PM–सूर्य घर: मुफ्त बिजली योजना के तहत मॉडल सोलर विलेज चयन को लेकर जिला स्तरीय बैठक आयोजित

गुमला : गुमला उपायुक्त प्रेरणा दीक्षित के निर्देश के आलोक में आज मंगलवार को उप विकास आयुक्त, गुमला दिलेश्वर महत्तो की अध्यक्षता में पीएम घर: मुफ्त बिजली योजना के अंतर्गत चयनित मॉडल सोलर विलेज से संबंधित एक महत्वपूर्ण बैठक आयोजित की गई।
बैठक में जिला योजना पदाधिकारी रमण कुमार द्वारा योजना की पृष्ठभूमि की जानकारी दी गई। उन्होंने बताया कि नवीन एवं नवीकरणीय ऊर्जा मंत्रालय, भारत सरकार द्वारा वर्ष 2024 में PM–सूर्य घर : मुफ्त बिजली योजना की शुरुआत की गई है। इस योजना का मुख्य उद्देश्य ग्रामीण क्षेत्रों में रूफटॉप सोलर प्लांट को बढ़ावा देना, हरित एवं स्वच्छ ऊर्जा उपलब्ध कराना, प्रत्येक जिले में एक गांव को पूर्ण रूप से सोलराइज करना, सौर ऊर्जा के क्षेत्र में ग्रामीण समुदाय को आत्मनिर्भर बनाना तथा 24×7 सौर ऊर्जा उपलब्ध कराना है। साथ ही कृषि कार्यों हेतु सोलर पंप, सोलर स्ट्रीट लाइट, सोलर रूफटॉप जैसी तकनीकों को प्रोत्साहित करना भी इसका प्रमुख लक्ष्य है।
बैठक में योजना के सफल क्रियान्वयन एवं नियमित पर्यवेक्षण हेतु जिला स्तरीय समिति के गठन की जानकारी दी गई। समिति के अध्यक्ष उपायुक्त, गुमला होंगे, जबकि जिला परिषद के मुख्य कार्यपालक पदाधिकारी-सह-सचिव, परियोजना निदेशक आईटीडीए, जिला योजना पदाधिकारी, विद्युत आपूर्ति प्रमंडल के कार्यपालक अभियंता, अग्रणी बैंक प्रबंधक, संबंधित प्रखंड विकास पदाधिकारी, मंत्रालय द्वारा नामित गैर-आधिकारिक सदस्य तथा शहरी निकाय/पंचायती राज संस्थान से नामित सदस्य समिति में शामिल हैं।
समिति का दायित्व मॉडल सोलर विलेज योजना की प्रगति की समीक्षा, विभिन्न विभागों के बीच समन्वय, सभी सरकारी भवनों की छतों को सौर ऊर्जा से संतृप्त करने हेतु कार्य योजना तैयार करना, PM–KUSUM एवं अन्य सोलर योजनाओं का प्रचार-प्रसार तथा आम जनता एवं जनप्रतिनिधियों से सोलर योजनाओं हेतु आवेदन प्राप्त कराना है।
बैठक में बताया गया कि 2011 की जनगणना के आधार पर 5,000 या उससे अधिक आबादी वाले गांवों का चयन Model Solar Village के रूप में किया गया है। इसके तहत गुमला जिले के 06 प्रखंडों के कुल 09 ग्रामों को चिन्हित किया गया है। इनमें सिसई प्रखंड अंतर्गत बड़गांव पंचायत का बड़गांव ग्राम, नगर एवं सिसई ग्राम; भरनो प्रखंड अंतर्गत भरनो ग्राम; गुमला प्रखंड अंतर्गत फसिया एवं पुग्गू ग्राम; चैनपुर प्रखंड अंतर्गत चैनपुर ग्राम; रायडीह प्रखंड अंतर्गत नवागढ़ ग्राम तथा पालकोट प्रखंड अंतर्गत पालकोट ग्राम शामिल हैं। इन ग्रामों में योजना का प्रथम चरण लागू किया जाएगा।
इन 09 ग्रामों में जनवरी 2026 से जून 2026 तक 06 माह का Challenge Period निर्धारित किया गया है। इस अवधि में सोलर स्ट्रीट लाइट, सोलर हाई मास्ट लाइट, सोलर पावर प्लांट आदि का अधिष्ठापन प्रमुख चौक-चौराहों, गली-मुहल्लों एवं सार्वजनिक स्थलों जैसे सरकारी अस्पताल, विद्यालय, आंगनबाड़ी केंद्र, पंचायत भवन, तहसील कचहरी, सार्वजनिक शौचालय, बस स्टैंड आदि में किया जाएगा। साथ ही PM–KUSUM योजना के अंतर्गत इच्छुक किसानों को भी आच्छादित किया जाएगा।
06 माह की अवधि पूर्ण होने के पश्चात सभी 09 ग्रामों के बीच स्वस्थ प्रतिस्पर्धा आयोजित की जाएगी, जिसमें सोलर योजनाओं के क्रियान्वयन के आधार पर एक गांव को Model Solar Village के रूप में चयनित किया जाएगा। चयनित गांव को नवीन एवं नवीकरणीय ऊर्जा मंत्रालय, भारत सरकार द्वारा ₹1 करोड़ की पुरस्कार राशि प्रदान की जाएगी, जिससे गांव का समग्र विकास किया जाएगा।
बैठक के दौरान उप विकास आयुक्त ने सभी प्रखंड विकास पदाधिकारियों को निर्देश दिया कि चिन्हित 09 ग्रामों का विस्तृत सर्वे कर वहां की आवश्यकताओं के अनुरूप प्रस्ताव तैयार करते हुए फरवरी माह तक जिला योजना कार्यालय में प्रस्ताव भेजें, ताकि उसी आधार पर सोलर लाइट एवं अन्य सौर संरचनाओं का अधिष्ठापन सुनिश्चित किया जा सके और योजना का प्रभावी क्रियान्वयन हो सके। इसके साथ ही सभी प्रखंड विकास पदाधिकारियों को चिन्हित ग्राम अंतर्गत प्रचार प्रसार कर योजनाओं के बारे में जागरूक करने हेतु निर्देश दिए
उप विकास आयुक्त ने कहा कि जिन क्षेत्रों में बिजली की सुविधा उपलब्ध नहीं है, वहां सोलर हाई मास्ट लाइट निः शुल्क सरकारी अनुदान में स्थापित की जाएगी। साथ ही PM-KUSUM योजना के अंतर्गत किसानों को आच्छादित करने, सोलर सिंचाई हेतु किसानों से ₹5000 अथवा आवश्यकता अनुसार अंशदान लेने तथा शेष 70 से 80 प्रतिशत राशि सरकार द्वारा अनुदान के रूप में उपलब्ध कराने का निर्देश दिया गया। सभी प्रस्तावों का सत्यापन कर बीडीओ के माध्यम से अग्रसारित करने एवं जून माह में मॉडल सोलर विलेज के चयन की भी बात कही गई।

इस दौरान बैठक में मुख्य रूप से जिला कल्याण पदाधिकारी, गुमला, कार्यपालक अभियंता, विद्युत आपूर्ति प्रमण्डल, गुमला, प्रखण्ड विकास पदाधिकारी, सिसई/भरनो/गुमला/रायडीह /चैनपुर/पालकोट, मो० अमजद, तकनीकी सहायक, DRDA (कुसुम योजना), गुमला सहित अन्य सम्बंधित पदाधिकारी एवं कर्मी मौजूद रहे ।
