उपायुक्त की अध्यक्षता में जिला स्तरीय समिति की बैठक, मसरिया, धनसिंह एवं अपर शंख जलाशयों के एकीकृत विकास की डीपीआर सर्वसम्मति से पारित

जलाशयों में मत्स्य उत्पादन बढ़ाने के साथ केज कल्चर, हैचरी, सीड रियरिंग यूनिट एवं स्वच्छ मत्स्य बिक्री केंद्र विकसित करने पर जोर

गुमला : – गुमला उपायुक्त दिलेश्वर महतो की अध्यक्षता में आज जिला स्तरीय समिति ( डीएलसी) की बैठक आयोजित की गई। बैठक में जिले में मत्स्य पालन के समेकित एवं व्यवस्थित विकास, जलाशयों के संसाधनों के बेहतर उपयोग तथा मत्स्यपालकों की आय एवं रोजगार के अवसरों को बढ़ावा देने से संबंधित विभिन्न प्रस्तावों पर विस्तृत चर्चा की गई।

बैठक में भारत सरकार के प्रधानमंत्री मत्स्य संपदा योजना ( PMMSY) तथा इसके अंतर्गत धरती आबा जनजातीय ग्राम उत्कर्ष अभियान (DAJGUA) के तहत जलाशयों के एकीकृत विकास से संबंधित तैयार विस्तृत परियोजना प्रतिवेदन (DPR) को जिला स्तरीय समिति के समक्ष प्रस्तुत किया गया।

इसके तहत जिले के घाघरा प्रखंड स्थित मसरिया जलाशय, बसिया प्रखंड स्थित धनसिंह जलाशय एवं डुमरी प्रखंड स्थित अपर शंख जलाशय के एकीकृत विकास के लिए तैयार डीपीआर पर विस्तार से चर्चा की गई। जिला मत्स्य कार्यालय द्वारा तैयार परियोजना प्रतिवेदन को समिति के समक्ष प्रस्तुत किए जाने के बाद सदस्यों द्वारा विभिन्न बिंदुओं पर विचार-विमर्श किया गया। बैठक में प्रस्तावित डीपीआर को सर्वसम्मति से पारित किया गया।

*जलाशयों के संसाधनों के समेकित विकास पर रहेगा फोकस*

बैठक में जलाशयों को केवल मत्स्य उत्पादन के केंद्र के रूप में विकसित करने के बजाय उपलब्ध संसाधनों के समेकित उपयोग पर विशेष जोर दिया गया। प्रस्तावित योजना के तहत जलाशयों में केज कल्चर के साथ-साथ मत्स्य बीज उत्पादन एवं संवर्धन के लिए सीड रियरिंग पॉन्ड, फिंगरलिंग रियरिंग यूनिट तथा आवश्यक क्षमता की हैचरी विकसित करने की योजना पर चर्चा की गई।

इसके अतिरिक्त जलाशयों के आसपास स्वच्छ एवं व्यवस्थित मत्स्य बिक्री केंद्र विकसित करने, मोबाइल फिश रिटेल आउटलेट के माध्यम से स्वच्छ एवं गुणवत्तापूर्ण तरीके से मछली की बिक्री को बढ़ावा देने तथा वर्तमान में अस्वच्छ तरीके से होने वाली मत्स्य बिक्री को व्यवस्थित करने की दिशा में भी आवश्यक पहल किए जाने पर चर्चा हुई।

उपायुक्त ने संबंधित पदाधिकारियों को निर्देश दिया कि जलाशय आधारित मत्स्य गतिविधियों के विकास में स्थानीय संसाधनों, तकनीक एवं मत्स्यपालकों की आवश्यकताओं को ध्यान में रखते हुए योजनाओं का प्रभावी क्रियान्वयन सुनिश्चित किया जाए। उन्होंने कहा कि मत्स्य क्षेत्र के विकास से उत्पादन बढ़ाने के साथ-साथ स्थानीय स्तर पर रोजगार एवं आजीविका के अवसरों को भी मजबूती मिलनी चाहिए।

*वेद व्यास आवास योजना के तहत 18 लाभुकों के चयन पर भी चर्चा*

बैठक में वित्तीय वर्ष 2026-27 में झारखंड सरकार, कृषि, पशुपालन एवं सहकारिता विभाग के पशुपालन प्रभाग द्वारा प्राप्त लक्ष्य के तहत वेद व्यास आवास योजना की भी समीक्षा की गई।

योजना के अंतर्गत अनुसूचित जाति के लिए विशेष घटक योजना (789) के तहत 04 आवास तथा जनजाति क्षेत्र उपयोजना (796) के तहत 14 आवास, कुल 18 आवासों के निर्माण हेतु लाभुकों के चयन से संबंधित प्रस्ताव पर चर्चा की गई।

बैठक में संबंधित पदाधिकारी को योजना के निर्धारित प्रावधानों के अनुरूप पात्र लाभुकों का चयन सुनिश्चित करने तथा प्रक्रिया को पारदर्शी एवं समयबद्ध तरीके से पूरा करने का निर्देश दिया गया।

उपायुक्त ने कहा कि मत्स्य विभाग से संबंधित योजनाओं का लाभ वास्तविक लाभुकों तक पहुंचाने के साथ-साथ योजनाओं के क्रियान्वयन में गुणवत्ता, पारदर्शिता एवं समयबद्धता सुनिश्चित की जानी चाहिए।

बैठक में उप विकास आयुक्त अनिमेष रंजन, जिला मत्स्य पदाधिकारी कुसुम लता सहित संबंधित विभागों के पदाधिकारी एवं कर्मी उपस्थित थे।

अंत में जिला मत्स्य पदाधिकारी द्वारा धन्यवाद ज्ञापन के साथ बैठक की कार्यवाही समाप्त की गई।
