रांची – झारखंड में अब बिना थाना गए लोग दर्ज करवा सकेंगे ऑनलाइन ई-एफआईआर22 जिलों में ई-एफआईआर (e-FIR) थाना सृजन से संबंधित प्रस्ताव को मुख्यमंत्री श्री हेमन्त सोरेन ने दी मंजूरी, मंत्रिपरिषद की स्वीकृति हेतु रखा जाएगा===================ई-एफआईआर से आम नागरिकों को बिना थाना गए पोर्टल/ मोबाइल एप्प के माध्यम से ऑनलाइन प्राथमिकी दर्ज कराने की सुविधा उपलब्ध होगी===================मुख्यमंत्री श्री हेमन्त सोरेन ने रामगढ़ और खूंटी जिले को छोड़कर शेष 22 जिलों में ई-एफआईआर (e-FIR) थाना सृजन से संबंधित प्रस्ताव को अनुमोदित कर दिया है.👨‍💻 ई-एफआईआर थानों के सृजन का आधार आम नागरिकों को बिना थाना गए पोर्टल/ मोबाइल एप्प के माध्यम से ऑनलाइन प्राथमिकी दर्ज कराने की सुविधा उपलब्ध कराने से है.👨‍💻 ई- एफआईआऱ के क्रियान्वित होने से आम नागरिकों को वाहन चोरी, विभिन्न प्रकार की संपत्ति चोरी, सेंधमारी, महिला एवं नाबालिगों से संबंधित अपराध. नाबालिगों की गुमशुदगी से संबंधित कांड जिसमें अभियुक्त अज्ञात हो, ऐसे मामलों में ऑनलाइन प्राथमिकी दर्ज कराने की सुविधा से अनावश्यक कठिनाई से निजात मिलेगी.ई-एफआईआऱ दर्ज कराने की प्रक्रिया👮‍♂️समाधान पोर्टल पर लॉग इन कर अपना आवेदन ई-साइन या डिजिटल सिग्नेचर के माध्यम से समर्पित करना होगा, तभी आवेदन स्वीकार किया जाएगा.👮‍♂️समाधान पोर्टल या मोबाइल एप्प के माध्यम से प्राप्त शिकायतों के आधार पर थाना प्रभारी ई-एफआईआऱ संबंधित धाराओं के तहत कांड दर्ज कर जिस स्थानीय थाना कार्य क्षेत्र में घटना हुई है उसके पुलिस पदाधिकारी को अनुसंधान हेतु नामित करेंगे.👮‍♂️इसके अलावा पुलिस महानिदेशक अथवा पुलिस महानिरीक्षक स्तर से समीक्षोपरांत प्रतीत हो तो उपरोक्त अंकित प्रकृति के कांडों के अलावे अन्य विविध कांडों जिनकी प्रकृति ई-एफआईआऱ मानकों के तहत हो, उन्हें अपने स्तर से ई-एफआईआऱ के तहत सूचीबद्ध करने हेतु अलग से आदेश जारी कर सकते हैं.👮‍♂️ई-एफआईआऱ को लेकर थाना प्रभारी खुद डिजिटली सिग्नेचर प्राथमिकी की प्रति वादी के साथ सभी संबंधित अधिष्ठानों जैसे- जिस थाना क्षेत्र में घटना हुई हो उसके थाना प्रभारी, उक्त थाना के पर्यवेक्षण पदाधिकारी, संबंधित कोर्ट, बीमा कंपनी ( अप्लीकेबल होने पर), सभी पीसीआर, पुलिस अधीक्षक, एससीआरबी एवं एनसीआरबी को इलेक्ट्रॉनिकली ट्रांसमिट / ई-मेल के माध्यम से प्रेषित करेंगे.👮‍♂️अनुसंधानकर्ता द्वारा कांड का अनुसंधान कार्य पूरी तरह इलेक्ट्रॉनिक मॉड्यूल में किया जाएगा. अनुसंधान के क्रम में की गई कार्रवाई एवं केस डायरी की प्रविष्टि भी इलेक्ट्रॉनिक फॉरमेट में होगी. साथ ही जिन कांडों में प्राथमिकी दर्ज होने से 30 दिनों के अंदर उद्भेदन नहीं हो पाए तो संबंधित अनुसंधानकर्ता ई-एफआईआऱ थाना प्रभारी के माध्यम से उक्त अंतिम प्रतिवेदन न्यायालय में समर्पित करेंगे.