शहरी क्षेत्र में जलापूर्ति की व्यवस्था का उपायुक्त ने किया अवलोकन आवश्यक सुधार हेतु बिंदुवार समस्याओं की सूची एवं व्यवस्था दुरुस्त करने हेतु प्रक्लान तैयार करने का दिया गया निर्देश

गुमला : जिले के शहरी क्षेत्र अंर्तगत पेयजल आपूर्ति की व्यवस्था को देखने आज आज उपायुक्त कर्ण सत्यार्थी ने नागफेनी स्थित जल उठाव प्रणाली से लेकर जल निस्पंदन प्रक्रिया एवं अंतिम में जल मीनार का भी अवलोकन किया। जिले के शहरी क्षेत्र में पेय जल आपूर्ति की व्यवस्था को दुरुस्त करने एवं जलापूर्ति से जुड़े समस्याओं के निस्पदान करने के उद्देश्य से उपायुक्त ने जलापूर्ति की पूरी प्रक्रिया का अवलोकन किया एवं समस्याओं को भी जाना।

सबसे पूर्व उपायुक्त ने नागफेनि में हो रहे जल उठाव की प्रक्रिया को देखा एवं जल उठाव में मशीन के उपयोग आदि से संबंधित बिंदुवार प्रक्रियाओं एवं जल उठाव के दौरान होने वाली समस्याओं को जाना । इसके पश्चात उन्होंने पुग्गु में में हो रहे जल निस्पंदन की प्रणाली को भी समझा । इस दौरान उपायुक्त ने नगर परिषद के कार्यपालक पदाधिकारी को वाटर टेस्ट करवाने का भी निर्देश दिया। पुग्गू में हो रहे जल निस्पंदन की प्रक्रिया में किस प्रकार से पाइप लाइन के जरिए आए पानी का निस्पंदन किया जाता है एवं साफ पानी को कैसे जल मीनारों तक पहुंचाया जाता है से जुड़े महत्वपूर्ण तथ्यों का उपायुक्त ने अवलोकन किया।

इसके पश्चात उन्होंने बाजार टांड़ में बने जल मीनार का भी अवलोकन किया एवं जल मीनार में पानी उठाव एवं कैपेसिटी आदि से संबंधित जानकारी ली। उपायुक्त ने पीएचईडी विभाग के जे.ई. को जलापूर्ति के दौरान होने वाले समस्याओं से जुड़े विस्तृत रिपोर्ट तैयार करने का निर्देश दिया साथ ही अन्य सुविधाओं को दुरुस्त करने हेतु प्रक्लन भी तैयार करने का निर्देश दिया।

ज्ञात हो की गुमला जिले के शहरी क्षेत्र में कुल 10183 घरों के लिए नागफेनी नदी से पानी का उठाव किया जाता है एवं प्रतिदिन 135 lpcd (litre per capacity per day) के अनुसार कुल जलापूर्ति की आवश्यकता 10.538 MLD होती है। एवं गुमला नगर परिषद क्षेत्र अंतर्गत चार स्थलों पीएचईडी कैंपस, कर्मटोली, दुनदुरिया पहाड़, एवं बाजार टांड़ में पूर्व में निर्मित जलमीनार अवस्थित है।

जिला नगर परिषद के सिटी मैनेजर के द्वारा प्राप्त जानकारी अनुसार वर्तमान में शहरी जलापूर्ति योजना की कार्यकारी एजेंसी PHED, गुमला है। जलापूर्ति एवं जल जाँच PHED कार्यालय से होता है। वर्तमान में सभी वार्डों में आंशिक रूप से पाइपलाइन का विस्तारीकरण किया गया है।

प्राप्त जानकारी अनुसार विश्व बैंक संपोषित झारखण्ड म्युनिसिपल डेवलपमेंट प्रोजेक्ट (JMDP) के तहत वर्ष 2053 तक के लिए जुडको लिमिटेड, राँची के द्वारा NJS एवं MARS को DPR निर्माण हेतु कार्यादेश जारी किया गया था । उक्त एजेंसी के द्वारा नगर परिषद्, गुमला कार्यालय में INCEPTION REPORT एवं FEASIBILITY REPORT समर्पित किया गया है।
नये DPR के अनुसार 15MLD का WTP का निर्माण किया जाना है एवं 04 नये ESR का अधिष्ठापन
किया जाना है। जिसकी प्रक्रिया जारी है।

उपायुक्त के क्षेत्र भ्रमण के दौरान मुख्य रूप से नगर परिषद कार्यपालक पदाधिकारी, संबंधित प्रखंड विकास पदाधिकारी एवं अंचल अधिकारी, पीएचईडी विभाग के JE,AE सहित नगर परिषद से सिटी मैनेजर सहित अन्य संबंधित पदाधिकारी एवं कर्मी मौजूद रहें।
