MMDR संशोधन पर दीपक प्रकाश बोले- ‘एक राष्ट्र, एक खनिज बाजार’ की दिशा में बड़ा कदम

गुमला, 27 सितंबर 2026: खान एवं खनिज (विकास और विनियमन) संशोधन अधिनियम, 2026 को लेकर भाजपा के पूर्व प्रदेश अध्यक्ष और पूर्व राज्यसभा सांसद दीपक प्रकाश ने रविवार को गुमला में प्रेस वार्ता की। होटल बिदेश के सभागार में हुई प्रेस वार्ता में उन्होंने नए कानून के प्रावधानों और खनन क्षेत्र पर इसके संभावित असर को लेकर पार्टी का पक्ष रखा।

MMDR संशोधन विधेयक 10 अगस्त को लोकसभा में पेश हुआ था और 12 अगस्त को लोकसभा तथा 13 अगस्त को राज्यसभा से पारित हुआ। बाद में इसे अधिनियम का रूप दिया गया।

दीपक प्रकाश ने कहा कि संशोधन का मकसद खनिज क्षेत्र में एकरूपता, पारदर्शिता और निवेश को बढ़ावा देना है। उन्होंने इसे ‘एक राष्ट्र, एक खनिज बाजार’ की दिशा में कदम बताया।

खनिज की लागत और निवेश पर क्या बोले दीपक प्रकाश?

दीपक प्रकाश ने कहा कि खनिज उत्पादन पर अलग-अलग तरह के कर और शुल्क लगने से उत्पादन की लागत बढ़ती है। उन्होंने झारखंड में Mineral Bearing Tax का हवाला देते हुए दावा किया कि इससे राज्य में उत्पादित कोयले की लागत बढ़ती है और इसका असर बाजार, निवेश और रोजगार पर पड़ सकता है।

उन्होंने कहा कि खनन की लागत कम होने और उत्पादन बढ़ने से राज्य को राजस्व के साथ रोजगार के नए अवसर भी मिल सकते हैं। हालांकि, MMDR संशोधन को लेकर झारखंड सरकार की आपत्ति अलग है। राज्य सरकार का कहना है कि नए प्रावधानों से खनिज अधिकारों और खनिज-युक्त जमीन पर राज्य की कर लगाने की शक्तियां सीमित हो सकती हैं।

ओडिशा का उदाहरण देकर झारखंड पर उठाया सवाल

भाजपा नेता ने ओडिशा का उदाहरण देते हुए कहा कि वहां खनिज ब्लॉकों में उत्पादन शुरू होने से राज्य को राजस्व का लाभ मिला है। इसके मुकाबले झारखंड के कई खनिज ब्लॉक अभी उत्पादन शुरू होने का इंतजार कर रहे हैं।

उन्होंने कहा कि खनिज संसाधनों का समयबद्ध और पारदर्शी दोहन राज्य की अर्थव्यवस्था के लिए महत्वपूर्ण है। उनके मुताबिक, खनिज क्षेत्र में स्पष्ट और स्थिर नीति से निवेश को बढ़ावा मिल सकता है।

2015 की नीलामी व्यवस्था का भी किया जिक्र

दीपक प्रकाश ने 2014 से पहले खदान आवंटन की प्रक्रिया को लेकर उठते रहे सवालों का उल्लेख किया। उन्होंने कहा कि केंद्र की मोदी सरकार ने 2015 में खनिज ब्लॉकों की नीलामी व्यवस्था लागू की, जिससे प्रक्रिया में पारदर्शिता बढ़ी और राज्यों को खनिज राजस्व में सीधा लाभ मिलने लगा।

उन्होंने कहा कि मौजूदा दौर में क्रिटिकल मिनरल्स का महत्व बढ़ रहा है और देश को खनिज संसाधनों के मामले में आत्मनिर्भर बनाने के लिए स्पष्ट एवं स्थिर नीति जरूरी है।

MMDR संशोधन पर झारखंड में अलग-अलग राय

MMDR संशोधन को लेकर झारखंड में राजनीतिक मतभेद भी सामने आए हैं। केंद्र सरकार का तर्क है कि संशोधन से खनिज क्षेत्र में स्थिरता और निवेश को बढ़ावा मिलेगा। वहीं, झारखंड सरकार और झामुमो ने राज्य के राजस्व और अधिकारों पर संभावित असर को लेकर आपत्ति जताई है।
