कृषि मंत्री ने रांची, खूंटी, धनबाद, गुमला और देवघर के भूमि संरक्षण पदाधिकारी को दिया सख्त निर्देश, कहा-लाभुकों के आवेदन का अनुमोदन कर 31जनवरी तक कार्य प्रगति की रिपोर्ट पेश करें

रांची : कृषि, पशुपालन एवं सहकारिता मंत्री शिल्पी नेहा तिर्की ने भूमि संरक्षण विभाग द्वारा संचालित योजनाओं में सुस्ती पर नाराजगी व्यक्त की है. नेपाल हाउस के NIC सभागार में भूमि संरक्षण के निदेशालय के साथ ऑन लाइन मीटिंग के दौरान योजना मंत्री शिल्पी नेहा तिर्की ने शनिवार को योजना की प्रगति रिपोर्ट की समीक्षा की. मंत्री ने कहा कि भूमि संरक्षण विभाग के द्वारा संचालित योजनाओं का आवेदन और अनुमोदन करते हुए 31 जनवरी तक योजना की कार्य प्रगति की रिपोर्ट देने का निर्देश दिया गया है.

समीक्षा के दौरान रांची, खूंटी, धनबाद, गुमला और देवघर जिले में संचालित योजनाओं की सुस्त रफ्तार की बात सामने आई. मंत्री शिल्पी नेहा तिर्की ने भूमि संरक्षण विभाग के पदाधिकारियों को अगले दो दिनों में क्षेत्र के विधायकों से मिलकर योजना की जानकारी देने का निर्देश दिया.

उन्होंने कहा कि विभागीय अधिकारियों की सुस्ती की वजह से विभाग अपने लक्ष्य को हासिल नहीं कर पा रही है. विभाग द्वारा लाभुकों के लिए संचालित तालाब निर्माण, डीप बोरिंग योजना, ट्रेक्टर खरीद, कृषि संयंत्र का अपेक्षित लाभ नहीं दिया जा सका है. जितनी संख्या में आवेदन का अनुमोदन होना चाहिए, उस लक्ष्य से ये पांच जिले काफी पीछे है.

मंत्री ने योजनाओं की प्रगति रिपोर्ट की समीक्षा करने का निर्देश दिया

मंत्री ने कहा कि विभाग को ब्रिज की भूमिका अदा करने की जरूरत है, ताकि लाभुकों तक सही जानकारी और समय के साथ योजना पहुंच सके. मंत्री ने कहा कि योजना का लाभ लेने से संबंधित फॉर्म जिला मुख्यालय के साथ-साथ प्रखंड कार्यालय में भी उपलब्ध रहना चाहिए. राज्य के विधायकों को भी योजना से संबंधित फॉर्म उपलब्ध कराए जाए, ताकि जरूरतमंद किसानों को लाभ मिल सके. किसानों के साथ बेहतर सामंजस्य बना कर ही विभाग की योजना को धरातल पर उतारा जा सकता है.

मंत्री ने कहा कि राज्य स्तर पर भूमि संरक्षण विभाग द्वारा संचालित योजनाओं की मॉनिटरिंग जरूरी है. हर महीने निदेशालय स्तर पर योजनाओं की प्रगति रिपोर्ट पर समीक्षा करने का निर्देश मंत्री ने दिया है.

भूमि संरक्षण विभाग के निदेशक को 3 से 4 दिन में जिला स्तर पर रिपोर्ट लेने का निर्देश दिया गया है. उन्होंने इस बात को लेकर नाराजगी जताई कि जिला स्तर पर खाली पद को भरा गया है फिर बेहतर परफॉर्मेंस नहीं हो पा रहा है. अगर पदाधिकारी को रहने और नहीं रहने पर कोई असर नहीं पड़ रहा है, तो सोचने की जरूरत है. विभागीय अधिकारी कार्य संस्कृति में बदलाव लाए और काम को गति देने का काम करें.
