रांची : सीएम हेमंत सोरेन ने पहली बार कैबिनेट की बैठक में बिहार राज्य औद्योगिक विकास निगम (बीएसआईडीसी) के बकाया भुगतान के लिए 12 करोड़ 74 लाख 28 हजार 95 रुपए की स्वीकृति प्रदान कर कर्मचारियों को बहुत बड़ी राहत देने का काम किया है. लेकिन राज्य सरकार को अब बिहार से अपने एसेट लेने की दिशा में ठोस पहल करनी चाहिए. बीएसआईडीसी के कर्मचारियों और फैक्टरी की सैकड़ों एकड़ जमीन की वापसी पर बिहार सरकार से कभी गंभीरता नहीं बरती गई.

कैबिनेट की बैठक में कुल 12 प्रस्तावों पर मुहर लगी है. मंगलवार को हुई कैबिनेट की बैठक में इस प्रस्ताव को मंजूरी दी गई. दूसरा महत्वपूर्ण निर्णय ये है कि अब महिलाएं भी कारखानों में शाम सात बजे से सुबह छह बजे तक कर सकेंगी. इसके अलावा राज्य सरकार के कर्मियों और पेंशनधारियों के महंगाई भत्ता में सात से 12 फीसदी तक की वृद्धि की है.

महिलाएं अब अपनी सहमति से कारखानों में शाम सात बजे से सुबह छह बजे तक काम कर सकेंगी

छठा केंद्रीय वेतनमान के तहत आनेवाले राज्यकर्मियों और पेंशनधारियों को एक जुलाई 2024 के प्रभाव से 239 फीसदी की जगह 246 फीसदी महंगाई भत्ता मिलेगा. यानी सात फीसदी की वृद्धि की गई है. वहीं पंचम वेतनमान के दायरे में आनेवाले कर्मियों को 443 फीसदी से बढ़ाकर 455 फीसदी महंगाई भत्ता मिलेगा. यानी 12 फीसदी की वृद्धि की गई है.

राज्य सरकार ने कारखाना संशोधन विधेयक 2024 के गठन को स्वीकृति दे दी है. ईज ऑफ डूइंग बिजनेस के तहत औद्योगिक नीति एवं संवदर्धन विभाग के वाणिज्य एवं उद्योग मंत्रालय द्वारा बिजनेस रिर्फाम एक्शन प्लान के लिए इस विधेयक को मंजूरी दी गई है. इसके तहत महिलाएं अपनी सहमति से कारखानों में शाम सात बजे से सुबह छह बजे तक काम कर सकेंगी.

कैबिनेट में कारखाना संशोधन नियमावली 2023 के प्रस्ताव पर भी सहमति दी गई. इसके तहत फैक्ट्री लाइसेंस का निबंधन शुल्क पुनरीक्षण किया जाएगा. कारखानों के वार्षिक टर्न ओवर और कारखाना बंद होने की सूचना में भी संशोधन किया जाएगा.

कैबिनेट में लिए गए अन्य फैसलों में झारखंड आंगनबाड़ी सेविका सहायिका नियमावली में संशोधन, झारखंड सूक्षम लघु एवं मध्यम ईकाई एमएसएमइ विशेष छूट विधेयक 2025 का गठन, पेयजल विभाग के सात लोगों की सेवा नियमितीकरण की स्वीकृति आदि शामिल है.