👮‍♂️ई-एफआईआऱ के तहत उल्लेखित अपराध की घटना संबंधित जिले या झारखंड राज्य की सीमा के बाहर घटित होने, अभियुक्त का संदिग्ध ज्ञात हो और यदि अपराध की घटना में कोई जख्मी हुआ हो तो इन परिस्थितियों में ई-एफआईआऱ की सुविधा निषेध होगी. न्यूज़ सोर्स जोहर न्यूज़ रांची

दिल्ली – जाने-माने शायर राहत इंदौरी का मंगलवार को निधन हो गया है। इंदौरी कोरोना से संक्रमित थे और उन्हें आज ही दिल का दौरा पड़ा था। इंदौरी भारत के मशहूर शायरों में से एक थे और उनकी दुनिया भर में भी पहचान थी।कोरोना से संक्रमित होने के बाद 70 साल के इंदौरी को सोमवार रात को अस्पताल में भर्ती कराया गया था। राहत इंदौरी ने इस बारे में ट्वीट कर जानकारी दी थी। उन्होंने लिखा था, ‘अरबिंदो हॉस्पिटल में भर्ती हूं, दुआ कीजिये जल्द से जल्द इस बीमारी को हरा दूं।’राहत इंदौरी का जन्म इंदौर में 1 जनवरी, 1950 को हुआ था। उनकी शुरुआती शिक्षा नूतन स्कूल, इंदौर में हुई थी और इसलामिया करीमिया कॉलेज, इंदौर से 1973 में स्नातक की पढ़ाई पूरी की थी। इंदौरी साहब ने 1975 में बरकतउल्लाह विश्वविद्यालय, भोपाल से उर्दू साहित्य में एमए किया था।शायरी के अलावा राहत इंदौरी अपनी गजलों के लिए भी जाने जाते थे। डाॅ. राहत इंदौरी के शेर व्यवस्था को आइना भी दिखाते हैं। एक शेर में वह कहते हैं- तूफ़ानों से आंख मिलाओ, सैलाबों पर वार करो, मल्लाहों का चक्कर छोड़ो, तैर के दरिया पार करो। एक दूसरे शेर में वह कहते हैं- हम से पहले भी मुसाफ़िर कई गुज़रे होंगे, कम से कम राह के पत्थर तो हटाते जाते।

के नाम पर उसने कुछ निधियाँ हासिल की । पर, ये निधियाँ उसपर हावी होती स्पर्धा, के नीचे दबती चल गईं और यही निधियाँ उनके किये गए दुरूपयोग से मनुष्य का विनाश बनकर उभरी । वक़्त सँभलन का सभी को वक़्त देता है, पर हम बाह्य विकास की होड़ में इस क़दर भागने लगे कि मानव के आंतरिक गुणों को भूल बैठे, प्रकृति फिर भी हमें समझाती रही, अपने तरह -तरह के बदलते संकेतों के द्वारा , पर विज्ञान की तरक़्क़ी के बल पर मनुष्य ख़ुद को सर्वश्रेष्ठ समझने लगा उसने प्रकृति के द्वारा प्रदत्त किये गए उपभोग की वस्तुओं का कभी दुरूपयोग किया कभी दोहन । हर बार प्रकृति से लड़कर जीतता रहा मानव ,पर उन जीत के पीछे हर बार क़ुर्बान हुई कई- कई ज़िंदगियाँ । इन्हीं तमाम सवालों के बीच उलझते फिर से विश्व एक ही छत नीचे आ गया है । वही संदेह शंकाएँ , कौन बड़ा प्रकृति या पुरुष ? विज्ञान का आकलन पूरी तरह धर्म पर ही आधारित है , पर धर्म क्या है ? वाह्य आडम्बरों से जो भरा है वो धर्म है ,अथवा मानवता की सच्ची सेवा धर्म है । अंतरात्मा से की गई उस परब्रम्हपरमेश्वर की वंदना अथवा कर्मकांडों में लिपटे हुए तन्त्रोक्त साधना , व मूर्ति पूजन ?