अनुभव प्रमाणपत्र निर्गत में लापरवाही पर भड़के अनुबंध कर्मी, गुमला सिविल सर्जन कार्यालय का घेराव

गुमला, झारखंड – अनुभव प्रमाणपत्र और स्वच्छता प्रमाणपत्र के निर्गत में लगातार हो रही देरी को लेकर झारखंड राज्य ए.एन.एम./जी.एन.एम. अनुबंध कर्मचारी संघ, जिला शाखा गुमला ने शनिवार को सिविल सर्जन कार्यालय, गुमला का घेराव किया।

झारखंड कर्मचारी चयन आयोग (JSSC), रांची द्वारा 9 जुलाई 2025 को ए.एन.एम. प्रतियोगिता परीक्षा (नियमित भर्ती) के लिए विज्ञापन जारी किया गया था। इसमें परिशिष्ट-13 के अंतर्गत उम्मीदवारों को सिविल सर्जन के हस्ताक्षर से निर्गत अनुभव एवं स्वच्छता प्रमाणपत्र प्रस्तुत करना अनिवार्य किया गया।

लेकिन गुमला में अनुबंध पर कार्यरत ए.एन.एम. कर्मचारियों का आरोप है कि डीपीएम (जिला कार्यक्रम प्रबंधक) कार्यालय द्वारा जानबूझकर प्रमाणपत्र निर्गत में देरी और त्रुटियाँ की जा रही थीं, जिसके कारण उम्मीदवारों को भारी परेशानी का सामना करना पड़ रहा था।

सैकड़ों अनुबंधकर्मी पहुंचे सिविल सर्जन कार्यालय

आक्रोशित ए.एन.एम. कर्मचारी जिले के सुदूर प्रखंडों से प्रतिदिन प्रमाणपत्र निर्गत कराने कार्यालय पहुँचते रहे, लेकिन सही दस्तावेज उपलब्ध नहीं कराए जाने से नाराजगी बढ़ती गई।
शनिवार को बड़ी संख्या में अनुबंधकर्मी स्वतःस्फूर्त तरीके से सिविल सर्जन कार्यालय पहुँचे और डीपीएम के खिलाफ नारेबाजी करते हुए घेराव किया।

संघ के पदाधिकारी और जनप्रतिनिधि रहे शामिल

घेराव आंदोलन में कई पदाधिकारी और कर्मचारी नेता भी शामिल रहे। इनमें –

• झारखंड राज्य अराजपत्रित कर्मचारी महासंघ के जिला सचिव भूषण कुमार, राज्याध्यक्ष गोपाल शरण सिंह,
• ए.एन.एम. कर्मचारी संघ राज्य कमिटी की प्रदेश अध्यक्ष मीरा कुमारी, महासचिव वीणा कुमारी, कोषाध्यक्ष प्रेमा संगीता बड़ा,
• साथ ही मुरारी प्रसाद सिंह, जितवाहन उरांव, रघुनंदन वैद्य, कलावती कुजूर, सुनीता कनीता कच्छप, उपासना टोप्पो, रीना तिर्की, पूनम भगत, आशा कुमारी सहित कई अन्य सक्रिय रूप से मौजूद रहीं।

सिविल सर्जन का आश्वासन, आंदोलन स्थगित

प्रदर्शन के बाद सिविल सर्जन, गुमला के साथ वार्ता हुई। उन्होंने कर्मचारियों को आश्वासन दिया कि “आज देर रात तक सभी अनुबंधकर्मियों को अनुभव प्रमाणपत्र निर्गत कर दिया जाएगा।”

आश्वासन मिलने पर संघ ने फिलहाल घेराव कार्यक्रम स्थगित कर दिया। हालांकि कर्मचारियों ने चेतावनी दी कि यदि वादा समय पर पूरा नहीं हुआ, तो वे फिर से आंदोलन का रुख करेंगे।
