गुमला: आगामी दुर्गा पूजा पर्व के मद्देनजर सुरक्षा व्यवस्था को चाक-चौबंद करने के लिए, गुमला के पुलिस कप्तान हरीश बिन जामां ने गुरुवार को पुलिस अधीक्षक कार्यालय, चन्दाली के सभागार में एक मासिक अपराध समीक्षा बैठक की अध्यक्षता की। इस बैठक में, एसपी हरीश बिन जामां ने जिले के समस्त पुलिस पदाधिकारियों और थाना प्रभारियों को त्योहार के दौरान कानून-व्यवस्था बनाए रखने के लिए सख्त और विस्तृत दिशा-निर्देश दिए।
दुर्गा पूजा सुरक्षा: प्राथमिकता और व्यवस्था
बैठक का मुख्य केंद्र बिंदु दुर्गा पूजा से जुड़ी सुरक्षा व्यवस्था पर रहा। पुलिस कप्तान ने पूजा पंडालों में सीसीटीवी कैमरे लगाने, विसर्जन स्थलों पर पर्याप्त रोशनी और गोताखोरों की व्यवस्था सुनिश्चित करने के निर्देश दिए।
- निगरानी: सभी पूजा पंडालों और विसर्जन जुलूसों पर ड्रोन कैमरे के माध्यम से सतत निगरानी रखने के लिए थाना प्रभारियों को जिला प्रशासन के साथ समन्वय स्थापित करने का निर्देश दिया गया।
- चंदा वसूली: क्षेत्र में जबरन चंदा वसूली की शिकायतों को गंभीरता से लेते हुए, इसे रोकने के लिए आवश्यक निर्देश जारी किए गए।
- ध्वनि प्रदूषण: झारखंड उच्च न्यायालय, रांची द्वारा पारित डीजे (DJ) से संबंधित आदेशों का अनुपालन सुनिश्चित करने और पूजा आयोजकों को इसकी जानकारी देने के निर्देश भी दिए गए।
अपराध समीक्षा एवं अन्य निर्देश
दुर्गा पूजा की तैयारियों के बाद, एसपी ने जिले के अपराध ग्राफ की विस्तृत समीक्षा की और कई महत्वपूर्ण बिंदुओं पर कार्रवाई के लिए आवश्यक दिशा-निर्देश दिए।
- अपराध नियंत्रण: हत्या, बलात्कार, POCSO अधिनियम, अपहरण, अप्राकृतिक मृत्यु और लूट/डकैती/गृहभेदन जैसे गंभीर मामलों में अविलंब प्राथमिकी दर्ज कर त्वरित अनुसंधान करने का आदेश दिया गया।
- अवैध गतिविधियों पर रोक: मादक पदार्थों की अवैध बिक्री और तस्करी, साथ ही अवैध उत्खनन (बालू/चिप्स की तस्करी) में शामिल तस्करों को चिन्हित कर उनके विरुद्ध कानूनी कार्रवाई करने का निर्देश दिया गया।
- लंबित मामलों का निपटारा: सभी थाना प्रभारियों को लंबित वारंट, कुर्की, गैर तामिला वारंट, लाल वारंट तथा माननीय न्यायालय द्वारा निर्गत स्थाई वारंट का शत-प्रतिशत त्वरित निष्पादन सुनिश्चित करने की समीक्षा की गई।
- जन जागरूकता: सड़क सुरक्षा, महिलाओं से संबंधित अपराधों की रोकथाम, डायन प्रथा, मानव तस्करी एवं पलायन जैसे संवेदनशील विषयों पर आमजनों के बीच समय-समय पर जागरूकता अभियान चलाने का भी निर्देश दिया गया।
- पारदर्शिता और सहयोग: पुलिस कप्तान ने सख्त निर्देश दिया कि थाना आने वाले आमजनों के साथ मधुर व्यवहार किया जाए, उनकी समस्याओं का समाधान किया जाए, और समाधान न होने की स्थिति में तत्काल प्राथमिकी दर्ज की जाए।
बैठक में परिविक्ष्यमान पुलिस उपाधीक्षक निखिल राय, अनुमंडल पुलिस पदाधिकारी (चैनपुर/गुमला/बसिया), अंचल निरीक्षक (बसिया/सिसई), पु.नि. सह प्रभारी सी.सी.आर., गुमला, पुलिस निरीक्षक सह थाना प्रभारी, गुमला समेत सभी थाना प्रभारी और विभिन्न शाखाओं के प्रभारी उपस्थित रहे।
