8 साल से लापता गुमला की बच्ची, अब भी जांच रिपोर्ट का इंतजार; हाई कोर्ट में सरकार ने मांगा एक हफ्ते का समय

रांची/गुमला: वर्ष 2018 से लापता गुमला की बच्ची की तलाश का मामला अब भी अदालत के सामने बड़ा सवाल बना हुआ है। बच्ची की बरामदगी को लेकर उसकी मां चंद्रमुनि उराइन की ओर से दाखिल हेबियस कॉर्पस याचिका पर झारखंड हाईकोर्ट लगातार सुनवाई कर रहा है। मामले में पुलिस की जांच पर पहले ही नाराजगी जता चुका हाईकोर्ट अब लंबित जांच रिपोर्टों को लेकर भी राज्य सरकार से जवाब मांग रहा है।

ताजा सुनवाई में राज्य सरकार ने अदालत को बताया कि मामले की मुख्य आरोपित भूखली लकड़ा का रिनपास, कांके में मनोवैज्ञानिक मूल्यांकन परीक्षण कराया जा चुका है, लेकिन इसकी रिपोर्ट अभी प्राप्त नहीं हुई है। सरकार की ओर से रिपोर्ट अदालत में दाखिल करने के लिए एक सप्ताह का समय मांगा गया। अदालत ने समय देते हुए अगली सुनवाई के लिए 28 सितंबर की तारीख तय की है। प्रार्थी की ओर से अधिवक्ता शशांक शेखर ने अदालत के समक्ष पक्ष रखा।

नार्को टेस्ट नहीं हुआ, दूसरे परीक्षणों की रिपोर्ट भी लंबित

इससे पहले राज्य सरकार ने अदालत को बताया था कि स्वास्थ्य संबंधी कारणों से मुख्य आरोपित का गुजरात के गांधीनगर में नार्को टेस्ट नहीं हो सका। इसके बाद वहां सस्पेक्ट डिटेक्शन टेस्ट समेत दो पूरक परीक्षण कराए गए थे। इन परीक्षणों की रिपोर्ट भी अब तक लंबित है।

अब रिनपास में कराए गए मनोवैज्ञानिक मूल्यांकन की रिपोर्ट भी जांच का हिस्सा बन गई है। सरकार को अगली सुनवाई में इन रिपोर्टों की स्थिति अदालत के सामने रखनी होगी।

सात-आठ साल बाद भी सुराग नहीं, हाईकोर्ट ने दी थी CBI की चेतावनी

इस मामले में हाईकोर्ट पहले ही पुलिस की कार्यप्रणाली पर कड़ा रुख अपना चुका है। सुनवाई के दौरान अदालत ने सवाल उठाया था कि इतने लंबे समय के बाद भी बच्ची का कोई ठोस सुराग क्यों नहीं मिल पाया।

अदालत ने राज्य सरकार को स्पष्ट संकेत दिया था कि यदि निर्धारित समय में जांच में ठोस और संतोषजनक प्रगति नहीं हुई, तो मामले की जांच केंद्रीय जांच ब्यूरो (CBI) को सौंपने पर विचार किया जा सकता है।

हाईकोर्ट ने मामले से जुड़े अधिकारियों से भी जांच की प्रगति पर जवाब मांगा था। पिछली सुनवाई में पुलिस महानिदेशक और गुमला के पुलिस अधिकारियों की ओर से जांच की स्थिति अदालत के सामने रखी गई थी, लेकिन अदालत ने अब तक की प्रगति को लेकर संतोष व्यक्त नहीं किया था।

DGP खुद गुमला पहुंचीं, परिवार से करीब दो घंटे की मुलाकात

हाईकोर्ट की नाराजगी के बाद तत्कालीन पुलिस महानिदेशक तदाशा मिश्रा खुद गुमला पहुंची थीं। उन्होंने गुमला एसपी हरिश बिन जामां समेत संबंधित पुलिस अधिकारियों के साथ बैठक कर अब तक की जांच की समीक्षा की थी।

इसके बाद DGP ने पीड़ित परिवार से भी मुलाकात की और करीब दो घंटे तक बंद कमरे में परिवार से मामले से जुड़ी जानकारी ली। पुलिस अधिकारियों को गोपनीय सूचनाओं के संकलन, खुफिया तंत्र मजबूत करने और जांच में तेजी लाने के निर्देश दिए गए थे।

DGP ने अधिकारियों को बच्ची की तलाश को प्राथमिकता देते हुए मामले का सच सामने लाने के लिए जिम्मेदारी के साथ काम करने का निर्देश दिया था।

SIT ने कई राज्यों में की तलाश, फिर भी हाथ खाली

मामले की गंभीरता को देखते हुए विशेष जांच दल यानी SIT का भी गठन किया गया था। टीम ने दिल्ली समेत कई संभावित स्थानों पर बच्ची की तलाश की। बच्ची की तस्वीर और पहचान से जुड़ी जानकारी भी अलग-अलग माध्यमों से साझा की गई।

पुलिस की ओर से तकनीकी जांच और संभावित ठिकानों पर छानबीन भी की गई। SIT की कार्रवाई के दौरान अन्य लापता बच्चों की बरामदगी भी हुई, लेकिन इस मामले की पीड़िता का अब तक पता नहीं चल सका।

पुलिस ने दो लाख रुपये का इनाम किया घोषित

हाईकोर्ट के निर्देशों के बाद पुलिस ने आम लोगों से भी सहयोग की अपील की है। बच्ची की तलाश में सूचना देने वाले व्यक्ति के लिए दो लाख रुपये के इनाम की घोषणा की गई है।

पुलिस ने पीड़िता की पहचान से जुड़ी जानकारी के साथ Hue and Cry Notice भी जारी किया है। यह नोटिस सभी राज्यों के पुलिस महानिदेशकों और पुलिस महानिरीक्षकों को भेजा गया है, ताकि दूसरे राज्यों में भी उसकी तलाश की जा सके।

पुलिस रिकॉर्ड के अनुसार मामले में वर्ष 2020 में संबंधित धाराओं के तहत केस दर्ज किया गया था और उसके बाद से जांच जारी है।

अब 28 सितंबर पर टिकी नजर

करीब आठ साल पुराने इस मामले में अब रिनपास की मनोवैज्ञानिक मूल्यांकन रिपोर्ट के साथ पहले कराए गए अन्य परीक्षणों की रिपोर्ट भी अहम हो गई है। हाईकोर्ट पहले ही जांच में ठोस प्रगति नहीं होने पर CBI जांच की संभावना जता चुका है।

ऐसे में 28 सितंबर को होने वाली अगली सुनवाई में राज्य सरकार कौन-सी रिपोर्ट अदालत के सामने रखती है और जांच में अब तक क्या ठोस प्रगति हुई है, इस पर सभी की नजर रहेगी।