इन तमाल सवालों के कोई उपयुक्त जवाब न होंगे हमारे पास । अलग- अलग देशों में सबके धर्म , देव व उनसे जुड़े अनुष्ठान अलग-अलग हैं । मतैक्य में मतभेद अवश्यम्भावी है। मनुष्य के विकास की परंपरा और सफ़र अबाध रूप से चलता रहे , इसी विकास के होड़ ने विश्व को कभी दो भागों में बाँट कर 2 विश्वयुद्ध भी दिए । जिसके परिणति स्वरूप विश्व के कई देश वर्षों तक दुःख, ग़रीबी और टूटी अर्थव्यवस्था के रूप में झेलते रहे । आज फिर हम उसी मोड़ पर आकर समेकित रूप से खड़े हो गए हैं जहाँ बाज़ारवाद ने अपने पैर फैलाने के लिए, अपना वर्चस्व स्थापित करने के लिए , दूसरे राष्ट्रों की अर्थव्यवस्था को डाँवाडोल करने के लिए विश्व को एक नई मुसीबत ( कोरोना ) से सामना करने के लिए घुटनों पर खड़ा कर दिया है , अब इस परिस्थिति में ये मुसीबत मनुष्य प्रदत है अथवा प्रकृति प्रदत्त कोई फ़र्क़ नहीं पड़ता इसके परिणाम पर । क्योंकि, इसकी चपेट में आनेवाली ज़िंदगियाँ देश, राज्य, अमीर-ग़रीब बड़ा, छोटा, रंग, जाति सबका भेद त्याग कर सबको समान रूप से गले लगा रही, मानो कह रही है प्रकृति की नज़र में सभी एक समान हैं , यदि कोई भेद की नीति है तो वो तुम मनुष्यों द्वारा बनाई गई है ।परमाणु के आविष्कारक भी अपने हथियार डाले बैठे हैं , इंसान जब किसी मुसीबत में पड़ता है तभी उसे उसके किये गए अच्छे-बुरे कर्म याद आते हैं और वो अपने इष्ट को याद करता है ये जानते हुए कि वो कहीं नहीं दिखते फिर भी मन में एक यक़ीं होता है उसे, कोई एक शक्ति है जो उसे इस संकट से उबार लेगी ।फिर यहीं से शुरू होता है एक और सफ़र आस्था, अनास्था का । आज वो सारे साधन हमें मुँह चिढ़ा रहे, न परमाणु हथियार काम आ रहे न कपड़ों से भरी आलमारियाँ । हम मोटरगाड़ियों की खरीदारी के लिए क़तारों में नहीं लग रहे,न ही किसी सजावटी वस्तु को लेने की होड़ में हैं । उफ़ कितनी सीमित साधनों में सिमट गया है आज का मानव ! बस उन्हीं मूलभूत आवश्यकताओं में सिमट कर रह गया है फिरसे । प्रकृति उसे उसी आदम युग में खीच कर ले आयी जहाँ उसका एकमात्र उद्देश्य था खाद्य सामग्री का संग्रहण । अपनी ज़रूरतों के लिए प्रकृति का उपभोग करते करते दुरुपयोग की सीमा तोड़ विज्ञान की पकड़ से प्रकृति को झुकाने की अनर्गल कोशिशें करते मानव जब अपनी अहम की अट्टालिकाएँ , बढ़ाने लगा ,क्या उसे सचेत करने प्रकृति को इस तरह समझाना पड़ा ! एशिया क्या यूरोप क्या दक्षिणी क्षेत्र और क्या पूर्वी क्षेत्र । निर्माण की एक छोटी सी इकाई जिसे देख पाना असंभव है, उस अनदेखे आतंक ने विश्व को हिलाकर मानव की ईंट से ईंट बजा कर रख दी है । लोगों को दहशत में जीने को मजबूर कर भाषा, खान-पान, जलवायु, मौसम रंग,लिंग भेद सबका भेदभाव छोड़कर एक सकारात्मक संदेश के साथ सबको गले लगाते काल के गाल में धकेलता चला जा रहा कि प्रकृति के लिए सभी समान हैं, कोई नस्ल,धर्म भेद नहीं ।अचानक इस विश्वव्यापी मुसीबत (कोरोना )से मानव जाति को बहुत कुछ सीखने को भी मिला है बहुत सारी भूलों को सुधारने का मौक़ा भी ।वसुधैव कुटुंबकम में विश्वास करते – करते विश्व कलिंग युद्ध के रचयिता के रूप में परिवर्तित हो गया । करने लगा निर्माण विनाशक शक्तियों का । हर शक्तिशाली देश ख़ुद को दूसरे देश से अधिक शक्तिशाली बनाने में लग गए , कमज़ोर राष्ट्र दबाए जाने लगे ,नीतियों द्वारा प्रस्तावों द्वारा बाज़ार के रास्ते खुले एकदूसरे से प्रगति की दौड़ में प्रतिस्पर्धा बढ़ने लगी, फलस्वरूप देशों के अर्थव्यवस्था में अंतर आये माँग बढ़ी बाजार बढ़े ।राष्ट्रीय-अंतराष्ट्रीय बाजार बढ़ने लगे विचार बदले ,अर्थव्यवस्थाएँ बदली परिवेश बदले भौतिकता ने ख़ूब पंख फैलाये , विकसित और विकसित हुए विकासशील प्रयत्नशील रहे । सात समंदर की दूरियों को मिटा कर विश्व के तार एकदूसरे से जुड़ने लगे ,वैश्वीकरण होने से अर्थव्यवस्था के साथ पाश्चात्य संस्कृति भी दूसरे संस्कृतियों में घुलने लगी। आदान -प्रदान के दौर में सभी देशों ने दूसरे देशों से बहुत कुछ आत्मसात किये संस्कृतियों में नई -नई चीजें जुड़ने लगी । विश्वगुरु बन हमने पाश्चात्य को सिखाया तोपाश्चात्य से बहुत कुछ आत्मसात किया ।मानव ने भौतिकता की अंधी दौड़ में भूला दिया कि प्रकृति ने मानव को एक श्रेष्ठ जीव के रूप में धरती पर बना कर भेजा है । हर ओर दम्भ, झूठ, आतंक, जीव हत्या, धर्म के नाम पर लूट पाखंड ,व्यभिचार बढ़ गए । ज्ञान अज्ञानियों के बोझ तले दब गया , धर्म की परिभाषा बदल गयी, नारी का स्थान बदल गया ।हर ओर विनाश के संकेत ,चहुँओर ओर छा गया तो बस एक यही विचारधारा सामने वाले को कुचलते हुए अपनी मंज़िल की ओर जाना है । समय की धारा को मनुष्य अपने अनुसार चलाने लगा , संयम खो गए, सहृदयता जवाब दे गई, हृदय में कुटिलता का वास हो गया ।मानव समाज की सबसे जिससे कई बीमारियों ( मधुमेह, उच्च रक्तचाप ,मोटापा जैसी ) को न्योता मिला ।