झारखंड विश्वविद्यालय विधेयक-2025 के खिलाफ एबीवीपी का विरोध प्रदर्शन, विधायक को सौंपा गया ज्ञापन

हज़ारीबाग: झारखंड सरकार द्वारा प्रस्तावित विश्वविद्यालय विधेयक-2025 के विरोध में अखिल भारतीय विद्यार्थी परिषद (ABVP) ने मंगलवार को हज़ारीबाग सदर के विधायक प्रदीप प्रसाद को ज्ञापन सौंपा। परिषद ने इस विधेयक को शिक्षा के मूलभूत मूल्यों के खिलाफ बताते हुए इसे अलोकतांत्रिक और संविधान विरोधी करार दिया।

ज्ञापन में ABVP प्रतिनिधिमंडल ने गंभीर आपत्ति जताई कि विधेयक के माध्यम से राज्य सरकार विश्वविद्यालयों के शैक्षणिक, प्रशासनिक और नियुक्ति प्रक्रियाओं पर पूर्ण नियंत्रण हासिल करना चाहती है। परिषद के अनुसार, इससे न केवल विश्वविद्यालयों की स्वायत्तता समाप्त होगी, बल्कि उनकी शैक्षणिक गुणवत्ता और निष्पक्षता पर भी विपरीत प्रभाव पड़ेगा।

परिषद ने इस बात पर खास चिंता जताई कि विधेयक के लागू होने से कुलपति, शिक्षक और अन्य शैक्षणिक पदों की नियुक्ति पूरी तरह सरकार के अधीन हो जाएगी, जिससे राजनीतिक हस्तक्षेप की संभावनाएं बढ़ जाएंगी। परिषद ने मांग की है कि झारखंड एकेडमिक काउंसिल (JAC), झारखंड लोक सेवा आयोग (JPSC) और विश्वविद्यालयों की नियुक्तियों की प्रक्रिया को स्वायत्त और पारदर्शी बनाए रखा जाए।

ज्ञापन में जोर देकर कहा गया है कि उच्च शिक्षा की गुणवत्ता को बनाए रखने के लिए स्वतंत्र निकायों की भूमिका अत्यंत आवश्यक है। परिषद ने यह भी उल्लेख किया कि सरकार द्वारा विधेयक लाकर यदि विश्वविद्यालयों की स्वायत्तता छीनी जाती है, तो यह लोकतांत्रिक मूल्यों के विरुद्ध होगा।

ज्ञापन ABVP हज़ारीबाग के जिला संयोजक रुद्र राज द्वारा हस्ताक्षरित था, जिसमें विधायक प्रदीप प्रसाद से अनुरोध किया गया कि वे विधानसभा में इस विधेयक का विरोध करें और राज्य की शिक्षा व्यवस्था की स्वतंत्रता की रक्षा में निर्णायक भूमिका निभाएं।

ज्ञापन सौंपते समय ABVP की ओर से कई प्रमुख पदाधिकारी उपस्थित थे, जिनमें राष्ट्रीय कार्यकारिणी सदस्य नवलेश सिंह, विभाग संयोजक बाबूलाल मेहता, प्रदेश कार्यकारिणी सदस्य निशांत अग्रवाल, नगर मंत्री यशवंत कुमार, सह मंत्री साहिल सिंह और विश्वविद्यालय इकाई अध्यक्ष संतोष सिंह शामिल थे। इनके साथ मोंटी मंडल, प्रभात कुमार, विवेक यादव, पियूष पासवान और शिबू कुमार भी मौजूद थे।

झारखंड विश्वविद्यालय विधेयक-2025 को लेकर उठ रही आवाजें यह स्पष्ट करती हैं कि उच्च शिक्षा के क्षेत्र में निर्णय लेते समय व्यापक संवाद और पारदर्शिता आवश्यक है। यदि राज्य सरकार शिक्षा प्रणाली को प्रभावी बनाना चाहती है, तो उसे स्वतंत्र संस्थानों की भूमिका और शैक्षणिक संस्थानों की स्वायत्तता को बनाए रखने पर भी उतना ही ज़ोर देना चाहिए।
