जमीन में अनाज गाड़ने के मामले में सरयू राय ने मंत्री को दी चुनौती, कहा- ढूंढते रह जाइएगा मेरे कार्यकाल की अनियमितताएं…पर नहीं खोज पाइएगा…!

रांची : निर्दलीय विधायक सरयू राय और मंत्री बन्ना गुप्ता के बीच की अदावत पुरानी है. दोनों एक-दूसरे के खिलाफ ‘क्लू’ खोजने में लगे रहते हैं. बन्ना गुप्ता के खाद्य आपूर्ति मंत्री भी बनने के बाद वे मौके की तलाश में थे. रघुवर सरकार में खाद्य आपूर्ति मंत्री रहे सरयू राय पर बन्ना गुप्ता ने यह आरोप लगा दिया कि उन्होंने अपने कार्यकाल में जमीन के अंदर खाद्यान गड़वाने का काम किया था. इसके बाद सरयू की बारी थी. उन्होंने इस मामले में सरयू राय ने मंत्री बन्ना गुप्ता पर पलटवार किया है। सरयू राय ने सवाल पूछा है कि मंत्री बन्ना गुप्ता ने कडरू गोदाम का निरीक्षण करते समय जो पाया, उसका क्या लिखित प्रतिवेदन संचिका में दिया है। विभागीय सचिव ने इसकी मीमांसा करते हुए जो टिप्पणी मंत्री के रूप में उनके पास भेजी है, उसपर उन्होंने क्या किया है। यह बन्ना गुप्ता को सार्वजनिक करना चाहिए।

”मंत्री को चाहिए कि पहले विभागीय नियमावली की समझ बनाएं। विभाग में किसका क्या अधिकार और दायित्व है, इसकी जानकारी लें। मंत्रालय और निदेशालय तथा राज्य खाद्यान्न निगम के बीच का कार्य विभाजन समझें। गोदाम किसके अधीन आते हैं और उसमें रक्षित खाद्यान्न किसके ज़िम्मे रहते हैं, यह जानकारी प्राप्त करें और तब इस पर कुछ बयान दें।” 

अनाज की कालाबाजारी करने-कराने का मंत्री का मंसूबा कभी पूरा नहीं होगा

सरयू राय ने मंत्री पर तंज कसते हुए कहा कि अज्ञानता और तिकड़मी बदमाशी का सहारा लेकर भले ही तीन-तेरह,  झूठ-फ़रेब कर सकते हैं, मीडिया को गुमराह कर सकते हैं। अनाज की कालाबाजारी करने-कराने का आपका मंसूबा कभी पूरा नहीं होगा। सरयू ने कहा कि कोई मंत्री जब निरीक्षण करता है तो एक निरीक्षण प्रतिवेदन तैयार कर संचिका में रखता है। संचिका विभागीय सचिव के पास टिप्पणी के लिए जाती है। विभागीय सचिव संचिका में रक्षित प्रतिवेदन पर विचारोपरांत नियम का हवाला देते हुए विधिसम्मत टिप्पणी के साथ संचिका आदेश के लिए मंत्री के पास आती है। मंत्री इस पर विचार कर सचिव की टिप्पणी से अंशतः या पूर्णतः सहमत या असहमत होते हुए आवश्यक आदेश जारी करता है। इसलिए मंत्री कुछ भी कर लें, लेकिन मेरे कार्यकाल की अनियमिताएं ढूंढते रह जाइएगा पर कुछ नहीं खोज पाइएगा। ऐसा करने की कोशिश करिएगा तो हथकड़ी को आमंत्रित कीजिएगा।

मेरे कार्यकाल में सबकुछ नियम-परिनियम के तहत हुआ 

उन्होंने कहा कि बन्ना गुप्ता यह समझ लें कि अपने मंत्री कार्यकाल में मैंने जो व्यवस्था कर दी है, उसके बाद कोई मंत्री या सचिव चाहकर भी एक छटांक भी खाद्यान्न की चोरी नहीं कर सकता। इसलिए यदि वे गोदामों का निरीक्षण अनाज की चोरी करने का रास्ता निकालने की कोशिश में हैं तो, उन्हें निराशा हाथ लगेगी। मेरे कार्यकाल में विभाग में जो भी हुआ है वह नियम-परिनियम के तहत हुआ है। यह ध्यान रखा गया है कि मंत्री/सचिव या अन्य के किसी आचरण से सरकार के खजाने पर एक पैसे का भी बोझ नहीं आए।

क्या है जांच रिपोर्ट में…?

बताते चलें कि कुछ दिन पहले खाद्य, सार्वजनिक वितरण एवं उपभोक्ता मामले के मंत्री बन्ना गुप्ता ने SFC यानी स्टेट फ़ूड कॉरपोरेशन के कडरू स्थित गोदाम का औचक निरीक्षण किया था। अब इसकी जांच रिपोर्ट आ गयी है। जांच रिपोर्ट में कुछ चौंकाने वाले खुलासे हुए हैं। जांच रिपोर्ट में बताया गया है कि तत्कालीन मंत्री सरयू राय की जानकारी में अनाज को गाड़ दिया गया था। जांच रिपोर्ट के मुताबिक लगभग 1098.17 क्विंटल अनाज को सरयू राय ने जमीन में गाड़ने पर सहमति दी थी। रिपोर्ट में यह भी लिखा गया है कि उचित रखरखाव के अभाव में अनाज सड़ गया। इसकी सूचना भी आप्त सचिव के माध्यम से तत्कालीन मंत्री सरयू राय को दी गई थी।

बन्ना गुप्ता ने उल्टा शपथ पत्र पढ़ा था,इसका प्रमाण है

उन्होंने कहा कि उनकी तिकड़मबाजी का इलाज मुख्यमंत्री हेमंत सोरेन ही कर सकते हैं। यदि उनकी सरकार का एक मंत्री बेसिर पैर की बात करता है, बयान जारी करता है तो मंत्रिपरिषद की सामूहिक ज़िम्मेदारी के नाते इसमें सीएम का भी उत्तरदायित्व बनता है। सरयू राय ने आरोप लगाया कि मंत्री के रूप में शपथ लेते हुए बन्ना गुप्ता ने उल्टा शपथ पत्र पढ़ा था। पहला पन्ना बाद में और बाद का पन्ना पहले पढ़ा था। शपथ ग्रहण के समय का वीडियो इसका प्रमाण है।
