इतिहास के पन्ने पलटकर देख लीजिए। कालखंड कोई भी रहा हो, सत्ता कभी सीधे सवालों का सामना करने की हिम्मत नहीं जुटा पाती। जब भी किसी ने व्यवस्था के ढर्रे पर उंगली उठाई या आईना दिखाने की जुर्रत की, उसे ‘अराजक’ और ‘देशद्रोही’ की सनद अता करने में जरा भी देर नहीं लगाई गई। यह रवायत त्रेता से चली आ रही है और कलियुग में भी बदस्तूर जारी है और आगे भी जारी रहेगी.

समय अपनी चाल चलता रहता है। तारीखें बदलती हैं, हुकूमतों के नाम और झंडे बदलते हैं, मगर सत्ता का मूल चरित्र हर दौर में एक जैसा कायम रहता है। कुर्सी का पहला और सबसे पुराना गुण यही है कि वह उस पर काबिज शख्स को ‘अमर होने’ की गफलत में मुब्तला कर देती है।

खाकी का लाठी-धर्म तो वही रहेगा !

पुलिस वह बिरादरी है, जिसकी सत्ता के प्रति वफादारी हर दौर में बेमिसाल रही है। यह संस्था बनाई तो जाती है आम जनता की हिफाजत के लिए, लेकिन ताउम्र इसे सत्ता की ढाल बनकर लट्ठ बजाने की मजदूरी करनी पड़ती है।

पुलिस का बुनियादी मजहब ही है-हवा का रुख देखकर लाठी भांजना। फर्क सिर्फ इतना होता है कि वक्त के साथ लट्ठ सहने वाली पीठें बदल जाती हैं। आज जो पीठें लाठियां खाकर क्रांति का राग अलाप रही हैं, कल जब वे खुद कुर्सी पर तशरीफ फरमा होंगी, तो अपनी ही पुलिस से दूसरों की पीठों पर लट्ठ बजवाने में जरा भी संकोच नहीं करेंगी। आखिरकार, खाकी का लाठी-धर्म तो वही रहेगा!

जमीन पर रेंगकर कलमघसीटों ने अपनी वफादारी साबित की है

रही बात पत्रकारिता की, तो इस जमात का एक बड़ा धड़ा हर दौर में राजदरबार का चारण ही रहा है। ‘गोदी मीडिया’ तो इस नए दौर का आधुनिक नामकरण भर है, वरना रीढ़विहीन और साष्टांग दंडवत करने वाले प्राणी हर हुकूमत में बहुतायत में पाए गए हैं। जब-जब आका ने थोड़ा सा झुकने का इशारा किया, हमारे वीर कलमघसीटों ने बाकायदा जमीन पर रेंगकर अपनी वफादारी साबित की।

अलबत्ता, कुछ बेवकूफ किस्म के पत्रकार हर दौर में सिर पर कफन बांधकर सच बोलने की जिद पर अड़े रहते हैं। ऐसे सिरफिरे पहले भी उंगलियों पर गिने जा सकते थे और आज भी दुर्लभ प्रजाति में ही आते हैं।

25 जून 1975 की इमरजेंसी वाली तारीख को जो लोग आज ‘काला दिवस’ बताकर मातम मनाते हैं, उनके पुरखों के माथे पर भी उस वक्त के हुकूमत ने ‘अराजकतावादी’ का ठप्पा चिपकाने में कोई कसर नहीं छोड़ी थी।

हर दौर का शासक अपने खिलाफ उठने वाली हर आवाज को अराजकता ही मानता है। आज के आंदोलनकारी अगर मौका पाकर कल कुर्सीनशीं हो जाएं, तो आज की किसी तारीख को इतिहास का काला अध्याय घोषित कर रहे होंगे।

सत्ताधारियों से भी ज्यादा मनोरंजक चरित्र इन ‘आंदोलनकारियों’ का होता है। क्रांति का झंडा उठाने वाले ज्यादातर सूरमा आगे चलकर शुद्ध अवसरवादी निकल जाते हैं। कुर्सी हाथ में आते ही सारे आदर्श कपूर की तरह उड़ जाते हैं। बेचारी तो वह भोली-भाली भीड़ है, जो इस उम्मीद में नारे लगाते-लगाते अपनी छाती फाड़ लेती है कि शायद उनके ‘अच्छे दिन’ आएंगे। उनके अच्छे दिन कभी नहीं आते।

हां, कुछ ‘समझदार’ लोग जरूर होते हैं जो ‘जब जैसा, तब तैसा’ का सुर साधना जानते हैं। यह गिरगिट-छाप प्रजाति हर दौर में, हर हुकूमत के तहत मलाई खाती है और सुखी रहती है।

हर हुक्मरान यही गलतफहमी पाल बैठता है कि वह इस धरा पर अमर होने आया है। मुगलिया दौर में एक दिन के लिए नवाब बने भिश्ती ने भी चमड़े का सिक्का चलाकर अमर हो जाने का गुमान पाला था। उस सिक्के का वजूद नहीं रहा, लेकिन इतिहास में उसका किस्सा बाकी रह गया।
