चांडिल : चांडिल बांध से प्रभावित एवं विस्थापित परिवारों के लंबित अधिकारों, पुनर्वास, मुआवजा, रोजगार तथा पुनर्वास स्थलों की मूलभूत समस्याओं के समाधान की मांग को लेकर “विस्थापित अधिकार मंच फाउंडेशन” एवं “विस्थापित मुक्ति वाहिनी” के संयुक्त तत्वावधान में बुधवार को चांडिल में एक दिवसीय शांतिपूर्ण धरना-प्रदर्शन आयोजित किया गया।
धरना के दौरान संयुक्त मंच ने संबंधित विभागों एवं प्रशासन को तीन माह का समय देते हुए मांगों पर ठोस एवं समयबद्ध कार्रवाई प्रारंभ करने की मांग की। संगठनों ने स्पष्ट कहा कि यदि निर्धारित अवधि के भीतर विस्थापितों की मांगों पर अपेक्षित कार्रवाई नहीं होती है अथवा समस्याओं के समाधान की दिशा में संतोषजनक पहल नहीं की जाती है, तो लोकतांत्रिक एवं संवैधानिक तरीके से चरणबद्ध आंदोलन किया जाएगा।
विस्थापितों ने रखी 15 प्रमुख मांगें
संयुक्त मंच की ओर से प्रशासन एवं संबंधित विभागों को 15 सूत्री मांग-पत्र सौंपा गया। इसमें प्रमुख रूप से झारखंड राज्य विस्थापन एवं पुनर्वास आयोग का शीघ्र गठन एवं प्रभावी क्रियान्वयन, पुनर्वास स्थलों के भूखंडों का पट्टा एवं सीमांकन, अवैध कब्जे हटाने, आंशिक रूप से प्रभावित गांवों का पुनः सर्वेक्षण तथा पात्र परिवारों को पूर्ण विस्थापित का दर्जा देने की मांग शामिल है।
इसके अलावा लंबित भूमि, पेड़-पौधे, तालाब, कुआं, बाउंड्री वॉल एवं अन्य परिसंपत्तियों के मुआवजे का तत्काल भुगतान, मत्स्य पालन एवं नौकायन में स्थानीय विस्थापितों को प्राथमिकता, सभी 116 प्रभावित गांवों में समान प्रावधान लागू करने तथा विकास पुस्तिका से संबंधित लंबित कार्यों को पूरा करने की मांग की गई।
विस्थापितों ने पुनर्वास नीति-2012 के तहत मिलने वाले आवास, गृह निर्माण, परिवहन, स्वरोजगार एवं जीवन निर्वाह अनुदान की राशि को वर्तमान महंगाई एवं परिस्थितियों के अनुरूप बढ़ाने तथा पूर्व में आंशिक भुगतान प्राप्त परिवारों को शेष देय राशि का भुगतान करने की भी मांग रखी।
कार्यालयों में पारदर्शिता और दलाल प्रथा पर रोक की मांग
संयुक्त मंच ने पुनर्वास कार्यालय संख्या-2, विशेष भू-अर्जन कार्यालय तथा अन्य संबंधित कार्यालयों में कथित दलाल प्रथा पर पूर्ण रोक लगाने की मांग की। संगठनों ने कहा कि विस्थापितों से संबंधित सभी कार्य निर्धारित सरकारी प्रक्रिया के तहत सीधे एवं पारदर्शी तरीके से किए जाने चाहिए तथा किसी भी प्रकार की अनियमितता पाए जाने पर जिम्मेदार कर्मियों के विरुद्ध कार्रवाई होनी चाहिए।
सोलर प्रोजेक्ट से पहले ग्रामसभा और वैकल्पिक रोजगार की गारंटी मिले
विस्थापित संगठनों ने मांग की कि जलाशय क्षेत्र में प्रस्तावित सोलर प्रोजेक्ट से प्रभावित होने वाले विस्थापित परिवारों के हितों को पहले सुरक्षित किया जाए। परियोजना से पूर्व संबंधित गांवों में विधिवत ग्रामसभा आयोजित कर ग्रामीणों की राय एवं सहमति/अनापत्ति की प्रक्रिया पूरी की जाए तथा मत्स्य पालन एवं मछली पकड़ने पर निर्भर परिवारों के लिए स्थायी वैकल्पिक आजीविका की व्यवस्था सुनिश्चित की जाए।
रोजगार एवं भर्ती में विस्थापितों को प्राथमिकता दी जाए
संयुक्त मंच ने भर्ती नियमावली-2025 के प्रावधानों के तहत संबंधित क्षेत्रीय कार्यालयों में भर्ती एवं रोजगार की प्रक्रिया शुरू करने की मांग की। संगठनों ने कहा कि पात्र विस्थापितों को सरकारी नौकरी उपलब्ध कराना संभव नहीं होने की स्थिति में नियमानुसार सम्मानजनक वैकल्पिक रोजगार अथवा उचित पुनर्वास सहायता उपलब्ध कराने की व्यवस्था की जाए।
अधिकारों के निपटारे तक जल भंडारण पर रोक की मांग
धरना के दौरान यह भी मांग रखी गई कि प्रभावित गांवों के विस्थापित परिवारों को भूमि, मुआवजा, अनुदान, पुनर्वास एवं अन्य देय अधिकारों का पूर्ण लाभ दिए बिना प्रभावित भूमि पर जल भंडारण की कार्रवाई आगे न बढ़ाई जाए। पहले विस्थापितों के लंबित अधिकारों एवं पुनर्वास संबंधी दायित्वों का निष्पादन सुनिश्चित किया जाए।
हर महीने प्रगति रिपोर्ट देने की मांग
विस्थापित संगठनों ने चांडिल जलाशय, पुनर्वास एवं विस्थापितों से संबंधित योजनाओं, प्रस्तावों, स्वीकृतियों एवं कार्यों की मासिक प्रगति रिपोर्ट उपलब्ध कराने की मांग की। यह रिपोर्ट विस्थापित अधिकार मंच फाउंडेशन एवं विस्थापित मुक्ति वाहिनी को भी प्रत्येक माह उपलब्ध कराने की मांग की गई, ताकि कार्यों की पारदर्शिता एवं प्रगति की समीक्षा की जा सके।
आंदोलन के अगले चरण में आवश्यकता पड़ने पर अनिश्चितकालीन धरना, भूख हड़ताल, जनसभा, रैली, मशाल जुलूस, विधानसभा घेराव, मुख्यमंत्री आवास का घेराव सहित अन्य शांतिपूर्ण लोकतांत्रिक कार्यक्रम आयोजित किए जाएंगे।
