आरक्षण का विरोध करनेवाली, जातिवार जनगणना का विरोध करनेवाला संघ और भाजपा ने अचानक यह यू टर्न क्यों ले लिया?

जातिवार जनगणना का निर्णय, विपक्ष को निहत्था करने की रणनीति तो नहीं…?

रांची : कहां तो सभी अंदाजा कर रहे थे कि सर्जिकल स्ट्राईक जैसी कोई घटना पाकिस्तान बार्डर पर करने वाली है मोदी सरकार, लेकिन आ गया ‘जातिवार जनगणना कराने का फैसला.’ बहुतों को आश्चर्य है कि मोदी और संघ परिवार इसके लिए राजी कैसे हो गया? कुछ लोगों की यह धारणा है कि यह फैसला संघ को बहुत पसंद नहीं, बावजूद इसके मोदी सरकार ने यह फैसला लिया.

क्या मोदी संघ के सामने नतमस्तक हैं?

दरअसल, संघ और उसके विभिन्न मोर्चों के रिश्तों को लेकर कभी-कभार टकराव जैसा दिखता तो हैं, लेकिन वास्तविकता है कि डोमिनेट तो संघ ही करता है और उसकी रजामंदी से ही सबकुछ चलता है.

यह फैसला भी संघ की रजामंदी से ही लिया गया लगता है. एक बड़ी राजनीतिक हैसियत और लोकप्रियता हासिल कर लेने के बावजूद मोदी संघ के सामने नतमस्तक हैं और पिछले एक बयान में उन्होंने सार्वजनिक रूप से कहा भी की भाजपा संघ के एजंडे को ही पूरा करती रही है.

इसलिए यह मान कर चलिए कि यह संघ समर्थित फैसला है. अब सवाल उठता है कि आरक्षण का विरोध करने वाली, जातिवार जनगणना का विरोध करने वाला संघ और भाजपा ने अचानक यह यू टर्न क्यों ले लिया?

बिहार की पूरी राजनीति ही इसपर केंद्रित हो चली थी

इसकी तत्कालीन वजह तो यही कि बिहार में चुनाव होने हैं और तेजस्वी और कांग्रेस ने इसे एक प्रमुख चुनावी मुद्दा बना रखा था. तमाम जनसभाओं में इस मुद्दे को लेकर विपक्ष रणघोष करता रहता था. बिहार की पूरी राजनीति ही इस पर केंद्रित हो कर रह गयी थी. भाजपा और संघ परिवार ने जातिवार जनगणना कराने का ऐलान कर उस राजनीति की हवा निकाल दी.

हां, इसे विपक्ष अपनी नैतिक जीत बता कर वाहवाही लूटने की कोशिश कर सकता है. लेकिन क्या चुनाव में मजबूती से उतरने के लिए इतना काफी होगा?

इसे इस नजरिये से भी देखना चाहिए कि भाजपा के लिए हर मुद्दा सत्ता पर काबिज रहने का, चुनावी संघर्ष में जीत हासिल करने का उपक्रम है.

धार्मिक उन्माद के आधार पर हिंदू वोटों का ध्रुवीकरण तो सतत चलने वाला अभियान है. लेकिन साथ- साथ इस तरह के मुद्दे भी वह अपने हिसाब से उपयोग में लाता है. पहलगाम वाला मामला थोड़ा बेढ़ब था. उसमें भाजपा चिल्ल पों करने के बावजूद आत्मरक्षात्मक होती चली गयी थी. इसलिए युद्ध का नगाड़ा बजाया जा रहा था.

 इस घोषणा से सारा नैरेटिव ही बदल गया

लेकिन युद्ध इतना आसान है? सर्जिकल स्ट्राईक जैसी कोई कार्रवाई तो हो सकती है, लेकिन युद्ध शुरु होने पर सारे समीकरण बदल सकते हैं. चीन का रुख क्या रहेगा, अमेरिका ही कितनी दूर तक साथ देगा, यह भरोसा करना मुश्किल. गाल बजाना, गर्जन तर्जन करना आसान होता है, लेकिन युद्ध का फैसला आसान नहीं.

इसलिए जातिवार जनगणना की घोषणा कर सारा नैरेटिव ही बदल दिया गया. इसका मतलब यह भी नहीं कि युद्ध एजेंडे में नहीं? वह है, यदि चुनावी जीत के लिए यह जरूरी होगा तो वह भी करेगी. भाजपा. लेकिन फिलहाल शीतयुद्ध ही चलेगा.
