खलारी – मुख्य चिकित्सा पदाधिकारी के आदेश के विरोध में की गई सर्वदलीय बैठक

खलारी, 29 दिसम्बर : प्राथमिक सामुदायिक स्वास्थ्य केंद्र खलारी में डीएमएफटी मद से हाल ही में लगाये गए अल्ट्रासाउंड मशीन को सदर अस्पताल राँची को वापस सुपुर्द करने के असैनिक शल्य चिकित्सक सह मुख्य चिकित्सा पदाधिकारी राँची के लिखित आदेश के विरोध में गुरुवार को प्राथमिक सामुदायिक स्वास्थ्य केंद्र खलारी के प्रांगण में सर्वदलीय बैठक की गई। इस बैठक में सभी राजनीतिक दलों के प्रखंड स्तरीय पदाधिकारी, समाजसेवी, प्रबुद्ध वर्ग एवं जनप्रतिनिधियों ने भाग लिया। उपस्थित सभी लोगों ने इस आदेश का पुरजोर विरोध किया साथ ही इसे हास्यास्पद बताया, कहा कि सदर अस्पताल को ग्रामीण क्षेत्र से अल्ट्रासाउंड मशीन मंगाने की जरूरत पड़ रही है जो सरकार की स्वास्थ्य सम्बंधित विफलता को दर्शाता है। मुख्य चिकित्सा पदाधिकारी को शहर के लोगों की चिंता सता रही है परन्तु खलारी के लोगों की चिंता उन्हें जरा भी नहीं है, लाखों की आबादी को आखिर किसके भरोसे छोड़ना चाहते हैं? डीएमएफटी मद से प्राप्त सुविधाओं पर पहले यहां के प्रभावित लोगों का हक है न कि अन्य जगहों का। अति आवश्यक परिस्थिति में सदर अस्पताल में वैकल्पिक व्यवस्था की जा सकती है परन्तु खलारी की जनता को भगवान भरोसे छोड़ना कहाँ का न्याय है? इस दौरान स्वास्थ्य केन्द्र में अति आवश्यक जरूरतों पर चर्चा की गई। साथ ही खलारी एवं बुढ़मू चिकित्सा पदाधिकारी के द्वारा असैनिक शल्य चिकित्सक सह मुख्य चिकित्सा पदाधिकारी रांची को 16 सूत्री मांग पत्र दिया गया। माँग पत्र में खलारी प्राथमिक स्वास्थ्य केंद्र को बुढ़मू से अलग करने, गायनोकोलॉजिस्ट डॉक्टर की उपस्थिति प्रतिदिन अनिवार्य करने, डीजीओ गायनोकोलॉजिस्ट या रेडियोलॉजिस्ट डॉक्टर का अस्थाई रूप से प्रबंध, जरूरत के हिसाब से पर्याप्त मात्रा में दवाई उपलब्ध करवाने, ओटी टेबल लाइट सेट स्टेबलाइजर इत्यादि की व्यवस्था, डॉग वाइट वैक्सीन उपलब्ध कराने, लैब टेक्नीशियन एवं पैथोलॉजी जांच लैब की व्यवस्था, लेबर रूम की साफ सफाई एवं हाईटेक व्यवस्था युक्त करने क्योंकि हर महीने लगभग 30 से 35 गर्भवती महिलाओं की प्रसव कराई जाती है, एंबुलेंस के लिए ड्राइवर और इंधन की व्यवस्था, एक चार पहिया वाहन ड्राइवर एवं इंधन के साथ यहां स्वास्थ्य कर्मी व चिकित्सकों के क्षेत्र भ्रमण हेतु उपलब्ध कराने, एक एमपीडब्ल्यू स्टाफ उपलब्ध कराने, सोलर इनवर्टर की व्यवस्था क्योंकि अस्पताल में लाइट की स्थिति सही नहीं रहती है और जनरेटर में इंधन की उपलब्धता नहीं होने के कारण जनरेटर नहीं चलता है अतः इंधन की व्यवस्था, यहां आने वाले मरीजों के लिए स्वच्छ पेयजल के लिए एक्वा गार्ड मशीन की व्यवस्था, सफाई कर्मी की व्यवस्था एवं सुरक्षा गार्ड की व्यवस्था शामिल हैं। कोविड-19 महामारी पुनः आगमन की संभावना को देखते हुए जनप्रतिनिधियों ने एक स्वर में उपरोक्त मांगों को जल्द से जल्द व्यवस्था करने की मांग की है जिससे कि खलारी के लाखों ग्रामीणों को सहज सुविधा मुहैया कराया जा सके। मांग पत्र की प्रतिलिपि मुख्यमंत्री झारखंड सरकार, स्वास्थ्य मंत्री झारखंड सरकार, राज्यसभा सांसद डॉ महुआ माजी, संजय सेठ सांसद रांची,
समरी लाल विधायक कांके एवं उपायुक्त रांची को भी दिया गया है। इधर सांसद संजय सेठ एवं सांसद महुआ मांझी के पहल पर राँची उपायुक्त ने मुख्य चिकित्सा पदाधिकारी रांची के आदेश को निरस्त करने का आदेश दिया गया है।
