गुमला: झारखंड और छत्तीसगढ़ को जोड़ने वाला महत्वपूर्ण एनएच-43 इन दिनों अपनी बदहाली को लेकर सवालों के घेरे में है। सड़क पर जगह-जगह बने गहरे गड्ढे और उनमें जमा बारिश का पानी राहगीरों और वाहन चालकों के लिए परेशानी का कारण बन गया है। हालात ऐसे हैं कि कई जगह सड़क और गड्ढे के बीच फर्क करना तक मुश्किल हो जाता है।
बारिश के दौरान यह परेशानी और बढ़ जाती है। गड्ढों में पानी भर जाने के बाद वाहन चालकों को अंदाजा नहीं लग पाता कि पानी के नीचे सड़क कितनी गहरी है। ऐसे में जैसे ही वाहन का पहिया गड्ढे में जाता है, वाहन के अनियंत्रित होने और दुर्घटना का खतरा बढ़ जाता है। खासकर रात के समय स्थिति ज्यादा चुनौतीपूर्ण हो जाती है।
पानी के नीचे छिपे गड्ढे, हर सफर में जोखिम
एनएच-43 पर कई स्थानों पर सड़क की सतह इस कदर खराब है कि बारिश के बाद गड्ढे पानी से भर जाते हैं। बाहर से आने वाले वाहन चालकों के लिए यह स्थिति और मुश्किल हो जाती है। सड़क सामान्य दिखाई देती है, लेकिन कुछ ही दूरी पर पानी से भरा गड्ढा सामने आ जाता है।
दोपहिया वाहनों के साथ-साथ लाइन ट्रक, ट्रेलर और दूसरे भारी वाहनों के लिए भी ऐसे स्थान परेशानी का कारण बन रहे हैं। रात में रोशनी कम होने और बारिश के बीच पानी के छींटों के कारण सड़क की वास्तविक स्थिति को समझना और कठिन हो जाता है।
दो राज्यों के बीच आवागमन की अहम कड़ी
एनएच-43 सिर्फ स्थानीय लोगों के आवागमन का रास्ता नहीं है। यह झारखंड को छत्तीसगढ़ से जोड़ने वाला महत्वपूर्ण मार्ग है। इस सड़क से रोजाना छोटे-बड़े वाहन गुजरते हैं। यात्री वाहनों के साथ मालवाहक वाहनों की आवाजाही भी इसी मार्ग से होती है।
ऐसे में सड़क की खराब स्थिति का असर सिर्फ सफर तक सीमित नहीं रहता। वाहन चालकों को गड्ढों से बचने के लिए गति कम करनी पड़ती है और कई जगह सामने से आ रहे वाहनों के कारण सुरक्षित रास्ता चुनना भी मुश्किल हो जाता है।
रात और बारिश में बढ़ जाता है खतरा
दिन के समय किसी तरह गड्ढों को देखकर वाहन चालक रास्ता बदल लेते हैं, लेकिन रात में यही गड्ढे ज्यादा खतरनाक हो जाते हैं। बारिश के दौरान सड़क पर पानी जमा होने से गड्ढों की गहराई का अंदाजा नहीं लग पाता।
ऐसे में वाहन चालकों को धीमी गति से चलना पड़ता है। अचानक गड्ढा सामने आने पर वाहन को संभालना भी मुश्किल हो सकता है। लगातार खराब सड़क पर चलने से टायर, सस्पेंशन और वाहन के दूसरे हिस्सों पर भी असर पड़ने की आशंका रहती है।
मरम्मत के बाद फिर क्यों बिगड़ती है सड़क?
एनएच-43 की स्थिति को लेकर सबसे बड़ा सवाल सड़क के रखरखाव का है। स्थानीय स्तर पर यह चर्चा भी है कि सड़क की मरम्मत होने के बाद कुछ समय बीतते ही कई हिस्से फिर खराब हो जाते हैं। हालांकि, सड़क निर्माण या मरम्मत की गुणवत्ता और किसी अधिकारी अथवा ठेकेदार की कथित मिलीभगत को लेकर लगाए जाने वाले आरोपों की आधिकारिक पुष्टि जांच के बाद ही हो सकती है।
फिलहाल जरूरत इस बात की है कि सिर्फ गड्ढे भरने के बजाय सड़क की पूरी स्थिति का तकनीकी निरीक्षण किया जाए और यह देखा जाए कि बारिश के बाद सड़क बार-बार क्यों खराब हो रही है।
सिर्फ गड्ढे भरने से नहीं बनेगी बात
बारिश में सड़क पर पानी जमा होना भी इस समस्या की बड़ी वजह बन रहा है। इसलिए स्थायी समाधान के लिए सड़क की मरम्मत के साथ जलनिकासी व्यवस्था पर भी ध्यान देना जरूरी है।
जिन स्थानों पर लगातार पानी जमा हो रहा है, वहां जलनिकासी की व्यवस्था दुरुस्त किए बिना की गई मरम्मत लंबे समय तक टिकेगी या नहीं, यह भी सवाल है। संवेदनशील स्थानों पर चेतावनी संकेत और सड़क सुरक्षा से जुड़े दूसरे जरूरी इंतजाम किए जाने की जरूरत है।
अब नजर कार्रवाई पर
दो राज्यों को जोड़ने वाले इस महत्वपूर्ण राष्ट्रीय राजमार्ग पर खराब सड़क और जलजमाव की समस्या लंबे सफर को मुश्किल बना रही है। बारिश में सड़क की वास्तविक स्थिति छिप जाने से दुर्घटना का जोखिम भी बढ़ जाता है।
ऐसे में सवाल यही है कि क्या एनएच-43 के गड्ढों की स्थायी मरम्मत होगी या हर बारिश के बाद फिर वही तस्वीर सामने आएगी? अब नजर संबंधित विभाग और राष्ट्रीय राजमार्ग की देखरेख करने वाली एजेंसी की कार्रवाई पर है।
