गुमला : – गुमला जिले में सड़क सुरक्षा, यातायात प्रबंधन और परिवहन व्यवस्था में आश्चर्यजनक बदलाव लाने वाले जिला परिवहन पदाधिकारी ( डीटीओ ) ज्ञान शंकर जायसवाल का स्थानांतरण हो गया है। उनका कार्यकाल कड़े प्रशासनिक फैसलों, सघन जांच अभियानों और मानवीय संवेदनाओं से भरी अनूठी पहलों का एक बेहतरीन संगम रहा। गुमला की जनता और प्रशासन उनके इस यादगार सेवाकाल के लिए उन्हें भावभीनी विदाई दे रहा है।

पिछले सभी अभियानों और प्रशासनिक कार्यवाहियों पर नजर डालें तो उनका कार्यकाल कई मायनों में ऐतिहासिक रहा:

‘हेलमेट मैन’ का आगमन और जागरूकता की अनूठी मिसाल

‘हेलमेट मैन ऑफ इंडिया’ का दौरा: सड़क सुरक्षा को जन-आंदोलन बनाने के लिए उन्होंने भारत के प्रसिद्ध ‘हेलमेट मैन’ राघवेंद्र जी को विशेष रूप से गुमला आमंत्रित किया। उनके साथ मिलकर विभिन्न कॉलेजों और शिक्षण संस्थानों में वृहद स्तर पर जागरूकता अभियान चलाया गया।

पीए सिस्टम की स्थापना: यातायात को सुगम बनाने के लिए शहर के प्रमुख चौराहों पर पीए (पीए) सिस्टम लगवाया, ताकि आने-जाने वाले सभी लोगों के लिए हेलमेट लगाने का निरंतर संदेश चलता रहे और लोग जागरूक हों।

‘हेलमेट बैंक’ की अभिनव पहल: चालान कटने वालों को मुफ्त हेलमेट बांटने के साथ-साथ उन्होंने जिले में ‘हेलमेट बैंक’ बनाने की शानदार पहल की, जो आने वाले दिनों में जरूरतमंदों को सुरक्षा कवच प्रदान करेगी।

नियम तोड़ने वालों की ‘क्लास’: बिना हेलमेट पकड़े गए लोगों का सिर्फ चालान ही नहीं कटा, बल्कि डीटीओ कार्यालय में उनकी बकायदा ‘क्लास’ लगाई गई और उन्हें जिंदगी की कीमत समझाई गई।

जीरो टॉलरेंस, सघन जांच और कड़े फैसले

रिकॉर्ड जुर्माना और कार्रवाई: सिसई-भरनो मार्ग, गुमला-रायडीह मार्ग, डी.ए.वी., नेट्रोडेम स्कूल सहित जिले के लगभग सभी प्रमुख मार्गों पर सघन चेकिंग अभियान चलाकर यातायात नियम तोड़ने वालों से प्रतिदिन लगभग लाख रुपये की वसूली की गई। भारी जुर्माने मौके पर ही वसूले गए, लेकिन उनका मकसद राजस्व बढ़ाना नहीं, बल्कि लोगों में सुरक्षा के प्रति जिम्मेदारी जगाना था।

नाबालिग ड्राइविंग और ओवरलोडिंग पर प्रहार: स्कूलों (जैसे नेट्रोडैम और डीएवी ) के साथ बैठक कर स्पष्ट चेतावनी दी गई कि नाबालिग छात्रों के गाड़ी चलाने या ऑटो में बच्चों की ओवरलोडिंग होने पर सीधे वाहन जब्ती और स्कूल प्रबंधन पर कार्रवाई होगी।

नाइट ऑपरेशन्स: रात के समय अवैध डैजलिंग लाइट्स, ओवरलोडिंग और बिना कागजात दौड़ रहे भारी वाहनों पर नकेल कसी गई।

यातायात व्यवस्था और बुनियादी ढांचे में सुधार

मासिक बैठकों का नियमित आयोजन: दुर्घटना संभावित क्षेत्रों (ब्लैक स्पॉट्स) की निरंतर समीक्षा और सुधार के लिए प्रत्येक माह ‘सड़क सुरक्षा समिति’ की बैठक अनिवार्य रूप से आयोजित की गई।

बस डिपो और रूट का कायाकल्प: शहर को जाम से मुक्ति दिलाने के लिए सरकारी बस डिपो का व्यवस्थित संचालन शुरू करवाया और बसों का रूट व स्टॉपेज तय किया। ब्लैक स्पॉट्स का सुधार: करमदीपा चौक और के.ओ. कॉलेज बाईपास जैसे दुर्घटना संभावित क्षेत्रों का तकनीकी सुधार करवाकर हादसों में भारी कमी लाई गई।

जन-कल्याणकारी योजनाएं और शीर्ष सम्मान

26 जनवरी को प्रथम पुरस्कार: सड़क सुरक्षा और यातायात सुदृढ़ीकरण पर उनके द्वारा संचालित झांकी को गणतंत्र दिवस (26 जनवरी) के राष्ट्रीय पर्व पर विधायक चमरा लिंडा जी के हाथों प्रथम पुरस्कार से सम्मानित किया गया।

सड़क सुरक्षा माह का सिरमौर: राष्ट्रीय सड़क सुरक्षा माह के दौरान पूरे जिले में नुक्कड़ नाटक, जागरूकता रथ और सर्वाधिक गतिविधियां आयोजित करने के लिए परिवहन विभाग को प्रथम पुरस्कार से नवाजा गया।

गुड सेमेरिटन व ग्राम गाड़ी योजना: सड़क दुर्घटना में घायलों की जान बचाने वाले ‘नेक फरिश्तों’ को सम्मानित किया गया और ग्रामीण कनेक्टिविटी के लिए जीपीएस आधारित ‘मुख्यमंत्री ग्राम गाड़ी योजना’ को धरातल पर उतारा गया।

एक प्रशासनिक अधिकारी से बढ़कर एक मार्गदर्शक के रूप में कार्य करने वाले ज्ञान शंकर जायसवाल की विदाई पर संपूर्ण जिला भावुक है। गुमला सड़क सुरक्षा टीम, परिवहन कार्यालय ( डीटीओ ऑफिस) के कर्मियों और आम जनता की ओर से उन्हें यह विशेष संदेश दिया गया है:
