रांची – सन 1979 की बात है। शाम 6 बजे एक किसान इटावा ज़िला के ऊसराहार थाने में मैला कुचैला कुर्ता धोती पहने पहुँचा और अपने बैल की चोरी की रपट लिखाने की बात की।छोटे दरोग़ा ने पुलिसिया अंदाज में 4 आड़े-टेढ़े सवाल पूछे और बिना रपट लिखे किसान को चलता किया। जब वो किसान थाने से जाने लगा तो एक सिपाही पीछे से आया और बोला “बाबा थोड़ा खर्चा-पानी दे तो रपट लिख जाएगी।”अंत में उस समय 35 रूपये की रिश्वत लेकर रपट लिखना तय हुआ।रपट लिख कर मुंशी ने किसान से पूछा “बाबा हस्ताक्षर करोगे कि अंगूठा लगाओगे?”किसान ने हस्ताक्षर करने को कहा तो मुंशी ने दफ़्ती आगे बढ़ा दी जिस पर प्राथमिकी का ड्राफ़्ट लिखा था। किसान ने पेन के साथ अंगूठे वाला पैड उठाया तो मुंशी सोच में पड़ गया।हस्ताक्षर करेगा तो अंगूठा लगाने की स्याही का पैड क्यों उठा रहा है?किसान ने हस्ताक्षर में नाम लिखा चौधरी चरण सिंह और मैले कुर्ते की जेब से मुहर निकाल के कागज पर ठोंक दी, जिस पर लिखा था “प्रधानमंत्री, भारत सरकार “ये देखकर सारे थाने में हड़कंप मच गया।असल में ये मैले कुर्ते वाले बाबा किसान नेता और भारत के उस समय के प्रधानमंत्री चौधरी चरण सिंह थे।जो थाने में किसानों की सुनवाई का औचक निरीक्षण करने आये थे। अपनी कारों का दस्ता-क़ाफ़िला थोड़ी दूर खड़ा करके कुर्ते पर थोड़ी मिट्टी डाल कर आ गए थे।ऊसराहार का पूरा थाना सस्पेंड कर दिया गया। आज देश को भी ऐसे नेताओं की ज़रूरत है।।
