उप विकास आयुक्त की अध्यक्षता में पंचायत योजनाओं एवं पेसा नियमावली के क्रियान्वयन की समीक्षा बैठक सम्पन्न

15 वें वित्त आयोग की राशि का शीघ्र व्यय, पंचायत सचिवालयों को सुदृढ़ बनाने एवं लंबित योजनाओं में तेजी लाने के दिए निर्देश

गुमला : – गुमला उपायुक्त दिलेश्वर महत्तो के निर्देश पर उप विकास आयुक्त अनिमेष रंजन की अध्यक्षता में सोमवार को समाहरणालय स्थित सभागार में पंचायत राज विभाग से संबंधित विभिन्न योजनाओं एवं कार्यक्रमों की प्रगति की विस्तृत समीक्षा बैठक आयोजित की गई। बैठक में गुमला सदर, रायडीह, चैनपुर एवं अल्बर्ट एक्का (जारी) प्रखंड के सभी ग्राम पंचायतों के मुखिया, पंचायत सचिव, प्रखंड समन्वयक, बीपीएम (स्वशासन परिषद्/बीपीआरसी/बीपीएमयू) सहित संबंधित अधिकारियों एवं कर्मियों ने भाग लिया।

बैठक में 15वें वित्त आयोग की राशि के व्यय, पंचायत सचिवालय सुदृढ़ीकरण, जन्म-मृत्यु निबंधन, पेसा नियमावली-2025, डिजिटल पंचायत, राष्ट्रीय ग्राम स्वराज अभियान, पंचायत सहायता केंद्र, भारतनेट, पंचायत ज्ञान केंद्र सहित पंचायतों में संचालित विभिन्न योजनाओं एवं कार्यक्रमों की अद्यतन प्रगति की समीक्षा की गई।

समीक्षा के दौरान उप विकास आयुक्त ने निर्देश दिया कि जिन पंचायतों में योजनाओं की प्रगति 10 प्रतिशत से भी कम है, उनके प्रति गंभीरता बरती जाएगी तथा संबंधित पंचायत सचिवों/मुखियाओं के विरुद्ध नियमानुसार कार्रवाई की जाएगी। उन्होंने विशेष रूप से चैनपुर प्रखंड की धीमी प्रगति पर नाराजगी व्यक्त करते हुए सभी पंचायत सचिवों को योजनाओं में तेजी लाने के निर्देश दिए।

उन्होंने कहा कि पंचायतों को उपलब्ध कराई गई राशि का समयबद्ध एवं पारदर्शी उपयोग सुनिश्चित किया जाए। पंचायतों में स्वीकृत योजनाओं को शीघ्र धरातल पर उतारते हुए अधिक से अधिक विकास कार्य प्रारंभ किए जाएं, ताकि आमजन को योजनाओं का प्रत्यक्ष लाभ मिल सके। उन्होंने कहा कि बेहतर कार्य करने वाले पंचायतों को भविष्य में और अधिक योजनाएं उपलब्ध कराई जाएंगी।

उप विकास आयुक्त ने सभी पंचायतों में संचालित आंगनबाड़ी केंद्रों की आधारभूत सुविधाओं को सुदृढ़ करने पर विशेष बल दिया। उन्होंने निर्देश दिया कि जहां आवश्यकता हो वहां बालिकाओं के लिए शौचालयों का निर्माण कराया जाए तथा आंगनबाड़ी केंद्रों के किचन में स्लैब का निर्माण कराया जाए। उन्होंने कहा कि पंचायतों के पास उपलब्ध राशि का उपयोग जनहित के कार्यों में प्राथमिकता के आधार पर किया जाए।

उन्होंने विद्यालयों में भी आवश्यकतानुसार शौचालय निर्माण एवं अन्य आधारभूत सुविधाओं के विकास के लिए उपलब्ध वित्तीय संसाधनों का समुचित उपयोग करने के निर्देश दिए। उन्होंने पंचायत प्रतिनिधियों एवं पंचायत सचिवों से कहा कि योजनाओं को लंबित रखने के बजाय समय पर क्रियान्वित करें तथा उपलब्ध निधि का अधिकतम उपयोग सुनिश्चित करें।

बैठक के दौरान उप विकास आयुक्त ने कहा कि पंचायत स्तर पर कार्यालयों की साफ-सफाई, रखरखाव, छोटे-मोटे मरम्मत कार्य एवं अन्य आवश्यक प्रशासनिक व्यय के लिए नियमानुसार उपलब्ध राशि का उपयोग किया जा सकता है। उन्होंने पंचायत सचिवों एवं मुखियाओं को निर्देश दिया कि पंचायत सचिवालयों को जनसेवा का सशक्त केंद्र बनाया जाए तथा वहां नागरिकों को बेहतर सुविधाएं उपलब्ध कराई जाएं।

उन्होंने कहा कि यदि किसी पंचायत को जिला स्तर से किसी प्रकार की प्रशासनिक अथवा तकनीकी समस्या का सामना करना पड़ता है तो उसकी जानकारी तत्काल जिला प्रशासन को दें। जिला प्रशासन द्वारा सभी पंचायतों को आवश्यक सहयोग उपलब्ध कराया जाएगा ताकि विकास कार्यों में किसी प्रकार की बाधा उत्पन्न न हो।

उप विकास आयुक्त ने राष्ट्रीय ग्राम स्वराज अभियान के उद्देश्यों को प्रभावी ढंग से लागू करते हुए पंचायतों को स्वावलंबी एवं सशक्त बनाने पर बल दिया। साथ ही पेसा नियमावली-2025 के प्रभावी क्रियान्वयन, डिजिटल पंचायत की अवधारणा को मजबूत करने, जन्म-मृत्यु निबंधन में शत-प्रतिशत उपलब्धि तथा पंचायत स्तर पर संचालित सभी योजनाओं की नियमित मॉनिटरिंग सुनिश्चित करने के निर्देश दिए।

बैठक में जिला पंचायती राज पदाधिकारी, गुमला सदर, रायडीह, चैनपुर एवं अल्बर्ट एक्का (जारी) प्रखंड के सभी ग्राम पंचायतों के मुखिया, पंचायत सचिव, प्रखंड समन्वयक, बीपीएम (स्वशासन परिषद्/बीपीआरसी/बीपीएमयू ) सहित संबंधित विभागों के अधिकारी एवं कर्मी उपस्थित थे।
