गुमला : – गुमला उपायुक्त-सह-जिला दंडाधिकारी दिलेश्वर महतो एवं जिला परिवहन पदाधिकारी सत्येन्द्र महतो के निर्देश पर जिला सड़क सुरक्षा टीम द्वारा गुरुवार को सदर अस्पताल, गुमला परिसर में सड़क सुरक्षा जागरूकता कार्यक्रम का आयोजन किया गया। कार्यक्रम में अस्पताल की नर्सों, चिकित्सकों एवं अन्य स्वास्थ्यकर्मियों को सड़क दुर्घटनाओं की रोकथाम, यातायात नियमों के पालन, हेलमेट एवं सीट बेल्ट के उपयोग, ड्राइविंग लाइसेंस, वाहन बीमा, ‘गुड सेमेरिटन’ तथा ‘हिट एंड रन’ से संबंधित प्रावधानों की विस्तृत जानकारी दी गई।
सड़क दुर्घटना के बाद शुरुआती समय में मिलने वाली चिकित्सा सहायता की अहमियत को देखते हुए स्वास्थ्यकर्मियों की भूमिका को भी विशेष रूप से रेखांकित किया गया। टीम ने बताया कि दुर्घटनाओं में सिर की गंभीर चोटें मृत्यु और स्थायी दिव्यांगता का बड़ा कारण बनती हैं। ऐसे में मानक हेलमेट और सीट बेल्ट का इस्तेमाल गंभीर चोटों के जोखिम को काफी कम कर देता है।
‘गुड सेमेरिटन’ (नेक मददगार) और ‘गोल्डन ऑवर’ का महत्व
कार्यक्रम में ‘गुड सेमेरिटन’ को मिलने वाली कानूनी सुरक्षा पर विशेष जोर दिया गया और ‘गोल्डन ऑवर’ की अहमियत समझाई गई:
कानूनी सुरक्षा: घायल की मदद करने वाले व्यक्ति को पुलिस या कानूनी पचड़ों में नहीं फंसाया जा सकता। अस्पताल या पुलिस उन्हें अपनी पहचान बताने या इलाज का खर्च उठाने के लिए बाध्य नहीं कर सकते। यदि मददगार स्वेच्छा से पहचान बताता है, तो उसका नाम मोबाइल नंबर अस्पताल के रजिस्टर में दर्ज किया जाता है।
गोल्डन ऑवर: दुर्घटना के बाद का शुरुआती एक घंटा ‘गोल्डन ऑवर’ कहलाता है। इस दौरान सही चिकित्सा मिलने से जान बचने की संभावना सर्वाधिक होती है। इसलिए दुर्घटना के बाद भीड़ लगाने के बजाय घायल को तुरंत अस्पताल पहुंचाना चाहिए।
अस्पताल की भूमिका: अस्पतालों को दुर्घटना और घायल के पहुंचने का सटीक समय रिकॉर्ड करना चाहिए, ताकि उपचार की टाइमलाइन स्पष्ट रहे और मददगारों के डिटेल्स रजिस्टर में दर्ज जरूर से करना है ।
कैशलेस उपचार: केंद्र सरकार द्वारा सड़क दुर्घटना पीड़ितों के लिए कैशलेस उपचार की व्यवस्था की गई है, ताकि गोल्डन ऑवर में बिना किसी आर्थिक बाधा के तुरंत इलाज शुरू हो सके।
‘हिट एंड रन’ मामलों में मुआवजा
कार्यक्रम में बताया गया कि यदि टक्कर मारने वाला वाहन अज्ञात हो या मौके से फरार हो जाए, तो इसे ‘हिट एंड रन’ माना जाता है। ऐसे मामलों में पीड़ित परिवार को आर्थिक संबल देने के लिए सरकार द्वारा मुआवजे का स्पष्ट प्रावधान है:
मृत्यु होने पर: ₹ 2 लाख का मुआवजा।
गंभीर चोट लगने पर: ₹ 50 हजार का मुआवजा।
ड्राइविंग लाइसेंस, ब्लड ग्रुप और वाहन बीमा की अनिवार्यता
सड़क सुरक्षा के साथ-साथ कानूनी सुरक्षा के लिए आवश्यक दस्तावेजों पर भी विस्तार से चर्चा की गई:
लाइसेंस प्रक्रिया: 18 वर्ष की आयु के बाद निर्धारित प्रक्रिया से लर्निंग और फिर स्थायी लाइसेंस बनवाना अनिवार्य है।
ब्लड ग्रुप दर्ज होना: लाइसेंस पर ब्लड ग्रुप दर्ज होना आपात स्थिति में मददगार होता है। हालांकि, सुरक्षा के लिहाज से अस्पताल रक्त चढ़ाने से पहले अपने स्तर पर ‘क्रॉस-मैचिंग’ अवश्य करते हैं, फिर भी यह एक महत्वपूर्ण प्रारंभिक जानकारी है।
थर्ड पार्टी और फर्स्ट पार्टी बीमा: ‘थर्ड पार्टी बीमा’ कानूनी रूप से अनिवार्य है, जो आपके वाहन से किसी अन्य व्यक्ति या संपत्ति को हुए नुकसान की भरपाई करता है। वहीं, ‘व्यापक बीमा’ दुर्घटना, चोरी या आग लगने पर स्वयं के वाहन को हुए नुकसान को भी कवर करता है।
स्वास्थ्यकर्मियों ने ली सुरक्षित यातायात की शपथ
सड़क सुरक्षा टीम ने तेज रफ्तार, नशे में ड्राइविंग, मोबाइल फोन के इस्तेमाल और गलत दिशा में चलने के खतरों से आगाह किया। कार्यक्रम के समापन पर सदर अस्पताल के स्वास्थ्यकर्मियों ने स्वयं नियमों का पालन करने और समाज को जागरूक करने का संकल्प लिया। उन्होंने तय किया कि घर से निकलते समय हेलमेट/सीट बेल्ट अनिवार्य किया जाएगा और मरीजों के परिजनों को भी सुरक्षित सफर के लिए प्रेरित किया जाएगा।
जिला प्रशासन ने आम नागरिकों से अपील करते हुए कहा कि हेलमेट, सीट बेल्ट, वैध लाइसेंस और बीमा कोई बोझ नहीं, बल्कि *जीवन की सुरक्षा का कवच* हैं। दुर्घटना होने पर पीछे हटने के बजाय मदद करें, क्योंकि *गोल्डन ऑवर में आपकी थोड़ी सी कोशिश किसी की जिंदगी और मौत के बीच का अंतर तय कर सकती है।*
