जल ही विकास का आधार: उपायुक्त ने जलाशयों के निरीक्षण के साथ कृषि सशक्तीकरण का खाका किया तैयार

कतरी जलाशय से शुरू हुआ निरीक्षण, खेतों तक निर्बाध जलापूर्ति सुनिश्चित करने पर जोर

गुमला : – गुमला जिले में कृषि को सुदृढ़ एवं आत्मनिर्भर बनाने के उद्देश्य से आज उपायुक्त दिलेश्वर महत्तो द्वारा विभिन्न जलाशयों एवं उनसे जुड़े नहर तंत्र का विस्तृत निरीक्षण किया गया। लगभग 7 घंटे तक कड़ी धूप में किए गए इस क्षेत्र भ्रमण का मुख्य उद्देश्य उपलब्ध जल संसाधनों के समुचित उपयोग, उनकी मरम्मति एवं किसानों तक निर्बाध जलापूर्ति सुनिश्चित करना रहा।

निरीक्षण की शुरुआत कतरी जलाशय से की गई, जहां उपायुक्त ने नहरों एवं डिस्ट्रीब्यूटरी सिस्टम का जायजा लेते हुए निर्देश दिया कि जल का प्रवाह खेतों तक सुचारु रूप से पहुंचे, ताकि रबी सहित सभी फसली चक्र में किसानों को पर्याप्त सिंचाई सुविधा मिल सके। उन्होंने सोलर लिफ्ट इरिगेशन, सोलर पंप एवं किसान समृद्धि योजना के तहत इच्छुक किसानों को सिंचाई संसाधन उपलब्ध कराने के निर्देश दिए। साथ ही, रबी सीजन से पूर्व इन सुविधाओं को सुनिश्चित करने एवं किसानों के लिए ओरिएंटेशन सत्र आयोजित करने की बात कही, ताकि कोई भी खेत खाली न रहे।

नहरों की मरम्मति, सोलर सिंचाई और मत्स्य विकास को लेकर दिए गए महत्वपूर्ण निर्देश

उपायुक्त ने केनाल के किनारे स्थित किसानों को सोलर आधारित पाइप एवं पंप की सुविधा उपलब्ध कराने, नहरों की मरम्मति हेतु डीपीआर तैयार करने तथा जलाशय रखरखाव में लगे कर्मियों के पारिश्रमिक सुनिश्चित करने पर भी बल दिया।

मत्स्य विकास को बढ़ावा देते हुए उन्होंने मत्स्यपालक समूहों/सोसाइटी के गठन, केज निर्माण एवं स्थानीय नागरिकों को मत्स्य पालन हेतु प्रेरित करने के निर्देश दिए।

जलाशय का निरीक्षण करते हुए उपायुक्त ने स्पष्ट किया कि जलाशय के किनारे कोई भी भूमि अनुपयोगी न रहे। उन्होंने किसानों को प्रेरित कर अधिकतम कृषि गतिविधियों से जोड़ने का निर्देश दिया। साथ ही, इस क्षेत्र को पर्यटन की दृष्टि से विकसित करने, बोटिंग सुविधा प्रारंभ करने एवं आवश्यक डीपीआर तैयार करने हेतु संबंधित पदाधिकारियों को निर्देशित किया।

79 किमी नहर नेटवर्क के जीर्णोद्धार एवं मसरिया जलाशय के विकास पर भी विशेष फोकस

निरीक्षण के क्रम में घाघरा प्रखंड अंतर्गत डोडांग एवं शिवराजपुर पंचायत में क्षतिग्रस्त नहरों एवं डैम संरचनाओं का भी जायजा लिया गया। उपायुक्त ने लीकेज की तत्काल मरम्मति, नहरों की साफ-सफाई (डिसिल्टिंग) एवं प्राथमिकता के आधार पर क्षतिग्रस्त स्थलों के पुनर्निर्माण हेतु एक सप्ताह के भीतर पृथक-पृथक डीपीआर तैयार करने का निर्देश जल संसाधन विभाग को दिया।

उन्होंने स्पष्ट किया कि कतरी जलाशय से शिवराजपुर डैम तक लगभग 79 किलोमीटर लंबे मुख्य नहर एवं डिस्ट्रीब्यूटरी नेटवर्क के समग्र जीर्णोद्धार हेतु योजनाबद्ध कार्य किया जाए, ताकि जल का अधिकतम उपयोग सुनिश्चित हो सके।

इसके उपरांत मसरिया जलाशय का भी निरीक्षण किया गया, जहां आसपास के गांवों को जलाशय प्रणाली से जोड़ते हुए कृषि विस्तार की संभावनाओं को सुदृढ़ करने के निर्देश दिए गए।

उपायुक्त ने कहा कि _”जिले में उपलब्ध जल संसाधनों का संरक्षण, मरम्मति एवं वैज्ञानिक प्रबंधन ही कृषि विकास की कुंजी है। किसानों को संसाधन उपलब्ध कराना एवं उन्हें प्रेरित करना जिला प्रशासन की प्राथमिक जिम्मेदारी है।”_

उन्होंने संबंधित विभागों को निर्देश दिया कि सभी पात्र किसानों को विभिन्न योजनाओं से आच्छादित किया जाए तथा क्लस्टर आधारित सूची तैयार कर नियमित संवाद एवं जागरूकता कार्यक्रम संचालित किए जाएं।

इस दौरान अपर समाहर्ता, जिला भूमि संरक्षण पदाधिकारी, जिला मत्स्य पदाधिकारी, जल संसाधन विभाग के कार्यपालक अभियंता, माइनर इरिगेशन विभाग के सहायक अभियंता, प्रखंड विकास पदाधिकारी गुमला, प्रखंड विकास पदाधिकारी घाघरा, सहायक जिला जनसम्पर्क पदाधिकारी सहित अन्य संबंधित पदाधिकारी एवं कर्मी उपस्थित थे।
