गुमला शहरी क्षेत्र के विकास को मिलेगी नई गति, उपायुक्त ने विभिन्न निर्माणाधीन योजनाओं का किया निरीक्षण

स्ट्रीट वेंडर्स मार्केट, पर्यटन भवन, कोल्ड स्टोरेज, केंद्रीय विद्यालय एवं राष्ट्रीय स्तर के हॉकी स्टेडियम के कार्यों की समीक्षा कर, दिए आवश्यक निर्देश

गुमला : – गुमला जिले में विकास योजनाओं को गति देने, शहरी सुविधाओं का विस्तार करने तथा निर्माण कार्यों की गुणवत्ता सुनिश्चित करने के उद्देश्य से शुक्रवार को उपायुक्त दिलेश्वर महतो ने गुमला शहरी क्षेत्र एवं आसपास के इलाकों में संचालित विभिन्न विकास एवं निर्माणाधीन परियोजनाओं का निरीक्षण किया। इस दौरान उप विकास आयुक्त अनिमेष रंजन सहित संबंधित विभागों के पदाधिकारी, अभियंत्रण विभाग के कार्यपालक अभियंता एवं सहायक अभियंता तथा संवेदक उपस्थित रहे।
स्ट्रीट वेंडर्स मार्केट के माध्यम से व्यवस्थित होगा शहर,
निरीक्षण के क्रम में उपायुक्त ने सर्वप्रथम पर्यटन भवन के पीछे निर्माणाधीन स्ट्रीट वेंडर्स न्यू मार्केट का जायजा लिया तथा कार्यों की अद्यतन स्थिति की जानकारी ली। परियोजना पूर्ण होने के बाद शहर के स्ट्रीट वेंडर्स को यहां व्यवस्थित रूप से स्थानांतरित करने के संबंध में विस्तार से चर्चा की गई। इस परिसर में वर्तमान में 65 छोटी दुकानों का निर्माण किया गया है, जहां सब्जी एवं फल एवं अन्य विक्रेता अपना व्यवसाय संचालित कर सकेंगे।

उपायुक्त एवं उप विकास आयुक्त ने बाजार परिसर में आवश्यक सुविधाएं सुनिश्चित करते हुए निर्माण कार्य को गुणवत्तापूर्ण तरीके से निर्धारित समय-सीमा के भीतर पूरा करने का निर्देश दिया।

इस दौरान शहर के सुनियोजित विस्तार एवं यातायात व्यवस्था को बेहतर बनाने पर भी चर्चा हुई। नगर परिषद के कार्यपालक पदाधिकारी ने बताया कि शहर में पार्किंग की समस्या के समाधान तथा मुख्य मार्गों पर भीड़ कम करने के लिए सब्जी बाजार को व्यवस्थित स्थान पर स्थानांतरित करना आवश्यक है। इससे यातायात का दबाव कम करने के साथ सड़क दुर्घटनाओं की आशंका को भी कम करने में मदद मिलेगी। नगर परिषद क्षेत्र को व्यवस्थित एवं विस्तारित स्वरूप देने के लिए विभिन्न योजनाओं पर कार्य किया जा रहा है।
पर्यटन भवन को आधुनिक एवं अधिक उपयोगी बनाने पर जोर
इसके बाद उपायुक्त ने पर्यटन भवन का निरीक्षण किया। उन्होंने भवन के रखरखाव, उपलब्ध सुविधाओं तथा संचालन व्यवस्था की जानकारी ली। संबंधित कर्मियों द्वारा बताया गया कि यहां कमरे 900 रुपये प्रतिदिन की दर से उपलब्ध हैं, जबकि पूरे भवन की बुकिंग लगभग 60 हजार रुपये में की जा सकती है।