दूषित भोज्य पदार्थों को खा पीकर व्यसन में डूबने से कई अनैतिक कार्यों को बढ़ावा मिला । ” जैसा अन्न वैसा मन ” कहा भी गया है । सोने उठने के नियम भी बदलती समय की माँग कहें या मजबूरी ,मशीनी जीवन ने इंसान को पूर्णरूप से मशीन कर छोड़ दिया । पर समय समय पर प्रकृति ने बहुत कुछ बदलाव करते रहे हैं , और उन्हीं बदलाव के कई परिणाम हमने अब तक सुने और देखे हैं ।बद से भी कुछ अच्छाई निकल कर आती है जैसा कि हमें स्पष्ट नज़र आ रहे ।भाग – दौड़ की दुनिया में इंसान इतना थक गया कि उसे अपने परिवार को देने के लिए प्यार की जगह उपेक्षा और अवहेलना मिले ।अपनों के पास बैठने के लिए वक़्त की कमी , पर सैकड़ो मीलों दूर के रिश्ते ऑनलाइन जुड़ कर बनने और निभने लगे।नैतिकता के बंधन टूटने लगे ,मर्यादाओं को भूल कर कई रिश्ते ऐसे बनें जिससे बसे बसाए घर टूटने लगे ।रिश्तों की गरिमा , त्याग, समर्पण, धार्मिक भावनाएँ सब आहत होने लगीं ।इंसान ही इंसान का शत्रु बन बैठा । मन कर्म और वचन से झूठे होने लगे लोग।सृष्टि के निर्माण के बाद संसार में बढ़ते अनैतिकता को रोकने के लिए प्रकृति को किसी न किसी रूप में पाठ पढ़ाना ही पड़ा है ,इस बार भी प्रकृति ने इंसानों को चुनौती दी है विज्ञान को चुनौती दी है ,मंदिरों मस्जिदों गिरजाघरों में ताले लगवा कर ईश्वर ये सन्देश दे रहा लोगों को “पत्थरों में नहीं सच्चे हृदय में मेरा निवास है” मानवता की सेवा निरीहों की सेवा ही सच्चा धर्म है। आज जो लोग दिख रहे इन माध्यमों में ( डॉ, नर्स, सफाईकर्मी आदि ) उनके ही रूप में भगवान नज़र आएँगे ,बस ज़रूरत है अन्तर्रात्मा को जगा कर देखिए । कोरोना का संकट भी हमें प्रकृति ने एक सूत्र में जोड़कर रखने के लिए दिए हैं देखिए स्पष्ट है।सभी लोग इसकी ख़ुराक बन रहे कोई अमीर,गरीब, बड़ा छोटा नहीं ।जन्म के अनुसार इंसानों ने कार्यों का बंटवारा किया, प्रकृति सबको एक क़तार में ले आयी ।आज सभी अपने कार्य स्वयं कर रहे।सबकी ज़रूरत एक है भोजन , आज विश्व इसी के लिए चिंतित है ।प्रकृति सभी को एक जगह लाकर खड़ा कर दी है।मनुष्य की मंशा को प्रकृति ने भी अपनी हामी भर दीमनुष्य ही मनुष्य का शत्रु होने लगा , यहाँ प्रकृति ने भी क्या सजा सुनाई है तत्काल परिस्थिति यही है मनुष्य की नज़दीकी से उसके छूने से मनुष्य की मौत होगी ।ये आपदा प्रकृति प्रदत्त है तो भी चेतावनी है मानव जाति को उसकी भागती रफ़्तार और वसुधा में फैलते जाने वाली बेलगाम मानव बेल को रोक लगाने की क्योंकि प्रकृति सिर्फ़ मानव की नहीं समस्त जीवों की भी उतनी ही है जितनी मानव की ।प्रकृति का न्याय देखिए आज समस्त मानव जाति घरों में दुबकने के लिए मजबूर है और अन्य जीवन सड़कों पर बेख़ौफ़ हैं ।यदि ये आपदा मानवकृत है तो भी चेतावनी है विश्व को भविष्य के
