नीति आयोग अंतर्गत आकांक्षी प्रखंड डुमरी के विकास कार्यों की उपायुक्त प्रेरणा दीक्षित द्वारा की गई गहन समीक्षा

गुमला : – गुमला जिला अंतर्गत स्थित समाहरणालय स्थित कार्यालय कक्ष में उपायुक्त प्रेरणा दीक्षित की अध्यक्षता में आकांक्षी प्रखंड डुमरी के अंतर्गत संचालित विभिन्न विभागीय योजनाओं की समीक्षात्मक बैठक आयोजित की गई। बैठक में जिला स्तरीय पदाधिकारीगण, संबंधित विभागों के प्रतिनिधि, प्रखंड स्तरीय अधिकारी एवं नीति आयोग की आकांक्षी जिला कार्यक्रम से जुड़े समन्वयक उपस्थित रहे।

बैठक का मुख्य रूप से ADP एवं ABP अंतर्गत नीति आयोग द्वारा निर्धारित विभिन्न संकेतकों के आधार पर विकास कार्यों की प्रगति की समीक्षा कर उपायुक्त द्वारा आवश्यक दिशा-निर्देश दिया गया । उपायुक्त ने सभी विभागों से बिंदुवार प्रगति रिपोर्ट प्राप्त कर योजनाओं की अद्यतन स्थिति की समीक्षा की।

स्वास्थ्य विभाग की समीक्षा के क्रम में उपायुक्त ने मातृ एवं शिशु स्वास्थ्य पर विशेष जोर दिया। उन्होंने कहा कि ग्रामीण क्षेत्रों में गर्भवती महिलाओं में व्याप्त भ्रांति को सेविका सहायिका तथा एएनएम द्वारा काउंसलिंग के जरिए कम किया जाए। साथ ही साथ गर्भवती महिलाओं को पौष्टिक आहार, समय पर जांच (ANC1 एवं ANC4) तथा संस्थागत प्रसव को शत-प्रतिशत सुनिश्चित करने हेतु स्वास्थ्य विभाग को आवश्यक दिशा-निर्देश दिए। नवजात बच्चों के कम वजन के आंकड़े पर भी उन्होंने बच्चों के साथ ही बच्चों के पूर्ण टीकाकरण, टीबी उन्मूलन अभियान, सिकल सेल एनीमिया की शत-प्रतिशत जांच एवं उपचार की व्यवस्था को भी प्राथमिकता देने की बात कही।

उपायुक्त गुमला ने शिक्षा विभाग की समीक्षा करते हुए विद्यालयों में आधारभूत सुविधाओं जैसे शौचालय, पेयजल, जलमीनार, एवं बिजली आपूर्ति की स्थिति सुधारने हेतु ठोस कदम उठाने के निर्देश दिए। उन्होंने यह भी कहा कि सभी विद्यालयों एवं आंगनवाड़ी केंद्रों में पेयजल एवं स्वच्छता सुविधाओं की दुरुस्त रखी जाए। फाउंडेशन लर्निंग को प्राथमिकता देते हुए उन्होंने शिक्षकों को नवाचारी शिक्षण पद्धतियों को अपनाने और बच्चों के अधिगम स्तर में सुधार लाने हेतु सशक्त प्रयास करने को कहा।

कृषि विभाग की समीक्षा करते हुए उपायुक्त ने किसानों को सॉइल हेल्थ कार्ड वितरण, कृषि यंत्रों की उपलब्धता, केसीसी (KCC) के व्यापक प्रचार-प्रसार, गुणवत्तापूर्ण बीज एवं खाद की उपलब्धता सुनिश्चित करने की बात कही। सिंचाई की सुविधा, जल स्रोतों की स्थिति तथा सिंचित क्षेत्र के विस्तार पर भी विशेष चर्चा हुई। पशुपालन विभाग को पशुओं के नियमित टीकाकरण, पशु बीमा योजनाओं के प्रचार-प्रसार एवं पालन-पोषण संबंधी सेवाओं को बेहतर बनाने के निर्देश दिए गए। बागवानी विभाग को स्थानीय परिस्थिति अनुसार योजनाओं के क्रियान्वयन पर बल देने को कहा गया।

समाज कल्याण विभाग द्वारा संचालित योजनाओं की समीक्षा करते हुए उपायुक्त ने बाल विकास, पोषण, आदि योजनाओं को समयबद्ध रूप से लाभार्थियों तक पहुँचाने की बात कही। प्रखंड स्तर पर स्थापित पुस्तकालयों की नियमित संचालन व्यवस्था सुदृढ़ करने का निर्देश दिया गया। पुस्तकों की अद्यतनता एवं विद्यार्थियों की भागीदारी बढ़ाने हेतु निर्देश दिए गए।

इसके साथ ही उपायुक्त ने सभी विभागों को निर्देशित किया कि अपने-अपने विभागीय कार्यों की अद्यतन जानकारी MIS पोर्टल पर अनिवार्य रूप से दर्ज करें। उन्होंने पोर्टल पर डाटा की गुणवत्ता में सुधार एवं नियमित निगरानी पर विशेष ध्यान देने की बात कही ताकि नीति आयोग को समय पर सटीक सूचना उपलब्ध कराई जा सके।

बैठक में उपायुक्त ने कहा कि डुमरी प्रखंड को एक आदर्श आकांक्षी प्रखंड बनाने की दिशा में सभी विभागों को योजनाबद्ध एवं समन्वित रूप से कार्य करना होगा। उन्होंने स्पष्ट रूप से कहा कि किसी भी प्रकार की लापरवाही या शिथिलता बर्दाश्त नहीं की जाएगी और प्रत्येक विभाग को अपने लक्ष्यों की पूर्ति के लिए तत्पर रहना होगा।

उन्होंने सभी विभागों को जनता के प्रति उत्तरदायी रहते हुए कार्यों को धरातल पर उतारने तथा योजनाओं के क्रियान्वयन में पारदर्शिता एवं गुणवत्ता सुनिश्चित करने का निर्देश दिया।

इस दौरान मुख्य रूप से परियोजना निदेशक ITDA, जिला समाज कल्याण पदाधिकारी, जिला शिक्षा अधीक्षक गुमला, जिला योजना पदाधिकारी, LDM, स्वास्थ्य विभाग के कर्मी,जिला कृषि पदाधिकारी, पीरामल फाउंडेशन के प्रतिनिधि, सहित अन्य सम्बंधित पदाधिकारी एवं कर्मी मौजूद रहे।
