गुमला में अवैध बालू भण्डारण पर जिला प्रशासन की बड़ी कार्रवाई

गुमला : – गुमला उपायुक्त प्रेरणा दीक्षित के निर्देश के आलोक में जिला प्रशासन एवं पुलिस विभाग द्वारा अवैध खनन गतिविधियों पर अंकुश लगाने के उद्देश्य से लगातार छापामारी अभियान चलाया जा रहा है। इसी क्रम में दिनांक 29 नवंबर 2025 को अपराह्न लगभग 01:00 बजे अधोहस्ताक्षरी एवं पुलिस बल द्वारा प्रखंड रायडीह अंतर्गत मौजा मुरगू करंजटोली में निरीक्षण किया गया। निरीक्षण के दौरान बिना वैध अनुज्ञप्ति के अवैध रूप से बालू का भण्डार पाया गया। यहाँ लगभग 3,000 घनफीट बालू अवैध रूप से संग्रहित था।

स्थानीय ग्रामीणों से पूछताछ में जानकारी मिली कि इस स्थल पर मनीष कुमार एवं अन्य व्यक्तियों द्वारा कोयल नदी से अवैध उत्खनन कर बालू का भण्डारण किया जाता है। इसी दौरान हाईवा वाहन संख्या JH02BL-7594 पर लगभग 1,000 घनफीट बालू लदा हुआ भी पकड़ा गया। प्रशासनिक टीम को देखते ही वाहन चालक वाहन छोड़कर फरार हो गया, जिससे यह तथ्य पूर्णतः स्पष्ट होता है कि इस क्षेत्र में अवैध बालू उत्खनन, भण्डारण एवं परिवहन का अवैध व्यापार संचालित किया जा रहा था।

यह कृत सरकारी राजस्व की हानि के साथ-साथ राष्ट्रीय संपदा को क्षति पहुंचाने वाला अपराध है। वैध खनिज परिवहन चालान के बिना खनिज परिवहन कार्य खान एवं खनिज (विकास एवं विनियमन) अधिनियम, 1957 के प्रावधानों का उल्लंघन है तथा धारा 21(6) के तहत दंडनीय है। साथ ही झारखंड लघु खनिज नियमावली 2004 के नियम 4 एवं 54 तथा (The Jharkhand Minerals (Prevention of Illegal Mining, Transportation and Storage) Rules, 2017 के ) नियम 7 एवं 9 का स्पष्ट उल्लंघन भी पाया गया है।

घटना में संलिप्त हाईवा वाहन संख्या JH02BL-7594 के स्वामी, चालक तथा मनीष कुमार सहित अन्य सहयोगियों के विरुद्ध विधिसम्मत प्राथमिकी दर्ज कर कड़ी कानूनी कार्रवाई की प्रक्रिया प्रारंभ करने का उपायुक्त द्वारा निर्देश दिया गया है।

जिला प्रशासन गुमला द्वारा यह पुनः स्पष्ट किया जाता है कि अवैध खनन में शामिल व्यक्तियों के विरुद्ध कठोरतम कार्रवाई की जाएगी तथा इस प्रकार की गतिविधियों को जड़ से समाप्त करने हेतु सघन अभियान निरंतर जारी रहेगा।
