गुमला – गमला स्थित जिले के 32 पेट्रोल पंप संचालक व कर्मचारी बीते चार दिनों से काला बिल्ला लगाकर काम कर रहे हैं। राज्य सरकार से उनकी मांग डीजल और पेट्रोल पर वैट कम करने पेट्रोल पंपों के बकाया सरकारी बिलों का भुगतान करने और पेट्रोल पंपों का वैट रिटर्न दाखिल करने से छूट देने की दिशा में सकारात्मक कदम उठाने की है। मांगे पूरी नहीं होने पर 2 सितंबर को जिले के सभी पेट्रोल पंप को बंद रखने का चेतावनी राज्य सरकार को दी गई है। वहीं काला बिल्ला लगाकर कार्य किए जाने का आंदोलन 1 सितंबर तक चलेगा झारखंड पेट्रोलियम डीलर्स एसोसिएशन के प्रदेश उपाध्यक्ष विनीत लाल ने कहा कि केंद्र व राज्य सरकार को कई बार मांगों से अवगत कराया गया।
लेकिन इस दिशा में अब तक किसी प्रकार की पहल नहीं की गई जिसके कारण मजबूरन अपनी मांगों को लेकर हम लोग आंदोलन रत हैं। उन्होंने कहा कि वैट रिटर्न से मुक्ति पेट्रोलियम प्रोडक्ट वैट के दायरे में आते हैं। इन पर प्रथम बिंदु पर कर का निर्धारण होता है क्योंकि पेट्रोलियम विपणन कंपनियां प्रथम बिंदु पर कर संग्रह कर सरकार को जमा करती है। जिसके बाद पेट्रोल पंप द्वारा किसी प्रकार का कर नहीं दिया जाता है। हम अनावश्यक रूप से शून्य कर का रिटर्न वैट एक्ट में जमा करते हैं, जिससे हमें एवं सरकार को परेशानियों का सामना करना पड़ता है।
आगे बताया वैट कम होने के कारण पड़ोसी राज्यों उत्तर प्रदेश बिहार और पश्चिम बंगाल में डीजल की कीमत बहुत कम है इससे झारखंड में डीजल की बिक्री पर गंभीर असर पड़ा है जिससे राज्य के खजाने में राजस्व प्रभावित भी हुआ है। और राज्य के पेट्रोलियम क्षेत्र को भी बुरी तरह से नुकसान पहुंचा है।
