गुमला : – गुमला जिला में ग्रामीण विकास मंत्रालय, भारत सरकार ( एम ओ आर डी ) की संयुक्त सचिव स्वाति शर्मा ने गुरुवार को गुमला जिले का दौरा कर ग्रामीण विकास, मनरेगा एवं ग्रामीण आजीविका से जुड़ी विभिन्न योजनाओं की विस्तृत समीक्षा की तथा क्षेत्र भ्रमण कर योजनाओं के क्रियान्वयन का स्थल पर निरीक्षण किया। इस अवसर पर जेएसएलपीएस के मुख्य कार्यपालक पदाधिकारी ( सीईओ ) अनन्य मित्तल, मनरेगा के अतिरिक्त आयुक्त तथा उप सचिव बीबीजी – राम जी सहित अन्य वरिष्ठ पदाधिकारी उपस्थित रहे।

विभिन्न ग्रामीण विकास योजनाओं की हुई समीक्षा

समीक्षा बैठक में संयुक्त सचिव ने मनरेगा, राष्ट्रीय ग्रामीण आजीविका मिशन ( एनआरएलएम), राज्य ग्रामीण आजीविका मिशन ( एस आर एल एम), बिरसा सिंचाई कूप संवर्धन योजना, वीर शहीद पोटो हो खेल विकास योजना, प्रधानमंत्री आवास योजना (ग्रामीण), अबुआ आवास योजना, जलदूत सहित विभिन्न ग्रामीण विकास योजनाओं की अद्यतन प्रगति की विस्तार से समीक्षा की। उन्होंने मनरेगा के अंतर्गत मानव दिवस सृजन, रोजगार उपलब्धता, कूप निर्माण, प्लांटेशन, लंबित भुगतानों, कार्यों के निष्पादन तथा योजनाओं के क्रियान्वयन में आने वाली व्यावहारिक चुनौतियों की जानकारी प्राप्त की।

धरातलीय समस्याओं को साझा करने एवं संस्थागत व्यवस्था मजबूत करने पर दिया बल

बैठक के दौरान अबुआ आवास योजना की प्रगति एवं लंबित कार्यों की भी समीक्षा की गई। साथ ही ग्रामीण विकास योजनाओं में बेहतर अभिसरण (Convergence) स्थापित करने तथा कुछ आजीविका आधारित गतिविधियों को व्यापक रूप से एकीकृत करने पर विचार-विमर्श किया गया। संयुक्त सचिव ने कहा कि योजनाओं के क्रियान्वयन में यदि किसी प्रकार की तकनीकी अथवा प्रशासनिक कठिनाई आती है तो उसे मंत्रालय के साथ साझा किया जाए, ताकि समयबद्ध समाधान सुनिश्चित किया जा सके। उन्होंने कहा कि नीति निर्माण का उद्देश्य धरातल पर कार्य कर रहे कर्मियों एवं लाभुकों की वास्तविक समस्याओं का समाधान करना है।

उन्होंने शिकायत निवारण तंत्र को और प्रभावी बनाने, मानक संचालन प्रक्रिया ( एसओपी) का पालन सुनिश्चित करने तथा प्रत्येक इच्छुक श्रमिक को समय पर रोजगार उपलब्ध कराने के लिए मजबूत मॉनिटरिंग व्यवस्था विकसित करने पर बल दिया।

रागी प्रोसेसिंग सेंटर का निरीक्षण, महिला समूहों की सफलता से हुईं प्रभावित

समीक्षा बैठक के उपरांत संयुक्त सचिव ने सदर प्रखंड के करौंदी स्थित रागी प्रोसेसिंग सेंटर का निरीक्षण किया। यहां उन्होंने महिला स्वयं सहायता समूहों से संवाद कर उत्पादन, प्रसंस्करण, ब्रांडिंग एवं विपणन की पूरी प्रक्रिया की जानकारी प्राप्त की। समूह की महिलाओं ने बताया कि वर्तमान में केंद्र का वार्षिक कारोबार लगभग पांच करोड़ रुपये तक पहुंच चुका है तथा समूह से जुड़ी अधिकांश महिलाएं ‘लखपति दीदी’ बन चुकी हैं। उन्होंने बताया कि प्रत्येक सदस्य की मासिक आय में उल्लेखनीय वृद्धि हुई है और कई महिलाओं की नियमित आय दस हजार रुपये से अधिक हो चुकी है।

‘जोहार रागी’ को राष्ट्रीय स्तर तक पहुंचाने हेतु रणनीति पर हुई चर्चा

महिला समूहों की उपलब्धियों से प्रभावित संयुक्त सचिव ने कहा कि गुमला का ‘जोहार रागी’ केवल राज्य तक सीमित नहीं रहना चाहिए, बल्कि इसे राष्ट्रीय स्तर पर पहचान दिलाने की दिशा में कार्य किया जाना चाहिए। उन्होंने विपणन रणनीति को और मजबूत करने, नए बाजारों तक पहुंच बनाने तथा रागी उत्पादों की गुणवत्ता सुनिश्चित करने के लिए गुमला में रागी टेस्टिंग लैब स्थापित करने की आवश्यकता पर भी बल दिया। उन्होंने आश्वस्त किया कि केंद्र स्तर से भी इस दिशा में हरसंभव सहयोग प्रदान किया जाएगा।

तेलगांव ग्रामसभा में सुनीं ग्रामीणों की समस्याएं

इसके पश्चात उन्होंने तेलगांव पंचायत में बिरसा सिंचाई कूप संवर्धन योजना, प्लांटेशन एवं सिंचाई से संबंधित कार्यों का निरीक्षण किया तथा पंचायत भवन में आयोजित ग्रामसभा में भाग लिया। ग्रामसभा के दौरान ग्रामीणों ने सड़क निर्माण, पेयजल एवं सिंचाई जल की उपलब्धता तथा मनरेगा के लंबित भुगतानों से संबंधित समस्याएं रखीं। संयुक्त सचिव ने संबंधित अधिकारियों को इन समस्याओं के त्वरित समाधान हेतु आवश्यक कार्रवाई करने के निर्देश दिए तथा कहा कि योजनाओं का वास्तविक उद्देश्य ग्रामीणों की आवश्यकताओं की पूर्ति एवं जीवन स्तर में सुधार सुनिश्चित करना है।

पलाश आजीविका दीदी कैफे एवं गुमला हाट का भी किया भ्रमण

दौरे के क्रम में उन्होंने गुमला हाट एवं पलाश आजीविका दीदी कैफे का भी भ्रमण किया। यहां उन्होंने महिला स्वयं सहायता समूहों द्वारा संचालित गैर-कृषि आधारित आजीविका गतिविधियों, स्थानीय उत्पादों के विपणन तथा उद्यमिता मॉडल की सराहना करते हुए इसे ग्रामीण महिलाओं के आर्थिक सशक्तिकरण का उत्कृष्ट उदाहरण बताया।

इस अवसर पर उपायुक्त दिलेश्वर महत्तो, उप विकास आयुक्त अनिमेश रंजन, जिला कार्यक्रम प्रबंधक, जेएसएलपीएस, प्रखंड विकास पदाधिकारी सहित संबंधित विभागों के पदाधिकारी एवं कर्मी उपस्थित रहे।
