गुमला में योजनाओं की समीक्षा के दौरान उठे कई सवाल, बीज से लेकर जुडको के काम तक मांगी रिपोर्ट

गुमला: सरकारी योजनाओं के क्रियान्वयन, खर्च और राजस्व सृजन की जमीनी स्थिति जानने के लिए झारखंड विधानसभा की सरकारी उपक्रमों संबंधी समिति ने गुमला में विभिन्न विभागों के कामकाज की समीक्षा की। शनिवार को गुमला परिसदन सभागार में हुई बैठक की अध्यक्षता समिति के सभापति निरल पूर्ति ने की। बैठक में उपायुक्त दिलेश्वर महतो, उप विकास आयुक्त अनिमेश रंजन समेत विभिन्न विभागों के जिला स्तरीय अधिकारी मौजूद रहे।

बैठक में सिर्फ योजनाओं की प्रगति की जानकारी नहीं ली गई, बल्कि आवंटन के मुकाबले कितना खर्च हुआ, कितना राजस्व आया, काम की गुणवत्ता कैसी है और योजनाओं का वास्तविक लाभ लोगों तक पहुंच रहा है या नहीं, इससे जुड़े रिकॉर्ड भी मांगे गए।

बीज की कीमत पर समिति ने मांगी जानकारी

कृषि विभाग की समीक्षा के दौरान पिछले एक साल में संचालित योजनाओं, आवंटन और खर्च की जानकारी ली गई। समिति ने जिले में किसानों को दिए जा रहे बीज और अन्य कृषि सामग्री के वितरण की स्थिति की रिपोर्ट मांगी।

बैठक में निर्धारित दर से अधिक कीमत पर बीज बेचे जाने की सूचनाओं के संबंध में भी जानकारी मांगी गई। कृषि विभाग और आत्मा की योजनाओं का योजनावार विस्तृत प्रतिवेदन उपलब्ध कराने का निर्देश दिया गया।

जुडको के काम की जांच की बात

शहरी जलापूर्ति योजना और जुडको के माध्यम से संचालित परियोजनाओं की भी समीक्षा हुई। जल शोधन संयंत्रों से जुड़े काम के दौरान आम लोगों को होने वाली परेशानी और कार्यों के समन्वय पर समिति ने चर्चा की।

समिति ने जुडको की परियोजनाओं की प्रगति और वर्तमान स्थिति की विस्तृत जानकारी विधानसभा को उपलब्ध कराने को कहा। साथ ही संबंधित कार्यों की जांच के लिए आवश्यक स्तर पर जांच दल गठित करने की बात भी कही गई।

पर्यटन से कितना राजस्व, परिसंपत्तियों का हो रहा कितना उपयोग?

झारखंड पर्यटन विकास निगम और संबंधित उपक्रमों की समीक्षा के दौरान पर्यटन भवन समेत उपलब्ध परिसंपत्तियों के रख-रखाव, खर्च और उनसे होने वाली आय का ब्योरा मांगा गया।

समिति ने गोबरसिल्ली, अंजन धाम और टांगीनाथ धाम जैसे पर्यटन स्थलों के विकास पर भी चर्चा की। सवाल यह भी रहा कि उपलब्ध पर्यटन परिसंपत्तियों का बेहतर इस्तेमाल कैसे हो और उनसे राजस्व सृजन की संभावनाओं को कैसे बढ़ाया जाए।

वन विभाग से ऑडिट रिपोर्ट तलब

वन विभाग के कैंपा मद से हो रहे कार्यों की भी समीक्षा की गई। पौधरोपण के अलावा अन्य कार्यों पर कितना आवंटन मिला और कितना खर्च हुआ, इसकी जानकारी ली गई।

समिति ने वन विभाग के कार्यों और खर्च से संबंधित ऑडिट रिपोर्ट उपलब्ध कराने का निर्देश दिया।

खनन और स्वास्थ्य व्यवस्था की भी समीक्षा

खनन विभाग से जिले में अब तक किए गए खनन संबंधी कार्यों, राजस्व और अन्य गतिविधियों की जानकारी ली गई। वहीं स्वास्थ्य विभाग की समीक्षा में रक्त की उपलब्धता, सिकल सेल एनीमिया की जांच और उपचार, दवाओं की उपलब्धता समेत अन्य स्वास्थ्य सुविधाओं की स्थिति पर चर्चा हुई।

ग्रामीण कार्य विभाग की सड़कों और अन्य निर्माण कार्यों की प्रगति एवं गुणवत्ता, विद्युत विभाग की योजनाओं और गुणवत्ता परीक्षण, भवन निर्माण तथा नगर निकाय के कार्यों की भी समीक्षा की गई।

अधिकारियों से सिर्फ आंकड़े नहीं, जमीनी क्रियान्वयन पर जोर

समिति के सभापति निरल पूर्ति ने अधिकारियों को अपने विभागीय दायित्वों का प्रभावी तरीके से निर्वहन करने और योजनाओं की नियमित निगरानी करने का निर्देश दिया। उन्होंने कहा कि समिति का उद्देश्य सरकारी उपक्रमों और विभागों के कार्यों की वास्तविक स्थिति की समीक्षा करना, योजनाओं में पारदर्शिता और गुणवत्ता सुनिश्चित करना तथा संसाधनों का प्रभावी इस्तेमाल सुनिश्चित करना है।

बैठक में विभिन्न विभागों से कार्य प्रगति रिपोर्ट, आय-व्यय का ब्योरा, जरूरी अभिलेख और ऑडिट रिपोर्ट उपलब्ध कराने को कहा गया। ऐसे में अब समिति की समीक्षा के बाद सामने आने वाली रिपोर्ट से यह स्पष्ट होगा कि गुमला में सरकारी योजनाओं पर हुए खर्च और उनके जमीनी क्रियान्वयन की वास्तविक तस्वीर क्या है।