उपायुक्त एवं उप विकास आयुक्त ने पर्यटन भवन में आधुनिक सुविधाएं विकसित करने, इसकी आकर्षकता बढ़ाने तथा इसे अधिक उपयोगी एवं व्यवस्थित बनाने की संभावनाओं पर चर्चा की। उन्होंने उपलब्ध संसाधनों का बेहतर उपयोग सुनिश्चित करने पर भी जोर दिया।
निर्माणाधीन कोल्ड स्टोरेज के कार्य में विलंब पर जताई नाराजगी,
उपायुक्त ने चांदाली स्थित निर्माणाधीन कोल्ड स्टोरेज का निरीक्षण करते हुए कार्यों की प्रगति की समीक्षा की। निर्माण कार्य में हो रहे विलंब पर उन्होंने नाराजगी व्यक्त की तथा संबंधित अधिकारियों एवं संवेदक को कार्य को गंभीरता से लेने का निर्देश दिया। उन्होंने कहा कि यह एक महत्वपूर्ण एवं पुरानी परियोजना है, जिसका समय पर पूरा होना आवश्यक है।
उपायुक्त ने दिसंबर तक निर्माण कार्य पूर्ण करने तथा अगले वर्ष तक कोल्ड स्टोरेज को क्रियाशील बनाने के लक्ष्य के अनुरूप कार्यों में तेजी लाने और नियमित निगरानी सुनिश्चित करने का निर्देश दिया।
केंद्रीय विद्यालय के निर्माण एवं परिसर के विकास की समीक्षा,
इसके पश्चात उपायुक्त ने चांदाली स्थित निर्माणाधीन केंद्रीय विद्यालय का निरीक्षण किया। उन्होंने विद्यालय के निर्माण कार्यों, भवन के संपूर्ण प्लान, गुणवत्ता एवं फिनिशिंग की स्थिति का जायजा लिया। बताया गया कि विद्यालय का अधिकांश निर्माण कार्य पूरा हो चुका है तथा कुछ छोटे निर्माण एवं फिनिशिंग संबंधी कार्य शेष हैं।
उपायुक्त ने विद्यालय परिसर में प्रस्तावित खेल मैदान एवं सौंदर्यीकरण से संबंधित कार्यों की भी समीक्षा की। उन्होंने सभी शेष कार्यों को निर्धारित समय-सीमा के भीतर गुणवत्तापूर्ण ढंग से पूरा करने का निर्देश दिया।
हॉकी स्टेडियम को राष्ट्रीय स्तर के मानकों के अनुरूप बनाने का निर्देश
निरीक्षण के क्रम में उपायुक्त ने समाहरणालय भवन के पीछे चांदाली में निर्माणाधीन हॉकी स्टेडियम का भी जायजा लिया। उन्होंने स्टेडियम के निर्माण संबंधी विस्तृत योजना को देखा तथा जमीनी स्तर पर हो रहे कार्यों की गुणवत्ता की जांच की।

उपायुक्त ने स्पष्ट निर्देश दिया कि स्टेडियम का निर्माण राष्ट्रीय स्तर की प्रतियोगिताओं के निर्धारित गुणवत्ता मानकों के अनुरूप होना चाहिए। निर्माण कार्य में किसी भी प्रकार की लापरवाही बर्दाश्त नहीं की जाएगी। उन्होंने कहा कि यह स्टेडियम केवल गुमला जिले ही नहीं, बल्कि देश के खिलाड़ियों के लिए भी महत्वपूर्ण साबित हो सकता है। इसलिए इसके निर्माण में गुणवत्ता, उपयोगिता एवं निर्धारित मानकों का विशेष ध्यान रखा जाए।

उन्होंने स्टेडियम के निर्माण कार्य में तेजी लाने तथा सभी कार्यों को गुणवत्तापूर्ण तरीके से पूर्ण करने का निर्देश दिया। साथ ही खिलाड़ियों के आवास निर्माण के संबंध में भेजे गए प्रस्ताव की स्थिति की भी जानकारी ली।

निरीक्षण के अंत में उपायुक्त ने संबंधित पदाधिकारियों एवं अभियंताओं को जिले की सभी महत्वपूर्ण निर्माणाधीन विकास योजनाओं की नियमित निगरानी करने, कार्यों में अनावश्यक विलंब से बचने तथा निर्धारित समय-सीमा के भीतर गुणवत्तापूर्ण निर्माण सुनिश्चित करने का निर्देश दिया। उन्होंने कहा कि विकास योजनाओं का उद्देश्य आम नागरिकों को बेहतर सुविधाएं उपलब्ध कराना है, इसलिए सभी संबंधित विभाग आपसी समन्वय के साथ जिम्मेदारीपूर्वक कार्य करें।
