गुमला में सड़क हादसों पर DC सख्त: जनवरी में 22 मौतें, पदाधिकारियों को तय समय पर काम पूर्ण करने का निर्देश’

पिलियन राइडर को भी पहनना होगा हेलमेट; गलत दिशा में गाड़ी चलाने वालों को लेनी होगी 2 घंटे की ‘रोड सेफ्टी क्लास’

गुमला : – गुमला जिले की सड़कों पर बढ़ती दुर्घटनाओं और जान-माल के नुकसान ने प्रशासन की चिंता बढ़ा दी है। उपायुक्त प्रेरणा दीक्षित की अध्यक्षता में गुरुवार को समाहरणालय सभागार में आयोजित जिला सड़क सुरक्षा समिति की मासिक समीक्षा बैठक में बेहद कड़े फैसले लिए गए। प्रशासन ने स्पष्ट कर दिया है कि अब केवल जागरूकता नहीं, बल्कि भारी दंड और कड़ी कानूनी कार्रवाई के जरिए नियमों का पालन सुनिश्चित कराया जाएगा।

चिंताजनक आंकड़े: जनवरी में ही उजड़ गए 22 घर
जिनमें 22 से ज्यादा लोगों ने अपनी जान गंवाई और 20 से अधिक लोग गंभीर रूप से घायल हुए।

प्रशासन के कड़े निर्देश: ‘जीरो टॉलरेंस’ नीति
1. दोपहिया वाहन और स्टंट पर नकेल:
* लाइसेंस निलंबन: यदि बाइक चालक बिना हेलमेट पाया जाता है, तो चालान के साथ-साथ ड्राइविंग लाइसेंस का निलंबन भी किया जाएगा। साथ ही, पीछे बैठने वाले व्यक्ति (पिलियन राइडर) के लिए भी जुर्माना अनिवार्य कर दिया गया है।
* नो हेलमेट-नो पेट्रोल: जिले के सभी पेट्रोल पंपों पर कड़ाई की जाएगी। बिना हेलमेट पाए जाने पर ईंधन नहीं मिलेगा।
* पटाखा बुलेट और स्टंट: मॉडिफाइड साइलेंसर वाले बुलेट और स्टंट करने वालों के खिलाफ जब्ती और लाइसेंस रद्द करने की प्रक्रिया शुरू होगी। ‘रोड सेफ्टी मित्र’ सोशल मीडिया वीडियो के जरिए ऐसे हुड़दंगियों की पहचान कर पुलिस को सूचित करेंगे।
2. भारी वाहन और ट्रैक्टरों पर लगाम:
* बिना नंबर प्लेट वाले ट्रैक्टर: कृषि कार्य की आड़ में व्यावसायिक उपयोग होने वाले और बिना नंबर प्लेट वाले ट्रैक्टरों को सीधे जब्त किया जाएगा।
* अवैध लाइट्स का आतंक: मोटरसाइकिल, ट्रक, बस और पिकअप वैन में लगी ‘ब्लाइंडिंग’ (आंखें चौंधियाने वाली) LED लाइट्स को मौके पर ही उतरवाकर नष्ट किया जाएगा।
* स्पीड गवर्नर: कमर्शियल वाहनों में स्पीड गवर्नर की भौतिक जाँच होगी; किसी भी प्रकार की छेड़छाड़ पाए जाने पर परमिट रद्द कर दिया जाएगा।
3. रॉन्ग साइड ड्राइविंग और नाइट विजिबिलिटी:
* अनिवार्य रोड सेफ्टी क्लास: गलत दिशा (Wrong Side) में गाड़ी चलाने वालों को पकड़े जाने पर आर्थिक दंड के साथ अनिवार्य रूप से 2 घंटे की ‘रोड सेफ्टी क्लास’ लेनी होगी।
* ड्रिंक एंड ड्राइव: शराब पीकर वाहन चलाने वालों के खिलाफ जांच अभियान में और भी अधिक तेजी लाई जाएगी।
* रेट्रो-रिफ्लेक्टिव टेप: साइकिल, सरिया लदे वाहनों और सड़क किनारे खड़े ट्रकों पर नाइट विजिबिलिटी के लिए रेडियम स्टीकर/टेप लगाए जाएंगे।

इंजीनियरिंग सुधार और अतिक्रमण हटाओ अभियान

उपायुक्त ने सड़क ढांचे में सुधार के लिए समयबद्ध निर्देश दिए हैं:
* अतिक्रमण: कार्तिक उराँव कॉलेज गेट और गुमला-उर्मी बाईपास से तत्काल अतिक्रमण हटाने का आदेश अंचल अधिकारी को दिया गया है। उर्मी बाईपास पर गोलंबर (Roundabout) का निर्माण कार्य भी शुरू कर दिया गया है।
* बसिया व नागफेनी: बसिया के देवी गुड़ी मोड़ के तीखे मोड़ को 15 दिनों में चौड़ा करने और नागफेनी पुल के पास रफ्तार नियंत्रण के निर्देश दिए गए हैं।
* ब्लैक स्पॉट: ग्राम ज़ुरा और कुसुम्बाहा मोड़ के पुराने खतरनाक कट बंद कर नए मीडियन कट बनाने का आदेश दिया गया है। 28 फ़रवरी तक सभी कार्यों का पूर्ण करने का सख्त निर्देश दिया गया

मददगारों का सम्मान
सड़क दुर्घटना में घायल की मदद करने वाले ‘नेक नागरिकों’ (Good Samaritans) की सूची जल्द साझा की जाएगी। ऐसे मददगारों को सरकार की ओर से ₹2,000 का नकद इनाम और प्रशस्ति पत्र देकर सम्मानित किया जाएगा।

उपायुक्त के इन कड़े निर्देशों ने साफ कर दिया है कि अब गुमला की सड़कों पर लापरवाही की कोई जगह नहीं है। प्रशासन ने आम जनता से अपील की है कि वे नियमों का पालन करें, क्योंकि हर जीवन कीमती है।
