गुमला में लाल सोना बॉक्साइट खनन पर उठे सवाल — आदिवासी और आदिम जनजातियां अब भी वंचित मूलभूत सुविधाओं से

गुमला: झारखंड के गुमला जिले के बिशुनपुर प्रखंड के कोरकोट पाट्ट क्षेत्र में बॉक्साइट खनन को लेकर एक बार फिर सवाल उठने लगे हैं। स्थानीय आदिवासी और आदिम जनजातीय ग्रामीणों ने आरोप लगाया है कि खनन लीज धारक और जिला खनन विभाग के बीच “मधुर संबंधों” के कारण क्षेत्र की वास्तविक समस्याओं की अनदेखी की जा रही है।

ग्रामीणों का कहना है कि लाल सोना कहे जाने वाले बॉक्साइट के दोहन से जहां लीज धारकों की संपत्ति और रुतबा बढ़ रहा है, वहीं मूल जमीन मालिक आदिवासी आज भी बुनियादी सुविधाओं से वंचित और फटेहाल जिंदगी जीने को मजबूर हैं।

आदिवासियों का आरोप — “हमारा हक छीनकर हो रहा है मुनाफाखोरी”

कोरकोट पाट्ट के ग्रामीणों ने बताया कि लीजधारक कंपनियां खनन पट्टा लेते समय यह वादा करती हैं कि स्थानीय लोगों को बिजली, पानी, सड़क और स्वास्थ्य सुविधाएं मुहैया कराई जाएंगी। परंतु वास्तविकता इसके बिल्कुल विपरीत है।

ग्रामीणों के अनुसार, “पीने के लिए साफ पानी तक उपलब्ध नहीं है। हमें डेढ़ से दो किलोमीटर दूर जाकर पानी लाना पड़ता है, जो भी दूषित होता है। इसके कारण कई लोग पेट संबंधी बीमारियों से जूझ रहे हैं, पर कोई सुनने वाला नहीं है।”

स्वास्थ्य सेवाओं की भी क्षेत्र में भारी कमी है। ग्रामीणों ने बताया कि “गंभीर बीमारियों में भी मरीजों को इलाज के लिए कई किलोमीटर दूर जाना पड़ता है।”

“लीज धारक और विभाग के बीच सांठगांठ” — ग्रामीणों का आरोप

ग्रामीणों ने जिला खनन विभाग गुमला पर भी निष्क्रियता और मिलीभगत का आरोप लगाया है। उनका कहना है कि जब लीज धारक पट्टा लेते हैं, तो सरकार के समक्ष बड़े-बड़े वादे करते हैं, लेकिन बाद में नियमों की धज्जियाँ उड़ाकर खुला खनन जारी रखते हैं।

“जब रक्षक ही रक्षा नहीं कर रहा, तो सुनें कौन?” — एक स्थानीय आदिवासी ने कहा। उन्होंने आगे कहा कि “खनन विभाग की चुप्पी यह साबित करती है कि लीज धारकों और अधिकारियों के बीच सांठगांठ है, जिसके चलते क्षेत्रीय जनता की समस्याओं पर कोई ध्यान नहीं दिया जा रहा।”

बड़े पैमाने पर खनन, पर विकास अब भी दूर

ग्रामीणों के अनुसार, कोरकोट पाट्ट क्षेत्र में बड़े-बड़े मशीनों से बॉक्साइट खनन का कार्य लगातार जारी है। इसके बावजूद इलाके में न तो कोई स्थायी सड़क बनी है, न स्वास्थ्य केंद्र, न पेयजल की सुविधा।

“खेल खुला फर्रुखाबादी की तरह चल रहा है,” ग्रामीणों ने तंज कसते हुए कहा। उन्होंने मांग की है कि जिला प्रशासन और राज्य सरकार इस पूरे मामले की जांच कराए और लीजधारकों को नियमों के अनुसार जवाबदेह ठहराए।

जनता का सवाल — कार्रवाई कब होगी?

जनता अब सवाल उठा रही है कि आखिर खनन विभाग गुमला इन लीज धारकों पर कार्रवाई क्यों नहीं करता?
अगर लीज समझौते में लिखित रूप से बुनियादी सुविधाएं देने का प्रावधान है, तो अब तक यह सुविधाएं क्यों नहीं दी गईं?

इन सभी सवालों ने गुमला जिला प्रशासन और खनन विभाग की कार्यप्रणाली पर गंभीर प्रश्नचिह्न खड़ा कर दिया है।

स्थानीय जनता का कहना है —
“हमारा दर्द अब मीडिया ही उठा सकता है। जब प्रशासन मौन है, तो अब जनता बोलेगी — देखना है जोर कितना…।”
