शिवनाथपुर पंचायत में वित्तीय योजनाओं में गड़बड़ी का आरोप, ग्रामीणों ने जांच की उठाई मांग

गुमला, झारखंड — सिसई प्रखंड के शिवनाथपुर पंचायत में वर्ष 2014-15 से 2024-25 के बीच 14वीं और 15वीं वित्त आयोग के तहत संचालित योजनाओं में भारी अनियमितताओं का आरोप लगाते हुए ग्रामीणों ने गुमला जिला प्रशासन को जांच के लिए आवेदन सौंपा है। हालांकि, ग्रामीणों का कहना है कि शिकायत दर्ज होने के बावजूद अब तक कोई कार्रवाई नहीं की गई है।

ग्रामीणों ने आरोप लगाया है कि पंचायती राज अधिनियम के प्रावधानों और भारतीय संविधान के अनुच्छेद 243(छ) के निर्देशों को अनदेखा करते हुए, आर्थिक और सामाजिक न्याय के उद्देश्य से बनाई जाने वाली योजनाओं को भ्रष्टाचार और व्यक्तिगत लाभ के लिए विकृत किया गया है।

मिलीभगत से हुआ योजनाओं में फेरबदल: ग्रामीणों का आरोप

शिवनाथपुर पंचायत, जो कि पांचवीं अनुसूचित क्षेत्र में स्थित है और अरक्षित सीट है, वहाँ के ग्रामीणों ने बताया कि स्थानीय मुखिया प्रतिनिधियों और प्रखंड प्रशासन की मिलीभगत से योजनाओं में बजट में हेरफेर किया गया। इस पूरे मामले में न केवल पंचायती व्यवस्था की गरिमा को ठेस पहुंची है, बल्कि वित्तीय अनुशासन का भी घोर उल्लंघन हुआ है।

ग्रामीणों ने यह भी कहा कि योजनाएं ग्रामसभा की सहमति के बिना बनाई गईं, जिससे यह स्पष्ट होता है कि पंचायती राज अधिनियम की धारा और गजट आदेशों की खुलेआम उपेक्षा की गई है।

प्रशासन से निष्पक्ष जांच की मांग

शिकायतकर्ताओं का कहना है कि यदि जल्द ही जिला प्रशासन इस मामले में संज्ञान नहीं लेता, तो पंचायत स्तर पर वित्तीय अनियमितताओं का सिलसिला जारी रहेगा। उन्होंने मांग की है कि दोषी पाए जाने पर प्रखंड प्रशासन और जनप्रतिनिधियों के खिलाफ सख्त कानूनी कार्रवाई की जाए, ताकि भविष्य में पंचायत का बजट जनता के हित में सही तरीके से उपयोग हो सके।

ग्रामीणों की इस मांग ने पंचायती राज व्यवस्था की पारदर्शिता और जवाबदेही पर गंभीर सवाल खड़े कर दिए हैं। देखना यह होगा कि प्रशासन इस शिकायत को किस तरह से लेता है और क्या दोषियों को जवाबदेह ठहराया जा सकेगा।
