उप डाकघर चैनपुर 45 साल पुराने जर्जर भवन में चल रहा है, बारिश के मौसम में छत लगातार टपकता रहा है पानी

गुमला : – गुमला जिला अंतर्गत स्थित चैनपुर उप डाकघर 45 वर्ष पुराने जर्जर भवन में चल रहा है, जहां बारिश के मौसम में टपकती रहती हैं छत, डाक विभाग प्रशासन की आक्रमान्यता और कार्य शिथिलता के कारण उक्त जर्जर उप डाकघर भवन का नहीं हो पा रहा है मरम्मत का कार्य , फलस्वरुप बारिश के मौसम में लगातार हो रही मूसलाधार बारिश ने लोगों का जनजीवन अस्त-व्यस्त कर दिया है, चैनपुर उप डाकघर के अंदर कार्यरत पदाधिकारी और कर्मचारियों में भय व्याप्त है, कभी कोई बड़ी दुर्घटना ना हो जाय , उक्त उप डाकघर में काम करने वाले ऑफिस में उन्हें हर वक्त मौत के साए में बैठकर कार्य करने के लिए मजबूर हैं , सन् 1981 में बनी, उक्त उप डाकघर इमारत अब अपनी उम्र पूरी कर चुका है और इस वर्ष उक्त जर्जर भवन को बने 45 साल पूरे हो चुके हैं, और उक्त उप डाकघर किसी भी वक्त धराशाई हो सकता है, फिर भी डाक विभाग मूकदर्शक बनी हुई है और टुकुर टुकुर तक रही है, हालात इतने गंभीर हो चुके हैं की मानसूनी बारिश के बीच कब छत से कंक्रीट का बड़ा हिस्सा या प्लास्टर भरभरा कर नीचे गिर जाएगा , इसकी कोई समय सीमा या गारंटी नहीं हैं, इस आधुनिक हाइटेक जमाने में भी डाक विभाग ओह यह सूचना नहीं है की चैनपुर के इस उप डाकघर में कर्मचारी अपनी जान हथेली पर रखकर 8 से 10 घंटे की ड्यूटी करने को मजबूर हैं। डाकघर के कर्मी राजेश कुमार, कुमार पुष्कर, इंदिमा कुमारी, शेख ईदवा, कमलेश कुमार, रजत कुमार राज और सोहन उरांव रोज इसी मानसिक तनाव और दहशत के बीच समस्त सरकारी काम निपटाते रहते हैं की कहीं किसी दिन उक्त जर्जर उप डाकघर का छत कही उनकी जिंदगी पर भारी न पड़ जाए, चैनपुर उप डाकघर में रोजाना चैनपुर प्रखंड के ग्रामीण इलाकों से करीब 300 से अधिक ग्राहकों का आना-जाना होता है। इनमें बड़ी संख्या में बुजुर्ग और महिलाएं शामिल होती हैं जो अपनी गाढ़ी कमाई जमा करने या पेंशन से संबंधित कागजी कार्यों से यहां पहुंचते हैं। लेकिन डाकघर की दहलीज पर कदम रखते ही उनके माथे पर चिंता की लकीरें खिंच जाती हैं, संबंधित उपभोक्ताओं ने अपनी दहशत बयां करते हुए उन्होंने बताया की उप डाकघर के अंदर घुसते ही सर्वप्रथम उनकी नजर सीधे उस जर्जर और खतरनाक छत के प्लास्टर पर टिक जाती है, की कही कोई भारी प्लास्टर का टुकड़ा सीधे उनके सिर पर न आ गिरे, हम लोग भगवान से मनाते हैं की उप डाकघर में उनका कार्य जल्द से जल्द पूरा हो जाए और सभी लोग सही-सलामत उक्त उप डाकघर से बाहर निकल जाएं, अन्य मौसम में उतना डर नहीं लगता है परंतु बारिश के मौसम आते ही और बारिश होते वक्त हमारा शरीर अनजाने भय से थरथराता रहता है, क्योंकि इन दिनों लगातार हो रही तेज बारिश के कारण डाकघर की छत से इस कदर पानी टपकता है, मानो कोई झरना बह रहा हो, उप डाकघर के ग्राहक और उपभोक्ता को तो छोड़िए, खुद उप डाकघर के कर्मचारियों को भी अपनी कुर्सियों पर बैठकर कभी-कभी तो छाता तानकर सरकारी रजिस्टर और कंप्यूटर चलाने पड़ रहे हैं। कंप्यूटर, लैपटॉप और सालों के महत्वपूर्ण सरकारी कागजातों को पानी में भीगकर बर्बाद होने से बचाने के लिए उप डाकपाल (एसओ) को छत के ठीक नीचे बड़ा सा त्रिपाल बांधकर जैसे-तैसे काम चलाना पड़ रहा है। आने वाले दिनों में मौसम विभाग द्वारा और भी भीषण बारिश की संभावना जताई जा रही है जिससे उक उप डाकघर की पुरानी और जर्जर इमारत पर मंडराता खतरा और अधिक गहरा गया है।
