गुमला: मुख्यमंत्री ग्राम गाड़ी योजना पर प्रशासन सख्त; नियमों की अनदेखी की तो रद्द होगा बस परमिट

गुमला : – गुमला जिला में झारखंड सरकार की महत्वाकांक्षी ‘मुख्यमंत्री ग्राम गाड़ी योजना-2022’ के सफल संचालन को लेकर आज जिला प्रशासन ने कड़ा रुख अख्तियार कर लिया है। उपायुक्त प्रेरणा दीक्षित के निर्देश पर जिला परिवहन कार्यालय के सभागार में आयोजित समीक्षा बैठक में बस ऑपरेटरों को अंतिम चेतावनी दी गई है।

लापरवाही पड़ी भारी: जुर्माना और परमिट निलंबन की चेतावनी
जिला परिवहन पदाधिकारी ज्ञान शंकर जायसवाल की अध्यक्षता में हुई इस बैठक में जिले के सभी निबंधित बस ऑपरेटरों को स्पष्ट कर दिया गया कि योजना की शर्तों में किसी भी प्रकार की कोताही बर्दाश्त नहीं की जाएगी।

“जो ऑपरेटर नियमों को हल्के में ले रहे हैं, उन पर न केवल भारी जुर्माना लगाया जाएगा, बल्कि उनके परमिट को तत्काल प्रभाव से रद्द करने की कार्रवाई भी सुनिश्चित की जाएगी।”

ऑपरेटरों के लिए ‘मैंडेटरी’ गाइडलाइंस: क्या करना होगा अनिवार्य?
बैठक में तकनीकी और प्रशासनिक सुधारों के लिए निम्नलिखित दिशा-निर्देश जारी किए गए:

रियल-टाइम मॉनिटरिंग (जीपीएस): 7 से 42 सीट वाली सभी बसों में केंद्र सरकार द्वारा अधिकृत निर्माता कंपनी का जीपीएस लगा होना अनिवार्य है। इसे परिवहन विभाग के सॉफ्टवेयर से लिंक करना होगा ताकि रूट और स्पीड की निगरानी हो सके।

अपडेटेड दस्तावेज: फिटनेस, इंश्योरेंस और ड्राइविंग लाइसेंस हमेशा अपडेट रखने होंगे। दुर्घटना की स्थिति में किसी भी दस्तावेजी कमी के लिए ऑपरेटर स्वयं जिम्मेदार होंगे।

विशिष्ट पहचान (कलर कोड): सभी बसें हल्के नीले रंग की होंगी। बॉडी पर सफेद पट्टी पर हरे रंग से “मुख्यमंत्री ग्राम गाड़ी” और “ग्रामीण मार्ग” बड़े अक्षरों में लिखा होना चाहिए, जो 25 मीटर की दूरी से स्पष्ट दिखे।

निर्धारित रूट और गति: बसें केवल आवंटित मार्ग और तय समय-सारिणी के अनुसार ही चलेंगी।

इन यात्रियों को मिलेगी 100% मुफ्त सफर की सौगात
सरकार के निर्देशानुसार, बस ऑपरेटरों को निम्नलिखित श्रेणियों के लिए निःशुल्क यात्रा सुनिश्चित करनी होगी:
वरिष्ठ नागरिक: 60 वर्ष से अधिक आयु के बुजुर्ग।
विद्यार्थी: सभी स्कूल और कॉलेज के छात्र-छात्राएं।
दिव्यांगजन: दृष्टिबाधित, मूक-बधिर और 40% से अधिक शारीरिक/मानसिक दिव्यांगता वाले व्यक्ति।
पीड़ित, विधवा पेंशन योजना की लाभार्थी महिलाएं और मान्यता प्राप्त झारखंड आंदोलनकारी।

सावधान! अब होगा औचक निरीक्षण
बैठक के समापन पर मोटर यान निरीक्षक ने साफ किया कि अब बातों का समय खत्म हो चुका है। आगामी दिनों में जिला परिवहन विभाग की टीम सड़कों पर औचक निरीक्षण करेगी। नियमों का उल्लंघन पाए जाने पर ऑन-द-स्पॉट कार्रवाई की जाएगी।
