उपायुक्त का पालकोट प्रखंड एवं सामुदायिक स्वास्थ्य केंद्र का औचक निरीक्षण, लापरवाही पर कड़ी कार्रवाई के निर्देश

गुमला : – गुमला उपायुक्त दिलेश्वर महत्तो द्वारा आज शनिवार को पालकोट प्रखंड सह अंचल कार्यालय एवं नवनिर्मित सामुदायिक स्वास्थ्य केंद्र ( सीएचसी ) का औचक निरीक्षण किया गया। निरीक्षण के दौरान प्रशासनिक व्यवस्था एवं साफ-सफाई की स्थिति अत्यंत असंतोषजनक पाई गई, जिस पर उपायुक्त ने गहरी नाराजगी व्यक्त करते हुए संबंधित पदाधिकारियों को कड़ी फटकार लगाई।

प्रखंड कार्यालय के निरीक्षण के दौरान विभिन्न कक्षों, शौचालयों एवं कार्यालय परिसर में फैली गंदगी पर उपायुक्त ने कड़ा रुख अपनाते हुए बीडीओ को स्पष्ट चेतावनी दी कि 24 घंटे के भीतर संपूर्ण परिसर की साफ-सफाई सुनिश्चित करें, अन्यथा जिम्मेदारी तय करते हुए सख्त कार्रवाई की जाएगी। उन्होंने निर्देश दिया कि कार्यालय का प्रत्येक कक्ष, चैम्बर एवं वॉशरूम स्वच्छ एवं व्यवस्थित रहना चाहिए तथा सभी कर्मी इसकी जवाबदेही सुनिश्चित करें।

साथ ही उपायुक्त ने पूरे प्रखंड कार्यालय का विस्तृत भ्रमण करते हुए प्रत्येक चैम्बर का निरीक्षण किया तथा निर्देश दिया कि सभी कर्मियों एवं पदाधिकारियों के लिए बैठने की समुचित एवं व्यवस्थित व्यवस्था सुनिश्चित की जाए।

निरीक्षण के क्रम में उपस्थिति पंजी, रोकड़ पंजी एवं वेतन पंजी की जांच की गई। एक कर्मी (नाजीर) के बिना अनुमति अनुपस्थित पाए जाने पर एक दिन का वेतन स्थगित करने का आदेश दिया गया। साथ ही लंबित मामलों पर गंभीरता नहीं बरतने पर नाराजगी जताते हुए म्यूटेशन, जाति, आय एवं आवासीय प्रमाणपत्रों के लंबित आवेदनों को शून्य करने का सख्त निर्देश संबंधित अंचलाधिकारी को दिया गया।

उपायुक्त ने आवास योजनाओं की समीक्षा करते हुए पूर्ण हो चुके आवासों का जियो-टैगिंग तत्काल कराने एवं सेवानिवृत्त कर्मियों के पेंशन प्रकरणों का शीघ्र निष्पादन सुनिश्चित करने का निर्देश दिया। आंगनबाड़ी सेवाओं की समीक्षा के दौरान एलएस एवं सीडीपीओ को फील्ड विजिट बढ़ाने, सेविकाओं की मॉनिटरिंग करने तथा पोषण वाटिका को सक्रिय करने के निर्देश दिए गए। साथ ही आंगनबाड़ी केंद्रों हेतु प्राप्त वेट मशीन एवं पंखों के शीघ्र वितरण का आदेश दिया गया।

सामुदायिक स्वास्थ्य केंद्र ( सीएचसी ) के निरीक्षण के दौरान पाया गया कि भवन तैयार होने के बावजूद डॉक्टरों की भारी कमी है तथा मात्र तीन चिकित्सकों के भरोसे व्यवस्था संचालित हो रही है। उपायुक्त ने स्पष्ट किया कि उपलब्ध संसाधनों के अनुरूप ओपीडी सेवाओं को प्रभावी बनाया जाए, ताकि स्थानीय मरीजों को अनावश्यक रूप से जिला अस्पताल रेफर न करना पड़े।

अस्पताल में बिजली व्यवस्था दो दिनों से बाधित रहने एवं 108 एम्बुलेंस के खराब रहने पर गहरी नाराजगी जताते हुए उपायुक्त ने सिविल सर्जन को तत्काल मरम्मत सुनिश्चित करने का कड़ा निर्देश दिया। निरीक्षण के दौरान एक जले हुए मरीज से मुलाकात कर उसके समुचित इलाज की व्यवस्था सुनिश्चित करने को कहा गया।

उपायुक्त ने दो टूक शब्दों में कहा कि

“प्रशासनिक कार्यों में लापरवाही, गंदगी एवं जनसेवा में उदासीनता किसी भी स्थिति में बर्दाश्त नहीं की जाएगी। तय समयसीमा में सुधार नहीं होने पर संबंधित पदाधिकारियों के विरुद्ध कठोर कार्रवाई की जाएगी।”

इस दौरान मुख्य रूप से प्रखंड विकास पदाधिकारी, पालकोट, सामुदायिक स्वास्थ्य केंद्र के चिकित्सकगण तथा अन्य प्रखंड स्तरीय संबंधित पदाधिकारी एवं कर्मी उपस्थित रहे।
