आदिवासी अधिकारों से जुड़े मामलों के त्वरित निष्पादन पर जोर, एनसीएसटी सदस्य डॉ. आशा लकड़ा ने की तीन जिलों के मामलों की सुनवाई

गुमला में राष्ट्रीय अनुसूचित जनजाति आयोग की जनसुनवाई में भूमि, शिक्षा एवं सामाजिक मामलों के समाधान हेतु दिए गए महत्वपूर्ण निर्देश

गुमला : – गुमला जिला में राष्ट्रीय अनुसूचित जनजाति आयोग (एनसीएसटी) की सदस्य डॉ. आशा लकड़ा ने शुक्रवार को गुमला परिषदन में गुमला, लोहरदगा एवं सिमडेगा जिलों से संबंधित मामलों की विस्तृत सुनवाई की। सुनवाई के दौरान आयोग के समक्ष प्रस्तुत विभिन्न शिकायतों एवं मामलों पर संबंधित विभागों, संस्थानों के अधिकारियों तथा शिकायतकर्ताओं की उपस्थिति में समीक्षा की गई तथा आवश्यक दिशा-निर्देश दिए गए।

डॉ. आशा लकड़ा ने बताया कि आयोग द्वारा तीनों जिलों से संबंधित लगभग 16 मामलों की सुनवाई की गई, जिनमें भूमि विवाद, भूमि अधिग्रहण, शिक्षा, जाति प्रमाण पत्र एवं अन्य सामाजिक विषयों से जुड़े मामले प्रमुख रूप से शामिल थे। गुमला जिले से संबंधित 09 मामलों की सुनवाई कर उनका निष्पादन किया गया।

सुनवाई के दौरान भूमि हस्तांतरण एवं अधिग्रहण से जुड़े कई मामलों पर चर्चा हुई। राष्ट्रीय राजमार्ग परियोजनाओं से प्रभावित लोगों के मुआवजा संबंधी मामलों की समीक्षा करते हुए बताया गया कि कई लंबित मामलों का निष्पादन किया जा चुका है तथा प्रभावितों को भुगतान प्राप्त हुआ है। वहीं भारतमाला परियोजना से प्रभावित ऐसे परिवार, जिनकी भूमि अधिग्रहित होने के बाद आजीविका के सीमित साधन रह गए हैं, उनके मामलों पर विशेष संज्ञान लेते हुए उपायुक्त को पुनः जांच कर विस्तृत प्रतिवेदन तैयार करने तथा आवश्यक कार्रवाई हेतु संबंधित एजेंसियों को उपलब्ध कराने का निर्देश दिया गया।

शिक्षा विभाग से संबंधित एक मामले में भरनो प्रखंड के विद्यालय की शिक्षिका के साथ हुए उत्पीड़न एवं लंबित वेतन भुगतान की शिकायत की समीक्षा की गई। आयोग को अवगत कराया गया कि संबंधित मामले में आवश्यक प्रशासनिक कार्रवाई की गई है तथा शिक्षिका का लंबित वेतन भुगतान भी सुनिश्चित किया गया है।

सिमडेगा जिले से संबंधित एक पारिवारिक भूमि बंटवारा विवाद की सुनवाई करते हुए आयोग ने पक्षकारों को विधिसम्मत प्रक्रिया के तहत समाधान की दिशा में आगे बढ़ने का सुझाव दिया। वहीं लोहरदगा जिले के एक पुराने भूमि विवाद से जुड़े मामले में आवश्यक अभिलेखों एवं वंशावली संबंधी तथ्यों के परीक्षण के उपरांत अगली सुनवाई निर्धारित की गई।

बैठक के दौरान गुमला जिले में जनजातीय समाज की पारंपरिक सामाजिक एवं प्रशासनिक व्यवस्थाओं को सुदृढ़ करने का विषय भी प्रमुखता से उठा। इस पर डॉ. आशा लकड़ा ने उपायुक्त को निर्देश दिया कि जनजातीय समुदाय की पारंपरिक पड़हा व्यवस्था तथा ग्राम स्तरीय सामाजिक संस्थाओं को सुदृढ़ करने हेतु आवश्यक पहल की जाए। उन्होंने पाहन, पुजार, कोटवार एवं अन्य पारंपरिक पदों के चिह्नीकरण तथा पंचायत व्यवस्था के साथ बेहतर समन्वय स्थापित करने की दिशा में कार्य करने का सुझाव दिया। साथ ही इस संबंध में विस्तृत प्रतिवेदन तैयार कर आयोग को उपलब्ध कराने के निर्देश दिए।

डॉ. आशा लकड़ा ने कहा कि अनुसूचित जनजाति समुदाय से जुड़े मामलों का समयबद्ध निष्पादन, उनके अधिकारों का संरक्षण तथा विकास योजनाओं का प्रभावी क्रियान्वयन आयोग की प्राथमिकता है। उन्होंने संबंधित अधिकारियों को सभी मामलों में संवेदनशीलता एवं गंभीरता के साथ कार्रवाई सुनिश्चित करने का निर्देश दिया।

मौके पर उपायुक्त गुमला दिलेश्वर महत्तो,पुलिस अधीक्षक गुमला हरिश बिन ज़मां, उप विकास आयुक्त अनिमेष रंजन, अपर समाहर्ता राजीव नीरज, जिला भू-अर्जन पदाधिकारी महेश कुमार, डीसीएलआर राजीव कुमार, सभी अनुमंडल पदाधिकारी, विभागीय पदाधिकारी एवं संबंधित कर्मी उपस्थित रहे।

राष्ट्रीय अनुसूचित जनजाति आयोग की टीम से असिस्टेंट डायरेक्टर प्रदीप कुमार दास, इन्वेस्टिगेटर राहुल, इन्वेस्टिगेटर रिया, सलाहकार राहुल यादव, निजी सचिव कुशेश्वर साहू सहित अन्य अधिकारी उपस्थित रहे।
