उपायुक्त की अध्यक्षता में साप्ताहिक जन शिकायत निवारण दिवस आयोजित, ग्रामीणों की समस्याओं के त्वरित समाधान हेतु संबंधित अधिकारियों को दिए गए आवश्यक निर्देश

गुमला : – गुमला उपायुक्त दिलेश्वर महत्तो की अध्यक्षता में समाहरणालय सभागार में साप्ताहिक जन शिकायत निवारण दिवस का आयोजन किया गया। जन शिकायत निवारण दिवस में जिले के विभिन्न प्रखंडों एवं सुदूरवर्ती क्षेत्रों से पहुंचे ग्रामीणों एवं नागरिकों ने अपनी समस्याओं एवं मांगों से संबंधित आवेदन उपायुक्त के समक्ष प्रस्तुत किए। उपायुक्त ने सभी आवेदनों को गंभीरतापूर्वक सुनते हुए संबंधित विभागीय पदाधिकारियों को नियमानुसार त्वरित जांच एवं आवश्यक कार्रवाई सुनिश्चित करने के निर्देश दिए।

जन शिकायत निवारण दिवस के दौरान जारी प्रखंड अंतर्गत ग्राम परसा निवासी जगरनाथ कवर द्वारा बंदोबस्ती की जमीन के ऑनलाइन दाखिल-खारिज एवं रिकॉर्ड अद्यतन कराने से संबंधित आवेदन प्रस्तुत किया गया। आवेदक ने बताया कि उनके दादा भुसन कवर के नाम से लाल कार्ड के माध्यम से प्राप्त सरकारी बंदोबस्ती भूमि पर परिवार पीढ़ियों से खेती-बारी करता आ रहा है, किंतु लाल कार्ड नष्ट हो जाने के कारण भूमि ऑनलाइन नहीं हो पा रही है। इस पर उपायुक्त ने संबंधित अंचल अधिकारी को मामले की जांच कर नियमानुसार कार्रवाई करने के निर्देश दिए।

वहीं बसिया प्रखंड की दिव्यांग महिला मीना कुमारी द्वारा अपने लाल राशन कार्ड को बीपीएल श्रेणी में परिवर्तित करने हेतु आवेदन दिया गया। आवेदिका ने आर्थिक रूप से अत्यंत कमजोर एवं मजदूर परिवार से होने की बात बताते हुए पर्याप्त खाद्यान्न उपलब्ध नहीं होने की समस्या रखी। उपायुक्त ने जिला आपूर्ति पदाधिकारी को मामले की जांच कर पात्रता के अनुसार आवश्यक कार्रवाई सुनिश्चित करने का निर्देश दिया।

रायडीह प्रखंड अंतर्गत कीज्जा पंचायत के नवाटोली, आंवरालोंगडा, बुचीडाही एवं गलगुटरी गांवों में सड़क एवं पेयजल सुविधा उपलब्ध कराने संबंधी सामूहिक आवेदन भी प्रस्तुत किया गया। ग्रामीणों ने बताया कि लगभग एक हजार आदिवासी आबादी वाले इन गांवों में आज तक मूलभूत सुविधाओं का अभाव है तथा वर्षा ऋतु में आवागमन अत्यंत कठिन हो जाता है। साथ ही खराब पड़े चापाकलों एवं पेयजल संकट की समस्या भी रखी गई। आवेदन में शहीद सीआरपीएफ जवान स्वर्गीय पूर्णिमा मुंडा के गांव में बुनियादी सुविधाएं उपलब्ध कराने की मांग भी की गई। उपायुक्त ने संबंधित विभागों को स्थल निरीक्षण कर प्रतिवेदन उपलब्ध कराने तथा योजनाओं की व्यवहार्यता के अनुसार आवश्यक कार्रवाई करने के निर्देश दिए।

इसी क्रम में दुन्दुरिया डाडू टोली निवासी एक आवेदक द्वारा खतियानी बकास्त भूमि पर अवैध घेराबंदी किए जाने की शिकायत प्रस्तुत की गई। आवेदक ने बताया कि पूर्वजों के नाम दर्ज खतियानी भूमि पर कई पीढ़ियों से खेती की जा रही थी, किंतु वर्तमान में उक्त भूमि पर घेराबंदी कर दी गई है। उपायुक्त ने संबंधित अंचल अधिकारी एवं राजस्व विभाग को मामले की गहन जांच कर प्रतिवेदन समर्पित करने का निर्देश दिया।

मौजा कोयंजारा गढ़टोली निवासी फेतो खड़ियाईन द्वारा भूमि विवाद एवं मारपीट की धमकी से संबंधित आवेदन भी प्रस्तुत किया गया। आवेदिका ने कुछ व्यक्तियों पर जबरन विवाद उत्पन्न करने एवं जान से मारने की धमकी देने का आरोप लगाया। उपायुक्त ने संबंधित थाना प्रभारी एवं अंचल अधिकारी को मामले की जांच कर विधिसम्मत कार्रवाई सुनिश्चित करने के निर्देश दिए।

इसके अतिरिक्त ग्राम खोरा निवासी लक्ष्मण उरांव द्वारा गलत वंशावली के आधार पर मुआवजा राशि प्राप्त किए जाने की शिकायत दर्ज कराई गई। आवेदक ने भूमि स्वामित्व एवं वंशावली की निष्पक्ष जांच कर वास्तविक लाभुक को मुआवजा दिलाने की मांग की। इस पर उपायुक्त ने संबंधित पदाधिकारियों को दस्तावेजों की जांच कर आवश्यक कार्रवाई सुनिश्चित करने का निर्देश दिया।

उपायुक्त ने कहा कि जन शिकायत निवारण दिवस का उद्देश्य आमजन की समस्याओं का संवेदनशीलता एवं पारदर्शिता के साथ समाधान सुनिश्चित करना है। उन्होंने सभी संबंधित अधिकारियों को प्राप्त आवेदनों पर समयबद्ध कार्रवाई करते हुए निष्पादन प्रतिवेदन उपलब्ध कराने के निर्देश दिए।
