जनाधिकार महासभा ने राजभवन के समक्ष धरना दिया: राज्य भर के हज़ारों आदिवासी-मूलवासी समाज ने हेमंत सरकार को याद दिलाया…’जो कहा, वो करो!

जनाधिकार महासभा के कुछ तीखे सवाल…!

हेमंत सोरेन सरकार ने सत्ता संभालने के बाद अडाणी के पक्ष में खड़ी दिखती हैै. विदेश जाकर झारखंड की ज़मीन बेचने का कार्यक्रम बना रही है. अडाणी के लिए प्रस्तावित गोंडुलपुरा कोयला खदान के विरुद्ध ग्रामीण 25 महीनों से संघर्ष कर रहे हैं, लेकिन सरकार चुप्पी साधे हुुए है.  आखिर अडाणी सीएम से क्यों मिलने आया था, इस संबंध में सरकार ने अभी तक अपनी स्थिति स्पष्ट नहीं की है.

रांची :  झारखंड के सभी जिलों से 2500 से अधिक लोग शुक्रवार को रांची पहुंच के हेमंत सोरेन सरकार को याद दिलाया कि “जो कहा, वो करो”. झारखंड जनाधिकार महासभा ने राजभवन के समीप राज्य सरकार को लंबित घोषणाओं पर चुनावी वादों को याद दिलाने के लिए एक-दिवसीय धरने का आयोजन हुआ. वक्ताओं ने एक-एक कर चुनाव के दौरान किए गए वादों की याद दिलायी और उसे पूरा करने की गुहार लगायी।

कई मामलों में सरकार ने झारखंडी हित के विपरीत फैसले लिए

महासभा की वक्ता एलीना होरो ने कहा कि सितम्बर 2024 में महासभा ने इन मुद्दों पर धरना दिया था और मुख्यमंत्री हेमंत सोरेन से मुलाकात की गई थी. आज फिर से उन्हीं मुद्दों पर लोग सड़क पर आंदोलन करने को मजबूर हैं। आलोका कुजूर ने जोड़ा कि चुनाव में आदिवासी-मूलवासियों ने फासीवादी, सांप्रदायिक और झारखंड विरोधी भाजपा के विरुद्ध इस अपेक्षा के साथ गठबंधन सरकार को चुना था कि जन मुद्दों पर कार्यवाई होगी. लेकिन अभी तक कोई कार्रवाई नहीं हुई है, बल्कि कई मामलों में तो सरकार ने झारखंडी हित के विपरीत फैसले लिए हैं. यह आदिवासी-मूलवासियों के साथ धोखा है.

डेमका सोय ने कहा कि रघुवर सरकार ने राज्य के 22 लाख एकड़ गैर-मजरुआ व सामुदायिक ज़मीन को लैंड बैंक में डाल दिया था और भूमि अधिग्रहण कानून में 2017 में संशोधन कर जबरन अधिग्रहण का दरवाज़ा खोल दिया था. लेकिन बार-बार वादा करने के बावज़ूद गठबंधन सरकार ने आज तक उसे रद्द नहीं किया. बासिंग हेस्सा ने कहा कि PESA लागू करने के प्रति हेमंत सोरेन सरकार की उदासीनता से साफ़ झलकता है कि सरकार आदिवासी-मूलवासियों के लिए ‘अबुआ राज’ की स्थापना नहीं चाहती है.

TAC की बैठक में ईचा-खड़कई डैम नहीं बनाने की बात हुई, पर अब निर्णय क्यों?

श्यामल मार्डी बोले कि चांडिल बांध की नीलामी बाहरी लोगों को कर दी गयी है। प. सिंहभूम के ईचा-खड़काई बांध विरोधी संघ से जुड़े रेयांस समद ने कहा कि झामुमो हर चुनाव में बोलता है कि ईचा-खड़कई डैम नहीं बनेगा, लेकिन हाल के TAC में इसे बनाने का निर्णय ले लिया गया. इससे सैंकड़ों आदिवासी परिवार विस्थापित होंगे. लातेहार-पलामू से आये कई लोगों ने वन अधिकार कानून के तहत निजी और सामुदायिक पट्टा न मिलने के तथ्य दिए, पर सरकार की ‘अबुआ बीर दिशुम’ अभियान के खोखलेपन को उजागर किया. नंदकिशोर गंझू ने कहा कि व्यापक कटौती के साथ निजी पट्टा दिया जा रहा है. सामुदायिक वन अधिकार तो मिल ही नहीं रहा है.

स्थानीय व नियोजन नीति अबतक क्यों नहीं बनी?

सिराज बोले कि गठबंधन दलों ने घोषणा पत्र में वादा किया था कि लम्बे समय से जेल में बंद विचारधीन कैदियों को रिहा किया जायेगा और फर्जी मामलों के लिए न्यायिक आयोग का गठन होगा लेकिन चुनाव जीतने के बाद इस पर चुप्पी है.

सोमय मार्डी ने कहा 2016 में रघुवर सरकार ने झारखंड-विरोधी स्थानीय नीति बनाई थी. गठबंधन सरकार 6 साल में भी इसे रद्द कर आदिवासी-मूलवासियों के हितों की सुरक्षा करने के लिए उपयुक्त स्थानीय व नियोजन नीति नहीं बनाई.

सफाई कर्मचारी आंदोलन से जुड़े धरम वाल्मीकि ने बताया कि दलितों के लिए महज़ जाति प्रमाण पत्र बनवाना एक संघर्ष है. अनेक दलित युवा प्रमाण पत्र न बनने के कारण पढ़ाई व रोज़गार से वंचित हो रहे हैं. हालांकि राज्य सरकार ने भूमिहीन परिवारों के जाति प्रमाण पत्र के लिए एक प्रक्रिया बनाकर रखी है, लेकिन वो इतनी जटिल है कि प्रमाण पत्र मिलना ही बहुत मुश्किल है.

यूनाइटेड मिली फोरम के अफज़ल अनीस ने कहा कि गठबंधन दलों ने कई बार मॉब लिंचिंग के विरुद्ध कानून बनाने का वादा किया था लेकिन आज तक यह अपूर्ण है.

अन्य वक्ताओं ने भी सरकार को घेरा

धरने का संचालन रिया तूलिका पिंगुआ और दिनेश मुर्मू ने किया. धरने में मुख्य रूप से अंगद महतो, अजय उरांव,  अनिल हंसदा, बैजनाथ मुर्मू, बीर सिंह बिरुली, चार्ल्स मुर्मू, देमका सोय, कौशल्या हेम्ब्रम, जेम्स कुल्लू, जयपाल सरदार, मिथिलेश दांगी, मीना मुर्मू, रेणु उरांव, रियांस समद, रोज़ मधु तिर्की, सिसौल सोरेन, सुशांत सोरेन, सोमवार मार्डी, सेलेस्टीन लकड़ा, सुरेंद्र उरांव, सोना हंसदा, संजय यादव, टॉम कावला समेत कई लोगों ने अपनी बातें रखीं।
