गुमला के निःशुल्क नेत्र शिविरों पर उठे सवाल, आयुष्मान कार्ड के दुरुपयोग और सरकारी राशि में हेराफेरी के आरोप

गुमला: जिले में आयोजित होने वाले कुछ निःशुल्क नेत्र जांच और शल्य चिकित्सा शिविरों की व्यवस्था को लेकर सवाल उठाए गए हैं। आरोप है कि कुछ ट्रस्ट और संस्थाओं की ओर से लगाए जा रहे शिविरों में मरीजों की संख्या और इलाज से जुड़ी जानकारी में हेराफेरी कर सरकारी राशि का अनुचित लाभ लेने की कोशिश की जा रही है। शिकायत में आयुष्मान कार्ड के कथित दुरुपयोग और निजी अस्पतालों एवं क्लीनिकों से मिलीभगत के भी आरोप लगाए गए हैं।

हालांकि, इन आरोपों की स्वतंत्र रूप से पुष्टि नहीं हुई है। मामले में स्वास्थ्य विभाग या संबंधित संस्थाओं की आधिकारिक प्रतिक्रिया सामने आने पर स्थिति और स्पष्ट हो सकेगी।

निःशुल्क इलाज के नाम पर मरीजों को जोड़ने का आरोप

शिकायत में कहा गया है कि जिले में समय-समय पर निःशुल्क नेत्र जांच एवं ऑपरेशन शिविर आयोजित किए जाते हैं। आयोजकों की ओर से इन शिविरों में विशेषज्ञ चिकित्सकों के आने और मोतियाबिंद समेत आंखों से जुड़ी विभिन्न बीमारियों का निःशुल्क इलाज और ऑपरेशन कराने की जानकारी दी जाती है।

शिकायतकर्ता का आरोप है कि ऐसे शिविरों में इलाज कराने वाले मरीजों के आयुष्मान कार्ड का इस्तेमाल कर सरकारी स्वास्थ्य योजना के तहत मिलने वाली राशि का अधिकतम लाभ लेने की कोशिश की जाती है। विशेष रूप से आर्थिक रूप से कमजोर और कम पढ़े-लिखे मरीजों को इसकी पूरी जानकारी नहीं होने का फायदा उठाए जाने का दावा किया गया है।

मरीजों की संख्या बढ़ाकर भुगतान लेने का आरोप

शिकायत में यह भी आरोप लगाया गया है कि जितने मरीजों का वास्तव में ऑपरेशन होता है, उससे अधिक संख्या रिकॉर्ड में दिखाकर सरकारी अनुदान प्राप्त करने की कोशिश की जाती है। इसमें ऑपरेशन के बाद मरीजों को मिलने वाले भोजन, चश्मा और दवा आदि से संबंधित सरकारी सहायता का भी गलत तरीके से लाभ लेने का आरोप लगाया गया है।

हालांकि, इस संबंध में कितने मरीजों के नाम गलत तरीके से दर्ज किए गए या कितनी सरकारी राशि का कथित तौर पर दुरुपयोग हुआ, इसकी कोई प्रमाणित जानकारी शिकायत में उपलब्ध नहीं कराई गई है।

दवा दुकानों पर भी उठाए गए सवाल

शिकायत में कुछ दवा दुकानदारों की ओर से निःशुल्क जांच शिविर लगाए जाने पर भी सवाल उठाए गए हैं। आरोप है कि शिविर में आने वाले मरीजों को संबंधित चिकित्सकों के माध्यम से महंगी दवाएं लिखी जाती हैं और बाद में उन्हीं दवा दुकानों से दवाओं की बिक्री की जाती है।

शिकायतकर्ता ने स्वास्थ्य विभाग के अधिकारियों की निगरानी व्यवस्था पर भी सवाल उठाते हुए पूछा है कि यदि इस तरह की गतिविधियां हो रही हैं तो विभाग के संबंधित अधिकारी इसकी जांच क्यों नहीं कर रहे हैं।

निजी अस्पतालों और क्लीनिकों से मिलीभगत का भी आरोप

मामले में कुछ निजी क्लीनिकों और अस्पतालों के साथ कथित सांठगांठ के आरोप भी लगाए गए हैं। शिकायत में दावा किया गया है कि शिविर संचालकों और निजी स्वास्थ्य संस्थानों के बीच संबंधों के कारण मरीजों के इलाज से जुड़े मामलों में अनुचित लाभ पहुंचाया जा रहा है।

हालांकि, इन आरोपों की पुष्टि के लिए किसी निजी अस्पताल या क्लीनिक का नाम, दस्तावेज या भुगतान से संबंधित प्रमाण सार्वजनिक नहीं किए गए हैं।

स्वास्थ्य विभाग से जांच की मांग

पूरे मामले को लेकर निःशुल्क नेत्र चिकित्सा शिविरों की प्रक्रिया, मरीजों की संख्या, किए गए ऑपरेशन, आयुष्मान कार्ड से हुए दावों और सरकारी अनुदान के भुगतान की जांच की मांग उठाई गई है।

यदि आरोप सही पाए जाते हैं तो संबंधित संस्थाओं और जिम्मेदार लोगों के खिलाफ नियमानुसार कार्रवाई की जरूरत होगी। वहीं, आरोपों की पुष्टि नहीं होने की स्थिति में संबंधित संस्थाओं का पक्ष भी सामने आना जरूरी है। फिलहाल मामले में स्वास्थ्य विभाग की ओर से कोई आधिकारिक स्पष्टीकरण सामने नहीं आया है।
