सालखन ने कहा-झारखंड की सरकारी व गैर सरकारी नौकरियों का 90 प्रतिशत हिस्सा ग्रामीण क्षेत्रों को आवंटित किया जाए

रांची:  प्रथम स्वतंत्रता संग्रामी तिलका मुर्मू के शहीद दिवस पर उनकी स्मृति के अवसर पर आदिवासी सेंगेल अभियान के अध्यक्ष सालखन मुर्मू ने झारखंडी नियोजन नीति को लेकर कहा कि झारखंड की सभी सरकारी/गैर सरकारी नौकरियों का लगभग 90 प्रतिशत हिस्सा ग्रामीण क्षेत्रों को आवंटित किया जाए। फिर उसको प्रखंडवार कोटा बनाकर केवल उसी प्रखंड के आवेदकों से तुरंत भरा जाए। प्रखंड में अवस्थित आबादी के अनुपात से हिस्से का बंटवारा किया जा सकता है। इसमें खतियान की कोई जरूरत नहीं है। ग्रामीण क्षेत्रों में वास करनेवाले लगभग सभी आदिवासी और मूलवासी झारखंडी हैं. उसी प्रकार शहरी क्षेत्रों के बीच में 10 प्रतिशत का हिस्सा बांटा जा सकता है।

झारखंडी भाषा नीति पर सालखन की राय

श्री मुर्मू ने झारखंडी भाषा नीति के संबंध में कहा कि झारखंड की 5 आदिवासी भाषाएं+ 4 मूलवासी भाषाएं ही झारखंडी भाषाएं हैं। इनको समृद्ध किया जाए। बिरसा मुंडा के जन्मदिन पर स्थापित झारखंड प्रदेश वस्तुत: एक आदिवासी प्रदेश है। अतः अविलंब एक आदिवासी भाषा को झारखंड की प्रथम राजभाषा का दर्जा देना अनिवार्य है। आठवीं अनुसूची में शामिल एकमात्र झारखंडी भाषा-संताली भाषा को प्रथम राजभाषा का दर्जा दिया जा सकता है।

झारखंड की मांग खतियान आधारित नहीं था

उन्होंने कहा कि झारखंड और वृहद झारखंड की मांग खतियान आधारित नहीं था और अब भी नहीं है। झारखंड के पड़ोस में स्थापित बिहारी, बंगाली, उड़िया आदि उप-राष्ट्रीयता से भिन्न झारखंडी उप-राष्ट्रीयता को स्थापित कर, आंतरिक उपनिवेशी शोषण से मुक्त होकर विकास के पथ पर राजकीय स्वायत्तता (ऑटोनॉमी) के साथ अग्रसर करने का एक सपना था और है। झारखंड को माँगने वाले आदिवासी-मूलवासी (झारखंडी) को स्थापित करना ही झारखंडी स्थानीयता नीति बनाने का मूल लक्ष्य हो सकता है। जो बाकी उप-राष्ट्रीयता की तरह उनकी भाषा-संस्कृति और जातिगत पहचान (सूची) से स्वत: स्थापित हो जाता है। अतएव आदिवासी- मूलवासी ही झारखंडी और स्थानीय हैं।
