और केंद्रीय जनजातीय कार्य मंत्री के समक्ष भी शिकायत देकर कार्रवाई की मांग की। शिकायतकर्ता का आरोप है कि इन स्तरों पर अपेक्षित कार्रवाई नहीं होने के बाद उन्होंने न्यायालय का दरवाजा खटखटाया और शिकायतवाद दाखिल किया।

कोर्ट के आदेश पर दर्ज हुई प्राथमिकी

न्यायालय से शिकायत पर कार्रवाई के निर्देश मिलने के बाद सरायढेला पुलिस ने शुक्रवार को प्राथमिकी दर्ज की। मामले में बीसीसीएल के सीएमडी मनोज कुमार अग्रवाल और उनके मुख्य निजी सहायक को आरोपी बनाया गया है। पुलिस अब शिकायत में लगाए गए आरोपों, घटना के समय मौजूद लोगों, संबंधित दस्तावेजों और अन्य तथ्यों की जांच कर रही है। जांच पूरी होने के बाद ही मामले में आगे की कार्रवाई की स्थिति स्पष्ट होगी।

शिकायत पर उठे कई सवाल

कुछ लोगों इस शिकायत को संदिग्ध माना है. बताया गया है कि सामान्य तौर पर सीएमडी इस प्रकार की शिकायत लिखे आवेदन आने वालों को संबंधित डायरेक्टर के पास आवेदन के साथ भेज देते हैं ताकि वह उचित कार्यवाही कर सके या डायरेक्ट को बुलाकर सीधे बोल देते हैं।

इस शिकायत के पीछे जरूर कोई दुर्भावना छुपी हुई है. बताया गया कि वहां कई महिला पुरुष मौजूद थे. इसलिए इसे मनगढ़ंत कहानी भी समझा जा रहा है. अमूमन सीएमडी के रूम में एक-एक करके ही कोई भी परिवादी को बुलाया जाता है।

दूसरी ओर यह भी कहा जा रहा है कि यदि नियुक्ति यदि न्यायसंगत है तो शिकायतकर्ता को सक्षम न्यायालय में जाना चाहिए. यही प्रक्रिया भी है। कई मामलों में सीएमडी को भी अधिकार नहीं कि सीधे नियुक्त कर दें। सरकार ने जो नियम बनाए हैं उनका पालन सीएमडी को करना होता है।
