जिला खनन विभाग की माया कहीं धूप कहीं छाया

गुमला : – गुमला जिला अंतर्गत स्थित रायडीह प्रखंड इन दिनों बालू माफियाओं की शरणस्थली बन गया है। प्राकृतिक रूप से महत्वपूर्ण शंख नदी के अस्तित्व पर अवैध उत्खनन का काला साया मंडरा रहा है। प्रखंड के विभिन्न घाटों से दिन के उजाले में 35 से 40 ट्रैक्टरों के जरिए बालू का अवैध उठाव बेखौफ जारी है। विडंबना यह है कि जिला खनन विभाग एवं संबंधित विभाग पर नियमों को लागू करने की जिम्मेदारी है, फिर भी उसकी रहस्यमयी चुप्पी और क्रियाकलापों से बालू रेत माफियाओं के हौसले पस्त करने के बजाय बुलंद कर रही है, संबंधित क्षेत्र के ग्रामीणों का आरोप है कि रायडीह और सुरसांग थाना क्षेत्रों में शंख नदी के किनारे प्रातः होते ही पहली किरण के साथ ही ट्रैक्टरों की कतार लग जाती है। बिना किसी वैध चालान या अनुमति के दर्जनों ट्रैक्टर नदी से अवैध बालू निकाल रहे हैं। स्थानीय लोगों का कहना है कि यह खेल कोई चोरी-छिपे नहीं, बल्कि डंके की चोट पर खुला खेल फर्रुखाबादी खेला जा रहा है और पूरी तरह सार्वजनिक है। बालू – रेत लदे ट्रैक्टर मुख्य सड़कों और राष्ट्रीय राजमार्ग पर जिस रफ्तार से दौड़ते हैं, वह कानून की धजिया उड़ते हुए खुली चुनौती देता प्रतीत होता है।

रायडीह और शंख नदी को बचाने की जिम्मेदारी अब जिला खानन एवं संबंधित विभाग के हाथों में है। यदि समय रहते ठोस कदम नहीं उठाए गए, तो न केवल प्राकृतिक संपदा खत्म हो जाएगी, बल्कि माफियाओं का यह तंत्र क्षेत्र की
शांति और सुरक्षा के लिए भी बड़ा खतरा बन जाएगा। तीन चार स्थानीय ग्रामीणों ने नाम नहीं छापने की सर्त पर कहा कि हम कई बार संबंधित विभाग से शिकायत कर चुके हैं, लेकिन कोई सुनने वाला नहीं है। ऐसा लगता है कि संबंधित विभाग और माफियाओं के सांठ गांठ से माफियाओं को खुली लूट की छूट दे दी गई है, रफ्तार से दौड़ने वाली वाहनों के कारण सड़कें टूट गईं और गुप्त नदी क्षेत्र में पानी का संकट भी गहरा रहा है। आखिर क्या कारण है कि महीनों से जारी इस अवैध कारोबार पर खनन विभाग और स्थानीय पुलिस की नजर नहीं पड़ रही हैं जो संबंधित लोगों पर प्रश्न चिन्ह लगता है ????? ग्रामीणों का सीधा आरोप है कि संबंधित लोगों की मौन स्वीकृति कहीं न कहीं इस अवैध धंधे को संरक्षण दे रहा है। जिला मुख्यालय से चंद किलोमीटर की दूरी पर होने के बावजूद छापेमारी न होना विभाग की कार्यशैली पर प्रश्नचिह्न खड़ा होता है। इससे न केवल पर्यावरण को अपूरणीय क्षति हो रही है, बल्कि सरकार को भी करोड़ों रुपये के राजस्व का चूना लग रहा है। रायडीह के साथ-साथ सुरसांग थाना क्षेत्र के नदी तटीय इलाकों में भी स्थिति भयावह है, फलस्वरुप उक्त क्षेत्र से भी लगातार अवैध रेत – बालू ढुलाई की खबरें आ रही हैं। रेत – बालू माफियाओं ने अपने सूचना तंत्र इतने मजबूत कर लिए हैं कि किसी भी संभावित कार्रवाई की भनक उन्हें पहले ही लग जाती है। अवैध खनन केवल राजस्व की चोरी तक सीमित नहीं है, इसके परिणाम दूरगामी और विनाशकारी हैं। बेतरतीब उत्खनन से नदी की प्राकृतिक संरचना बिगड़ रही है। ग्रामीणों को डर है कि यदि यही स्थिति रही, तो आने वाले गर्मी के समय में क्षेत्र के कुएं और चापाकल सूख जाएंगे। नदी के किनारों पर हो रहा कटाव खेतों और आसपास की जमीन को निगल रहा है। भारी वाहनों की क्षमता से अधिक आवाजाही ने ग्रामीण सड़कों को धूल और गड्डों में तब्दील कर दिया है। इससे स्कूली बच्चों, मरीजों और आम राहगीरों का चलना दूभर हो गया है।
