बिना निबंधन नहीं उतरेंगे वाहन, डीटीओ ने डीलरों को दी सख्त चेतावनी

गुमला : – गुमला उपयुक्त प्रेरणा दीक्षित के निर्देश पर परिवहन विभाग द्वारा राजस्व संग्रहण में तेजी लाने और सड़क सुरक्षा मानकों का कड़ाई से पालन सुनिश्चित करने के लिए शुक्रवार को जिला परिवहन कार्यालय में एक महत्वपूर्ण समीक्षा बैठक आयोजित की गई। जिला परिवहन पदाधिकारी (डीटीओ) ज्ञान शंकर जायसवाल की अध्यक्षता में संपन्न इस बैठक में जिले के सभी दोपहिया एवं चार पहिया वाहन शोरूम के डीलरों और उनके प्रतिनिधियों ने हिस्सा लिया। बैठक में राजस्व वसूली और सुरक्षा मानकों को लेकर कड़े निर्देश जारी किए गए हैं।

वित्तीय वर्ष की समाप्ति के करीब होने के कारण डीटीओ ने स्पष्ट किया कि राजस्व वसूली के निर्धारित लक्ष्यों को हर हाल में समय पर पूरा करना होगा। उन्होंने सभी डीलरों को निर्देश दिया कि वाहनों के निबंधन से जुड़े सभी लंबित बकाये और सरकारी शुल्क को बिना किसी देरी के जमा करें। उन्होंने चेतावनी दी कि राजस्व कार्यों में किसी भी प्रकार की लापरवाही बर्दाश्त नहीं की जाएगी। इसके साथ ही बैठक में ‘नो रजिस्ट्रेशन, नो मूवमेंट’ की नीति पर सख्त जोर दिया गया। डीटीओ ने कड़े लहजे में कहा कि शोरूम से कोई भी वाहन बिना स्थायी या अस्थायी निबंधन के बाहर नहीं निकलना चाहिए। यदि सड़क पर कोई नया वाहन बिना नंबर प्लेट के पाया जाता है, तो इसके लिए सीधे तौर पर संबंधित डीलर को जिम्मेदार मानते हुए उनके विरुद्ध कानूनी कार्रवाई की जाएगी।

सड़क दुर्घटनाओं पर अंकुश लगाने के उद्देश्य से सुरक्षा मानकों के पालन पर विशेष निर्देश दिए गए हैं। “प्रत्येक बिक्री के साथ दो हेलमेट लेना जरूरी, सड़क सुरक्षा के लिए मजबूरी” के नियम को लागू करते हुए डीटीओ ने स्पष्ट किया कि दोपहिया वाहन की प्रत्येक डिलीवरी के साथ ग्राहक को आईएसआई मार्क वाला हेलमेट देना अनिवार्य है। वहीं, चार पहिया वाहन डीलरों को निर्देशित किया गया है कि वे ग्राहकों को वाहन सौंपते समय सीट बेल्ट के उपयोग और अन्य सेफ्टी फीचर्स के प्रति अनिवार्य रूप से जागरूक करें।

बैठक के दौरान उपस्थित डीलरों के ट्रेड सर्टिफिकेट की वैधता की भी जांच की गई। डीटीओ ने निर्देश दिया कि जिन संस्थानों के ट्रेड लाइसेंस की अवधि समाप्त होने वाली है, वे तत्काल अपने लाइसेंस के नवीनीकरण की प्रक्रिया पूरी कर लें ताकि उनके व्यावसायिक कार्यों में कोई तकनीकी या कानूनी बाधा उत्पन्न न हो। बैठक के समापन पर जिला परिवहन पदाधिकारी ने दो-टूक शब्दों में चेतावनी देते हुए कहा कि नियमों का उल्लंघन करने वाले या सरकारी राजस्व में बाधा डालने वाले डीलरों का ट्रेड लाइसेंस सीधे रद्द कर दिया जाएगा। उन्होंने सभी ऑटोमोबाइल प्रतिनिधियों से विभाग के साथ समन्वय बनाकर काम करने की अपील की। इस दौरान हीरो, होंडा, टीवीएस, मारुति सुजुकी और महिंद्रा, सोनालिका ट्रैक्टर, भारत ट्रैक्टर, अंकित इंटरप्राइजेज, खतरी बाइक्स, संतोष इंटरप्राइजेज, प्रेमसंस मोटर, ज्योति एंटरप्राइसेज, माही ट्रेड्स, फ्रेंड्स मोटर, जैसे प्रमुख ब्रांड्स के अधिकृत प्रतिनिधियों सहित परिवहन विभाग के कर्मचारी मौजूद थे।
