जमशेदपुर: झारखंड के चर्चित डबल डाउन (Double Down/DD) बार हत्याकांड में राज्य सरकार ने अब तक की सबसे बड़ी प्रशासनिक कार्रवाई करते हुए कानून-व्यवस्था पर अपनी सख्त मंशा स्पष्ट कर दी है। करणी सेना से जुड़े युवा हिमांशु सिंह की हत्या के बाद महज 24 घंटे के भीतर थाना स्तर से लेकर जिला पुलिस प्रमुख तक कार्रवाई करते हुए पूर्वी सिंहभूम के एसएसपी, सरायकेला-खरसावां के एसपी, बिष्टुपुर थाना प्रभारी और तीन पुलिसकर्मियों को निलंबित कर दिया गया।

एक ही आपराधिक घटना में इतनी व्यापक कार्रवाई ने पूरे झारखंड पुलिस महकमे में हलचल मचा दी है। प्रशासनिक जानकार इसे राज्य में जवाबदेही तय करने की दिशा में एक बड़ा और असाधारण कदम मान रहे हैं।

CM हेमंत सोरेन का साफ संदेश: कानून-व्यवस्था पर जीरो टॉलरेंस

मुख्यमंत्री हेमंत सोरेन ने सोशल मीडिया के माध्यम से स्पष्ट किया कि राज्य सरकार कानून-व्यवस्था के मामले में किसी भी प्रकार की लापरवाही स्वीकार नहीं करेगी। उन्होंने कहा कि अपराध नियंत्रण में विफल रहने वाले अधिकारियों की जवाबदेही तय करना सरकार की प्राथमिकता है और इसी उद्देश्य से संबंधित अधिकारियों को तत्काल प्रभाव से हटाकर पुलिस मुख्यालय से संबद्ध किया गया है।

मुख्यमंत्री के इस फैसले को पुलिस प्रशासन के लिए स्पष्ट संदेश माना जा रहा है कि अब जवाबदेही केवल निचले स्तर तक सीमित नहीं रहेगी, बल्कि वरिष्ठ अधिकारियों को भी अपनी जिम्मेदारी निभानी होगी।

ADG और DIG को मौके पर कैंप करने का निर्देश

सरकार ने कार्रवाई को केवल निलंबन तक सीमित नहीं रखा। चाईबासा के आयुक्त और रांची के एडीजी को प्रभावित क्षेत्र में लगातार कैंप कर प्रतिदिन कानून-व्यवस्था की समीक्षा करने का निर्देश दिया गया है। वहीं जमशेदपुर के डीआईजी को शहर में रहकर पूरे घटनाक्रम और जांच की निगरानी की जिम्मेदारी सौंपी गई है।

सरकार के इस फैसले से स्पष्ट है कि वह इस मामले को केवल एक हत्या नहीं, बल्कि प्रशासनिक जवाबदेही की कसौटी के रूप में देख रही है।

बिष्टुपुर थाना प्रभारी भी नहीं बचे

घटना के बाद बिष्टुपुर थाना की कार्यशैली पर सवाल उठने लगे। समीक्षा के बाद थाना प्रभारी आलोक दुबे को निलंबित कर दिया गया। उनकी जगह निरीक्षक निरंजन कुमार को नया थाना प्रभारी बनाया गया है।

वरिष्ठ अधिकारियों का मानना है कि नेतृत्व परिवर्तन से जांच को नई दिशा मिलेगी और आम लोगों का पुलिस पर भरोसा मजबूत होगा।

पहले तीन पुलिसकर्मियों पर हुई थी कार्रवाई

थाना प्रभारी के खिलाफ कार्रवाई से पहले गश्ती दल से जुड़े तीन पुलिसकर्मियों को भी ड्यूटी में कथित लापरवाही के आरोप में निलंबित किया गया था। इससे यह स्पष्ट हो गया कि सरकार और पुलिस मुख्यालय इस मामले में केवल औपचारिक जांच नहीं, बल्कि वास्तविक जवाबदेही तय करने की प्रक्रिया पर काम कर रहे हैं।

सूत्रों के अनुसार, यदि जांच में किसी अन्य अधिकारी या कर्मचारी की भूमिका संदिग्ध पाई जाती है तो आगे भी विभागीय कार्रवाई की जा सकती है।

क्या हुआ था डबल डाउन बार में?

जानकारी के अनुसार, बिष्टुपुर स्थित डबल डाउन (DD) बार में किसी बात को लेकर विवाद हुआ था। विवाद बढ़ने के बाद बार के बाहर हिमांशु सिंह और उनके साथी प्रत्यूष सिंह पर चाकू से हमला किया गया। दोनों को गंभीर हालत में अस्पताल पहुंचाया गया, जहां इलाज के दौरान हिमांशु सिंह की मौत हो गई। प्रत्यूष सिंह का इलाज जारी है।

इस घटना के बाद पूरे शहर में आक्रोश फैल गया और लोगों ने पुलिस की कार्यशैली पर गंभीर सवाल उठाते हुए दोषियों के साथ-साथ लापरवाह अधिकारियों के खिलाफ भी कार्रवाई की मांग की।

जनदबाव के बाद सरकार की ताबड़तोड़ कार्रवाई

हत्याकांड के बाद विभिन्न सामाजिक संगठनों और स्थानीय लोगों ने विरोध-प्रदर्शन किया। सोशल मीडिया पर भी न्याय की मांग तेज हो गई। बढ़ते जनदबाव और राजनीतिक प्रतिक्रिया के बीच सरकार ने त्वरित फैसले लेकर यह संदेश देने की कोशिश की कि कानून-व्यवस्था के मामलों में किसी भी प्रकार की ढिलाई स्वीकार नहीं की जाएगी।

नई पुलिस टीम के सामने बड़ी चुनौती

अब नई पुलिस टीम के सामने निष्पक्ष जांच पूरी करना, फरार आरोपियों की गिरफ्तारी सुनिश्चित करना, मजबूत चार्जशीट तैयार करना और शहर में लोगों का भरोसा बहाल करना सबसे बड़ी चुनौती होगी। कानून-व्यवस्था को लेकर बनी नकारात्मक धारणा को बदलना भी पुलिस प्रशासन के लिए आसान नहीं होगा।

इसी कारण सरकार ने वरिष्ठ अधिकारियों द्वारा प्रतिदिन निगरानी और समीक्षा की व्यवस्था लागू की है।

झारखंड पुलिस के लिए टर्निंग प्वाइंट?

प्रशासनिक विशेषज्ञों का मानना है कि हाल के वर्षों में किसी एक आपराधिक घटना के बाद थाना स्तर से लेकर एसएसपी स्तर तक इस तरह की व्यापक कार्रवाई शायद ही देखने को मिली हो। इस फैसले ने पूरे पुलिस महकमे को स्पष्ट संकेत दिया है कि अब जवाबदेही हर स्तर पर तय होगी।

हालांकि, डबल डाउन बार हत्याकांड की जांच अभी जारी है। आने वाले दिनों में आरोपियों की गिरफ्तारी, जांच की दिशा और सरकार के अगले कदमों पर पूरे झारखंड की नजर बनी रहेगी।
