परमाणु ऊर्जा में निजी कंपनियों के प्रवेश और बीमा में 100% एफडीआई का माकपा ने किया विरोध

केंद्र सरकार के फैसलों को बताया जनहित और राष्ट्रीय हित के खिलाफ

भारत की कम्युनिस्ट पार्टी (मार्क्सवादी) ने परमाणु ऊर्जा उत्पादन में निजी और विदेशी कंपनियों के प्रवेश तथा बीमा क्षेत्र में 100 प्रतिशत प्रत्यक्ष विदेशी निवेश (एफडीआई) की अनुमति दिए जाने का कड़ा विरोध किया है। माकपा के बोकारो जिला सचिव सह राज्य कमिटी सदस्य भागीरथ शर्मा ने पार्टी के पोलित ब्यूरो के बयान के हवाले से जारी प्रेस वक्तव्य में केंद्र सरकार के इन फैसलों को अस्वीकार्य बताया है।

भागीरथ शर्मा ने कहा कि संसद सत्र के दौरान केंद्रीय मंत्रिमंडल द्वारा परमाणु ऊर्जा अधिनियम, 2010 के तहत नागरिक देयता कानून (सीएलएनडीए) में संशोधन का निर्णय लिया गया है, जिसका उद्देश्य विदेशी प्रौद्योगिकी और उपकरण आपूर्तिकर्ताओं सहित निजी कंपनियों को परमाणु ऊर्जा उत्पादन में प्रवेश की अनुमति देना है। उन्होंने कहा कि परमाणु ऊर्जा जैसे रणनीतिक और संवेदनशील क्षेत्र को निजी कंपनियों के लिए खोलना देश के लिए विनाशकारी साबित हो सकता है।

माकपा नेता ने आरोप लगाया कि प्रस्तावित संशोधन के जरिए निजी परमाणु कंपनियों को उनके द्वारा उत्पादित बिजली के टैरिफ निर्धारण में भी स्वतंत्रता दी जा रही है, जिससे नियामक निगरानी कमजोर होगी। उन्होंने कहा कि सीएलएनडीए में किया जा रहा संशोधन खतरनाक है, क्योंकि इससे किसी भी परमाणु दुर्घटना की स्थिति में प्रभावित लोगों को मिलने वाले मुआवजे का अधिकार कमजोर हो जाएगा। उनका आरोप है कि सरकार अमेरिकी दबाव में आकर निर्माताओं की देयता समाप्त करने की दिशा में कदम उठा रही है, जिससे कंपनियां न तो दुर्घटनाओं के लिए जिम्मेदार होंगी और न ही टैरिफ निर्धारण में किसी नियंत्रण के अधीन रहेंगी। इसे उन्होंने भाजपा के नेतृत्व वाली एनडीए सरकार की कार्पोरेट समर्थक नीतियों का एक और उदाहरण बताया।

बीमा क्षेत्र में 100 प्रतिशत एफडीआई की अनुमति पर भी माकपा ने कड़ा एतराज जताया है। भागीरथ शर्मा ने कहा कि इससे घरेलू बीमा उद्योग अस्थिर होगा और पॉलिसीधारकों की गोपनीयता तथा वित्तीय सुरक्षा खतरे में पड़ जाएगी। उन्होंने आशंका जताई कि विदेशी निवेशकों की व्यावसायिक प्राथमिकताएं सार्वजनिक कल्याण के उद्देश्यों पर हावी हो जाएंगी, जिससे वित्तीय स्थिरता और सामाजिक सुरक्षा कमजोर होगी। साथ ही यह कदम महत्वपूर्ण राष्ट्रीय संसाधनों पर विदेशी नियंत्रण का रास्ता खोल सकता है।

माकपा ने देश के हितों की रक्षा के लिए इन संशोधनों के खिलाफ समाज के सभी लोकतांत्रिक वर्गों से एकजुट होकर विरोध करने का आह्वान किया है।
