खलारी सीमेंट फैक्ट्री के द्वारा हो रहे स्लरी उठाव पर रोक, मालिकाना हक को लेकर उठ रहे हैं सवाल

खलारी, 30 जनवरी : खलारी सीमेंट फैक्ट्री प्रबन्धन के द्वारा चालान काट कर स्लरी उठाव पर अंचलाधिकारी शिशुपाल आर्य के द्वारा आदेश पत्र जारी कर रोक लगा दिया गया है। इस सम्बंध में बताया गया है कि स्लरी उठाव एवं वाहनों के परिवहन से उड़ने वाले डस्ट के प्रदूषण से आस पास के ग्राम वासी प्रभावित हो रहे हैं जिसकी शिकायत बार बार खलारी सीओ को मिल रही है साथ ही स्लरी के मालिकाना हक को लेकर ग्रमीणों, एनजीओ एवं स्थानीय समाचार पत्रों के माध्यम से उठ रहे सवाल पर यह आदेश जारी किया गया है।

स्लरी के मालिकाना हक की जानकारी के लिए उपायुक्त रांची एवं जिला खनन पदाधिकारी रांची से मार्गदर्शन की मांग की गई है। और जबतक कोई निर्देश नहीं मिल जाता तबतक के लिए तत्काल प्रभाव से इस पर रोक लगा दी गई है। सूचना के लिए पत्र की प्रतिलिपि पुलिस उपाधीक्षक खलारी एवं अनुपालन के लिए महाप्रबंधक खलारी सीमेंट फैक्ट्री को भी प्रेषित की गई है।

ग्रामीणों ने अवैध कारोबार का लगाया आरोप, की उच्च स्तरीय जांच की मांग

खलारी सीमेंट फैक्ट्री अपने अवैध कारोबार के लिए हमेशा चर्चा में रहा है। जबसे फैक्ट्री में सीमेंट उत्पादन बन्द कर कोयले का कारोबार किया जा रहा है तब से फैक्ट्री पर अवैध कोयले की खरीद, कोयले में चारकोल एवं बैंड कोल का मिलावट का आरोप भी लगा है और अब स्लरी के अवैध उठाव का मामला सामने आया है। प्रबंधन इसे फैक्ट्री की सम्पति बता रही है जबकि जानकार इसे गलत बता रहे हैं। कारण बताया जा रहा है कि फैक्ट्री का जमीन का लीज कब का खत्म हो चुका है जिस कारण फैक्ट्री के पूर्व अधिकार क्षेत्र के जमीन पर जमीन मालिकों के अलावे अन्य लोगों का कब्जा होता जा रहा है। कई ऐसे क्षेत्र हैं जहाँ नई नई बस्ती गाँव की शक्ल ले चुके हैं।

आवासीय कॉलोनियों में भी कई तरह के निर्माण कार्य लगातार किया जा रहा है। परन्तु इसपर कोई अंकुश क्यों नहीं लग पाया? सवाल यह है कि अगर यह सब फैक्ट्री की मल्कियत होती तो इसे रोकने की कोशिश प्रबंधन क्यों नहीं करता? इधर ग्रामीणों के द्वारा स्लरी उठाव को अवैध बताया गया है। यह स्लरी एसीसी कम्पनी के समय की है जिसपर दशकों बाद घने पेड़ पौधे उग आए हैं और फैक्ट्री प्रबंधन द्वारा इसे नष्ट किया जा रहा है जिससे पर्यावरण को क्षति पहुंचाई जा रही है। ग्रामीणों के द्वारा फैक्ट्री प्रबंधन की मनमानियों पर अंकुश लगाते हुए उच्च स्तरीय जाँच की मांग की गई है।
