बार एसोसिएशन द्वारा उपायुक्त का स्वागत, अधिवक्ताओं ने रखीं विभिन्न जनहित एवं न्यायिक व्यवस्थाओं से जुड़ी समस्याएं

गुमला : – गुमला बार एसोसिएशन के सभागार में नव नियुक्त गुमला उपायुक्त दिलेश्वर महत्तो का बार एसोसिएशन के पदाधिकारियों एवं अधिवक्ताओं द्वारा गर्मजोशी से स्वागत किया गया। इस अवसर पर उपायुक्त के सम्मान में एक औपचारिक कार्यक्रम का आयोजन किया गया, जिसमें जिले की न्यायिक एवं जनसुविधाओं से संबंधित कई महत्वपूर्ण मुद्दों को प्रमुखता से उठाया गया।

कार्यक्रम के दौरान अधिवक्ताओं ने एक मांग पत्र प्रस्तुत करते हुए बताया कि जिले में नागरिकों को विभिन्न मूलभूत सुविधाओं के अभाव में कठिनाइयों का सामना करना पड़ रहा है। विशेष रूप से पेयजल की समस्या को गंभीर बताते हुए बार एसोसिएशन परिसर में जलमीनार अथवा भूजल आधारित व्यवस्था ( कुआं – बोरिंग) उपलब्ध कराने की मांग की गई।

इसके अतिरिक्त, बार एसोसिएशन कार्यालय परिसर में पूर्व से संचालित कैंटीन के जीर्ण-शीर्ण अवस्था में होने की जानकारी देते हुए उसके जीर्णोद्धार एवं विस्तारीकरण की मांग की गई। साथ ही, अधिवक्ताओं ने लाइब्रेरी को अद्यतन करने एवं उसमें ऑनलाइन सुविधाएं उपलब्ध कराने का भी आग्रह किया।

अधिवक्ताओं ने न्यायिक प्रक्रिया से जुड़े विभिन्न मुद्दों को उठाते हुए कहा कि दस्तावेजों के निष्पादन एवं सत्यापन में अनावश्यक विलंब ( 3 से 4 माह तक) होने से आमजनों को परेशानी होती है। इस व्यवस्था में सुधार की आवश्यकता बताई गई।

चंदाली न्यायालय को सिविल कोर्ट परिसर के समीप स्थापित करने की मांग भी प्रमुख रूप से रखी गई, ताकि लंबी दूरी के कारण होने वाली असुविधाओं को दूर किया जा सके। साथ ही न्यायालय भवन के रंग – रोगन एवं समुचित रख-रखाव की मांग की गई।

महिला अधिवक्ताओं के लिए कॉमन रूम, चेंजिंग रूम एवं फीडिंग रूम जैसी बुनियादी सुविधाओं की व्यवस्था करने का अनुरोध भी किया गया। इसके अलावा, पूर्व में उपलब्ध कराए गए सिलाई सिस्टम की मरम्मत, लंबित मामलों के शीघ्र निष्पादन, तथा एल.आर.डी.सी. न्यायालय के नियमित संचालन की मांग रखी गई।

अधिवक्ताओं ने यह भी अवगत कराया कि जिले के तीन अनुमंडलों में न्यायालयों का संचालन एक साथ होने से व्यावहारिक कठिनाइयां उत्पन्न होती हैं। अतः एसडीओ, एसी एवं उपायुक्त न्यायालय की नियमित एवं सुलभ व्यवस्था सुनिश्चित का अनुरोध किया गया।

रजिस्ट्री कार्यालय से संबंधित समस्याओं का उल्लेख करते हुए अधिवक्ताओं ने कहा कि विवाह प्रमाण पत्र सहित अन्य कार्यों में अनावश्यक विलंब होता है, जिससे आम नागरिकों को परेशानी होती है। इस दिशा में सुधार हेतु आवश्यक कदम उठाने की मांग की गई।

मौके पर उपायुक्त ने सभी समस्याओं को गंभीरता से लेते हुए कहा कि वे गुमला जिले की जमीनी परिस्थितियों से भली-भांति परिचित हैं, क्योंकि उनकी पहली पदस्थापना भी इसी जिले में रही है। उन्होंने आश्वस्त किया कि सभी बिंदुओं को प्राथमिकता के आधार पर क्रमिक रूप से समाधान किया जाएगा।

उन्होंने विशेष रूप से पेयजल समस्या के समाधान हेतु पेयजल एवं स्वच्छता विभाग ( पीएचईडी ) को आवश्यक निर्देश देने की बात कही, ताकि शीघ्र वैकल्पिक व्यवस्था सुनिश्चित की जा सके। साथ ही उन्होंने कहा कि प्रस्तुत सभी मांगों को संज्ञान में लेते हुए आवश्यक कार्रवाई की जाएगी और जनहित में बेहतर व्यवस्थाएं विकसित की जाएंगी।

कार्यक्रम में बार एसोसिएशन के अध्यक्ष, उपाध्यक्ष, सचिव सहित सभी पदाधिकारी एवं बड़ी संख्या में अधिवक्ता उपस्थित थे।
