गुमला में स्कूल वाहन जाँच अभियान: दो गाड़ियाँ जब्त, अभिभावकों और प्रिंसिपल पर गिरी गाज!

गुमला : – गुमला उपायुक्त प्रेरणा दीक्षित और पुलिस अधीक्षक हरिश बिन जमां * के संयुक्त निर्देश पर, गुमला में बुधवार को नोटरेडेम स्कूल और शिशु मंदिर स्कूल के पास स्कूली बच्चों को लाने-ले जाने वाले वाहनों के खिलाफ एक सघन जाँच अभियान चलाया गया। जिला परिवहन पदाधिकारी (DTO) के नेतृत्व में चले इस कठोर अभियान में जिला शिक्षा अधीक्षक और मोटर यान निरीक्षक भी शामिल रहे।

इस दौरान बच्चों की सुरक्षा से खिलवाड़ और नियमों के उल्लंघन को लेकर कई चौंकाने वाले तथ्य सामने आए, जिसके बाद प्रिंसिपल और स्कूल प्रबंधन पर भी कार्रवाई की चेतावनी दी गई है।

जाँच अभियान की मुख्य बातें और अनियमितताएँ

टेंपो और ऑटो रहे नदारद
जाँच की खबर मिलते ही दर्जनों टेंपो और ऑटो चालक डर के मारे बच्चों को स्कूल ले जाने नहीं आए। बच्चों को टेंपो चालकों का इंतजार करते देखा गया, जिससे अभिभावकों में हड़कंप मच गया।

अभिभावकों की भागा-दौड़ी: बच्चों को घर पहुँचाने के लिए अभिभावक विभिन्न स्थानों से अपना काम छोड़कर स्कूल पहुँचे।

डीटीओ की सख्ती: जिला परिवहन पदाधिकारी (DTO) ने बिना हेलमेट बच्चों को लेने आए कई अभिभावकों की फोटो और वीडियो भी संरक्षित करवा ली और स्पष्ट चेतावनी दी कि जुर्माने से बचने के लिए नहीं, बल्कि दुर्घटना से बचने के लिए हेलमेट पहनें, क्योंकि सिर की कीमत अनमोल है।

जब्ती: जाँच के दौरान गाड़ियाँ भी जब्त की गईं, जिनमें से एक ओमनी वैन थी। जब्त वाहनों के पास लाइसेंस, बीमा, परमिट, फिटनेस, इंश्योरेंस, टैक्स, और पॉल्यूशन जैसे आवश्यक दस्तावेज फेल पाए गए।

मान्यता रद्द की चेतावनी: जिला शिक्षा अधीक्षक ने प्रिंसिपल से नाराजगी जताते हुए स्कूल प्रबंधन के कागजात माँगे और स्कूल की मान्यता रद्द करने तक की चेतावनी दी।

DTO का कड़ा संदेश और नए निर्देश

जिला परिवहन पदाधिकारी (DTO) ने स्पष्ट और कड़े शब्दों में चेतावनी देते हुए सभी स्कूल प्रबंधनों और वाहन चालकों के लिए नए निर्देश जारी किए हैं:
1. वाहन नंबर प्लेट :- स्कूल वाहनों के लिए कमर्शियल नंबर (पीला नंबर प्लेट) अनिवार्य है। सभी को 1 हफ्ते में यह सुधार कर लेना होगा।

2. क्षमता का पालन :- वाहन की सीट पर जितनी संख्या लिखी है, उतने ही सवारी लेकर चलना होगा। ओवरलोडिंग बर्दाश्त नहीं की जाएगीl

3. स्कूल परमिशन :- सभी गाड़ी चालकों को स्कूल प्रबंधन से परमिशन लेटर और ऑथोराइजेशन लेटर लेना अनिवार्य है।

4. दस्तावेज :- परिचालन केवल लाइसेंस, बीमा, और परमिट के साथ ही हो पाएगा।

5. बच्चों की सुरक्षा :- बच्चों की जिंदगी से खिलवाड़ बिल्कुल बर्दाश्त नहीं किया जाएगा।

6. आचरण प्रमाण पत्र: सभी स्कूल बच्चों को ले कर चल रहे वाहनों को चालकों को आचरण प्रमाण पत्र भी लेना अनिवार्य होगा ।

स्कूल प्रबंधन का आरोप

स्कूल प्रबंधन ने जाँच के दौरान बचाव करते हुए कहा कि अक्सर अभिभावक ही अपने बच्चों को ओवरलोड करके भेजने के लिए चालकों पर दबाव बनाते हैं। यह “लटक लटक कर दो पैसे बचाने” की मानसिकता के कारण किया जाता है।

DTO ने स्पष्ट किया कि थोड़े से पैसे बचाने की मानसिकता के कारण स्कूल प्रबंधन कमर्शियल वाहन इस्तेमाल नहीं करना चाहता, जबकि कमर्शियल नंबर पर दुर्घटना होने पर बीमा मिलना आसान होता है, जो बच्चों की सुरक्षा के लिए अत्यंत आवश्यक है।

अधिकारी जो अभियान में रहे मौजूद:
यह सघन जाँच अभियान जिला परिवहन पदाधिकारी के नेतृत्व में हुआ, जिसमें जिला शिक्षा अधीक्षक, मोटर यान निरीक्षक रॉबिन अजय सिंह और प्रदीप तिर्की भी शामिल थे। जिला शिक्षा अधीक्षक ने भी प्रिंसिपल और प्रबंधन पर लापरवाही के लिए कड़ी नाराजगी जताई।

कड़ी चेतावनी: डीटीओ ने कहा है कि बिना कागजात के पकड़े गए ऑटो/वाहनों पर नियम संगत कार्रवाई लगातार जारी रहेगी।
